This meeting was called due to information Bill received from the City Attorney, Sam
Painter. He was informed about the action from our previous meeting by Christina
Kracher, who was in attendance, representing Elk River Law Office. Sam spoke to Bill
and said we must provide an RFP that gives information on our current plans, like the one
that was prepared last year. They need to have information in order to bid. He said it
will not be an exact bid and it may be cheaper and/or better. He will change the wording
in the RFP to be `compatible' plans.
It was asked if we can have options for other types of insurance also and he said we can.
Bill will make contact with MMIA to get the current medical claims history and census
information for the RFP.
Chuck suggested that we hire a consultant to review the different plans and give us a
comparison and ranking. He said lie is riot comfortable deciphering the different plans
and picking one. Other members agreed with him. Years ago the city hired an insurance
consultant to help in this process.
Motion by Donnie, seconded by Chuck to proceed with the City Attorney's
recommendation to include the information sheet on our current plans in the RFP and to
hire an insurance consultant to review the submitted plans. Motion carried.
The meeting adjourned at 2:30 p.m.

(It came to our attention after the meeting that according to the Resolution to structure the
Health Insurance Committee, a quorum consists of 5 members. This makes any action
taken null and void. Meeting was informational only.)
