HomeMy WebLinkAboutCity Council Minutes 08.02.1983 Minutes of the City Council of Laurel August 2~ 1983 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Albert Ehrlick at 7:04 p.m., on August 2, 1983. COUNCIL MEMBERS PRESENT: Lonnie Kellogg Fred Feuerbacher, III (late) Bill Brennan Susan Carter Rob Harris Bob Gauthier bids were opened and a private sale of the bonds will be The bids were received from the following companies: Hoven Construction Co. MINUTES: Motion by Alderman Gauthier to approve the minutes of the regular meeting of July 19th and two special meetings of July 27th, 1983, as presented, seconded by Alderman Harris. Carried. CORRESPONDENCE: Memos from League of Cities and Towns regarding Revenue Sharing, corporation tax, street maintenance districts and oil and gas price~. Received a copy of a letter to Ray Averett from USF&G regarding the denial of a claim for sewer backup. Received Interim Guidelines for the administration of the veterans and handicapped civilians preference act. Received a letter from Lau~'tVolunteer Fire Dept. regarding the appointment of Bob Cassidy to the Fire Department to fill the vacancy when Dennis Walters moved to Missoula. Motion by Alderman Harris to accept the appointment of Bob Cassidy to the Laurel Volunteer Fire Department, seoonded by Alderman Kellogg. Motion carried. CLAIMS: The claims were reviewed by the Budget/Finance Committee and recommended that they be paid. Motion by Alderman Gauthier to approve the claims for the month of July, seconded by Alderman Brennan. Motion carried. CITY CLERK and CITY TREASURER'S FINANCIAL STATEMENTS: The City Clerk and City Treasurer's Financial Statements for June, 19---~, were presented for review and approval. Motion b~ Alderman Gauthier to accept the City Clerk and City Treasurer's Financial Statements as presented, seconded by Alderman Brennan. Motion carried. BID OPENING~ SID #107: This being the time and place advertised, all bids received were opened and read aloud. The City Clerk had received four construction bids but had not received any for the bonds. All bids exceeded the engineer's estimate of $111,788.00. KREG JONES~ D. A. DAVIDSON~- BONDS FOR WASTEWATER TREATMENT PLANT: Kreg met with Budget/Finance Committee earlier this afternoon concerning size of bond sale and time of the bond sale. It was the recommendation of the Committee to stay with the size of the bond at $725,000.00. The timing of the bond sale has been set up for August 24th at 7:00 p.m. The proceeds of the bond sale would be available to the City at a maximum of 45 days after the bond sale, plenty of time to pay the contractor for the first billing. RESOLUTION NO. 2010 RESOLUTION PROVIDING FOR PUBLIC SALE OF $725,000.00 SEWERAGE SYSTEM REVENUE BONDS, SERIES 1983 OF THE CITY OF LAUREL~ MONTANA. Motion by Alderman Kellogg that Resolution No. 2010 be passed and adopted, seconded by Alderman Feuerbaeher. Motion carried. PUBLIC HEARING TO VACATE SOUTH 3rd STREET BETWEEN A & W ROOTBEER AND LITTLE BIG MEN PIZZA: This being the time and place adv-~ised, a public hearing was held. Proponents: Present Curt Riemann No opponents present. No letters of protest received by the City Opponents: Clerk. Public hearing closed. RESOLUTION NO. 2011 RESOLUTION TO VACATE LANDS IN EAST YELLOWSTONE SUBDIVISION, LAUREL, MONTANA. Motion by Alderman Kellogg that Resolution No. 2011 be passed and adopted upon the contingency of signing the easements agreement, seconded by Alderman Harris. Motion carried. At this time, Alderwoman Sue REMOVAL OF LIGHTS THOMPSON PARK: cussion. Carter arrived at the Council meeting. The lights are a hazard in the park. Dis- Motion at Thompson Park, seconded by Alde'rman Harris. City Attorney Joe Bradley needs permission Motion by Alderman Kellogg to grant permission for Joe State, seconded by Alderman Brennan. Motion carried. LONNIE KELLOGG - WATER RATIONING ORDINANCE: Discussion. ORDINANCE NO. 737 EMERGENCY WATERING ORDINANCE Motion by Alderman Ke.llogg to adopt and extend Ordinance No. 90 days, seconded by Alderman Harris. present voted, "YES." by Alderman Feuerbacher to advertise for bids for removal of lights Motion carried. to leave the State. Motion by Alderman Feuerbacher to accept and enter into the record as amended, the Street & Alley Committee minutes of July 27, 1983, seconded by Alderman Brennan. Motion carried. Park Committee minutes of July 26, 1983, were presented and reviewed. Motion by Alderman Feuerbacher to accept and enter into the record the Park Committee minutes of July 26~ 1983, seconded by Alderman Harris. Motion carried. Alderman Feuerbacher stated that the Kiwanis Club is interested in putting horseshoe pits in the narrow end of Kiwanis Park. Checking into this matter. SUPPLEMENT TO AGREEMENT RELATING TO WASTEWATER TREATMENT: RESOLUTION NO. 2012 APPROVING SUPPLEMENT NO. 2 TO AGREEMENT FOR ENGINEER- ING SERVICES, AN AGREEMENT BETWEEN THE CITY OF LAUREL AND HKM ASSOCIATES, SAID AGREEMENT RELATING TO CON- STRUCTION OF IMPROVEMENTS TO THE CITY WASTEWATER TREATMENT FACILITIES. Motion by Alderman Kellogg that Resolution No. 2012 be passed and adopted, seconded by Alderman Harris. Motion carried. MAYOR'S COMMENTS: Alderman Harris commented on the new Asphalt Supply plant. He has received several calls on three different things: One was on the hole they dug for their sewer. Another was on the service tap and the gravel they used to backfill. The gravel is washing into the sewer line. The third was on the recent windstorm we had. The cardboard boxes they use have blown all over. Discussion. Alderman Feuerbacher commented on the truck parking and noise that goes on over there. Alderman Harris almost witnessed an accident at South 1st Avenue and A & W. Discussion regarding truck parking along South 1st Avenue. MAYOR'S APPOINTMENTS: FAr Committee The Mayor appointed Bob Gauthier, Fred Feuerbaeher, Ambulance Director Paul Peterson, Chief o£ Police Alan Crowe and Fire Chief D. L. McGillen to serve on this committee to handle any kind of problems that arise in that building. Motion by Alderman Kellogg to approve the appointments of these 5 people to the FAr Committee, seconded by Alderman Harris. Motion carried. Judge Larry ~erman asked for permission to leave the State. Motion by Alderman Kellog~ to grant Larry Herman permission to leave the State, seconded by Alderwoman Sue Carter. Motion carried. L. D. COLLINS - JAIL COMMITTEE: Reported on the land the committee has looked at for a new jail facility, etc. There being no further business to c~efore the Council at this time, the meeting was adjourned at 8:26 p.m. Donald L.
