A special meeting of the City Councii of the City of Laurel, Montana~ was
held in the Counoil Chambers and called to order by Mayor Albert Ehrlick at
4:30 p.m., on April 20, 195B, for the purpose of awarding the bid for painting
the reservoir and standpipe.
COUNCIL MEMBERS PRESENT: Lonnie Kellogg Bill Brennan
Marvin Carter Susan Carter
Duane Behm Rob Harris
Fred Feuerbaoher,III
COUNCIL MEMBERS ABSENT: Bob Gauthier
Lonnie Kellogg reported that the committee looked at the three lowest
bidders, which were K-Decorators of Billings, United Industrial Coatings of
Cheyenne, WY., and Rainbow Painting of Great Falls. We have gone through and
recommend to the Counoil that we eliminate the.exterior of the big tank
(reservoir). This can be put in next year's budget, as there isn't enough
money to cover it this year. The tank has to be drawn down approximately in
April of ne×t year and at that time it could be painted.

Based on this information, United Industrial Coatings were eliminated, so
it would be between K-Decorators and Rainbow Painting.
There is a variable in there, and that is the price per square foot for
seam and pit repair; and we had to disregard that because we have no actual
way of knowing exactly how many square feet. So we had to take the bids that
we aotually know what it is going to cost. We reoommend that Rainbow Painting
be given the bid on those three items in the amount of $50~040.00.
Motion by Alderman Kellogg to award the water reservoir alternate 4,
standpipe alternate A and exterior to Rainbow Fainting, seconded by Alderman
Harris.
Discussion, including the square foot cost for seam and pit repair.
Division of the house: Aldermen Brennan, Sue Carter, Marvin Carter, and
Feuerbacher voted, "NO." Aldermen Kellogg, Harris, and Behm voted, "YES."
Motion defeated 4--3.
Motion by Alderman Marvin Carter to award the bids in two separate con-
tracts, seconded by Alderman Brennan.
Division of the house: Aldermen Brennan, Sue Carter, Marvin Carter, and
Feuerbacher voted, "YES." Aldermen Kellogg, Harris, and Behm voted, "NO."
Motion carried 4--3.
Motion by Alderman Marvin Carter to award the bid to K-Decorators, Inc.,
Billings, MT., for the water reservoir alternate no. 4 in the amount of $40,659.00
plus $3.90 a square foot for seam and pit rePair, seconded by Alderwoman Sue
Carter. Motion carried 5--2, with Alderman Kellogg and Behm voting~ "NO."

Motion by Alderman Brennan to award the bid to Rainbow Painting Co., Great
Falls, MT., for the standpipe Alternate A and exterior in the amount of $10,200.00
plus $8.00 a square foot for seam and pit repair, seconded by Alderman Marvin
Carter. Motion carried 7--0.
Meeting adjourned at 4:53 p.m.
