FINANCIAL
REPORT QUARTERLY FINANCIAL REPORT [JIM KRAFT]
Jim reported that $15,249.18 is the balance in the LEPC account.
No expenditures and no revenues were received since the last report, except the in & out funding from
a grant for the purchase of seating for the EOC. Question: Where does the LEPC funding come from?
Jim reported that funding comes from the Annual LEPC/MSSC Safety Conference, various donations Next quarterly

such as the annual donation from DPC and grants.
COMMITTEE EXERCISE DESIGN COMMRTEE: [JEFF ASHWORTH, CHAIR]
REPORTS
OPERATION COYOTE 2010: Jeff reported that initial planning stages for the Operation Coyote [County of
Yellowstone Operating Together in Emergencies] 2010 Exercise are under way. The general scenario
will involve a haanat (including regional assets), mass casualty, and mutual aid activation. CHS
Refinery is hosting the "event". Next Meeting:
January 26, 2010
10:00 a.m.
Billings Clinic
This will be a full-scale HazMat exercise. The plan is to have the City of Laurel, Laurel Police
Department, Laurel Fire/Ambulance, Laurel Public Schools heavily involved in the exercise. Other
agencies that are planning to participate are: AMR, American Red Cross, and Billings Fire Department. Basement Meeting
Room
Two community meetings will be held in Laurel. The first will be March 2 during the day at the Laurel
Public School (Actual time & location TBA). The second will be held March 9 after 5:00 p.m. (actual
time & location address TBA).
The date for the exercise is May 5, 2010. Volunteer to assist with script writing are always welcome.

Because of the Holidays, no December Exercise Design Meeting will be held. The next meeting will be
January 26 @ 10:00 a.m. Billings Clinic.
GRANTS COMMITTEE [DIANNE LEHM, CHAIR]
PRE-DISASTER MrrmT*N PLAN is scheduled for review. Dianne reported that they have received a
grant to assist with the costs. RFP have gone out and it is expected to be completed by the end of
January. LEPC will be asked to be involved in the plan update.

FUEL REDUCTION GRANT earmarked $30,000 + $9,000 extra funding.
HAZARDS MITIGATION- FUEL REDUCTION GRANT -SUB-DMSIONS: Still pending
ASSISTANCE TO FIREFIGHTER GRANT Process is open. Grant Applications must be submitted by individual
departments. No word on whether or not any of the rural fire departments submitted grant applications.
Jim Kraft reported that the Rural Fire Department Assistance Grant for Communications is still pending.
Joe Marcotte reported that the hospitals have received $57,000 year-to-date in grant funding
earmarked/or related to mass causality response protocols/prooedures.
YELLOWSTONE COUNTY OPERATIONS PLAN: $50,000 received to assist with the completion of the plan.
The process will take approximately 18 months. Assistance will be needed to review the plan. In past
years a temporary sub-committee was formed to review the plan and report back to the LEPC for the
final confirmation of the plan and any changes.
COMMITTEE CAERICRIZENS CORPS [PAM SANDERSON]
REPORTS Pam reported that CAERICitizens Corps met this past week to discuss and identify goals for the
upcoming year. It was decided that they would focus on the 'Ready Yellowstone' campaign and tie all
emergency related response activities within the community together under one site. She also reported
that they plan to purchase 'Ready Yellowstone' banners that can be displayed at various activities.
She also reported that the Girls Scouts have created a preparedness badge.
A final note. Pam reported that Shed's term with the Volunteer Center ends in January. Pam thanked
her for all her work these past two years.
UNIFIED HEALTH COMMAND [DEBBIE HEDRICK]
Greg Neill reported that the focus has been H1N1 Vaccines: Another shipment of the vaccine has
been received and will be distributed to area residents as outlined in the distribution plan.
PRESS RELEASE 10-DEC-2009: RIVERSTONE HEALTH REPORTED: Anyone who wants one will be able
to get an H1 N1 influenza vaccine at a community clinic set for Monday afternoon in Billings. County
health officials have lifted restrictions on who can be vaccinated. "The supply of vaccine has
reached a threshold where we can provide vaccine to the general public," said Barbara Schneeman,
spokeswoman for RiverStone Health, the county health agency. A walk-in clinic is set for 1-7 p.m.
Monday at the Shrine Auditorium; 1125 Broadwater Ave. Free doses of vaccine will be administered
on a first-come, first-serve basis.
To avoid confusion, the UHC (Unified Health Command) Sub-Committee name is being changed.
As soon a name has been agreed upon, I'll let everyone know.

BIG SKY 11 CONSORTIUM [JIM KRAFT]
Still in the 'build-out' stage. Weather is slowing down the process at this time; however Jim reported
that he expects work to begin again in January (weather permitting). He stated that he will keep
everyone posted on the progress.
TRAINING SUB-COMMITTEE [MIKE GLANCY / PAUL DEXTRAS]
Joe reported that Mike Glancy is making great progress and that any future meetings of the Training
Sub-Committee are on hiatus until further notice. Any future training opportunities will be emailed to
LEPC agencies as the information becomes available.
ICS CLASSES: Joe reported that he is still planning to host a full series of ICS classes in February
and possibly an ICS 300 class in April. He stated that he expects to have approximately 50 people
per session. If you are interested in attending please let him know. If there is space available you are
welcome to attend. Joe will get us additional details as soon as they are available.
ANNUAL REVIEW & ADOPTION OF BY-LAWS
By-Laws were adopted as amended. Changes will be made and the By-Laws will be signed at the
January 2010 meeting by the LEPC Officers.

NEW BUSINESS AGENCY EDUCATION SESSIONS 10 MINUTES
YARES [RON GLASS]
The Yellowstone Amateur Radio Emergency Service (PARES) consists of licensed amateurs who have
voluntarily registered their qualifications and equipment for communications duty in the public service
when disaster strikes. A free service to the county and to the citizens.
1. Dispatched exclusively through Yellowstone County DES Office (Jim Kraft) during
disasters.
2. Stations already installed at both hospitals and RiverStone Health, National Weather
Service and EOC (LISPS & Advanced Care)
3. Able to provide emergency communications throughout the County, State, nationwide
or even internationally - even if normal AC power, the intemet, landline telephones and
cellular phones are all not working.
4. Currently have 60 active members and 25 very active members on call through Jim
Kraft and the Joint City/County 9-1-1 Center.
5. Train & practice every day, sometimes several times per day.
6. Provide free consulting to local businesses & organizations on 'how to be better
prepared to communicate during disasters".
We want you to be better prepared! You are 'on-your-own' for the first 72 hours of any disaster - either
man-made or natural.

Yellowstone Amateur Radio Emergency Services is an ARES program sponsored by the Yellowstone
Radio Club. Most of the YARES members are YRC members, but are not required to be. All you need
to be a member of YARES is to be interested in emergency communication and come to the meetings.
YARES meet at 7:30 PM on the second Monday of the month at the EOC - 2305 8th Ave. North,
Billings
YARES has assisted in many area emergencies. Forest fires, range fires, flood watches, search and
rescue, and other events have been supplied with YARES communication, YARES has a complete
station with HF, VHF, and UHF at the Yellowstone County EOC.
YARES furnishes health and welfare communication for local area events such as Peaks to Prairie
triathlon, Montana Women's Run, Big Sky State Games, Montana Marathon, Rapelje Road Race, and
others.
