Amending Rules and Regulations for Utilities and Bulk Water Resale:
Kurt explained what an EDU is (Equivalent Dwelling Unit) and how using the EDU's will
affect each size meter. Kurt explained that the purpose of the change is to make all charges
fair and equitable for all water users. Kurt explained the rules and regulations for utility
service as far as bulk water resale. Kurt stated that the City of Laurel's rules state that a
customer shall not re-meter, sell, or permit any other individual to use such service without
permission from the city. Kurt explained that the city council does not have any rules if they
allowed such use and there needs to be discussion as to what the rules would be if allowed.
There was discussion on zoning, water system capabilities (pipeline size and available flow),
and the need to put the standpipe close to a truck route so the streets are not torn up. Kurt
stated that the new rates for bulk water will be $6.80 per 1000 gallons. Kurt also stated that
there are DEQ regulations for water haulers, so there probably should be a sign posted at the
standpipe so people know the rules and regulations. There was also discussion whether bulk
water haulers should be required to purchase a business license and also be bonded. Rules A-
E are listed below:
a. Zoning
b. Water System Capabilities (pipeline size and available flow)
c. Truck Route proximity
d. Rates and Charges $6.80 per 1000 gallons
e. DEQ regulations Title 17, Chapter 38, subsection 5 (water haulers rules)
Dave made a motion to recommend to the council to consider incorporating rules A-E and
that a business license, insurance and bonding are required and that a signature stating they
will keep their water filtration system up so the city cannot be sued. Emelie Eaton seconded
the motion. Motion carried 6-0.
Schedule of Fees and Charges:
Kurt stated that the schedule of fees and charges is being reviewed and there will be a few
changes. Kurt explained that one of the changes is going to be the tonnage on the container
haul. He stated that the City of Billings charges $13.75 per tong. The current charge is $11.80
per ton and will raise to $13.75 per ton. Kurt stated that Bill has proposed to raise the
camping fees at Riverside Park. Kurt also asked regarding the committee's feelings on raising
the price of the pool from $2.00 to $2.50 per day. It was also discussed that a sign be hung on
the outside of the pool door, stating due to uncontrollable weather there will. be no refunds.
There was also discussion on a permit to work in the right of ways: $30.00 for gravel and
$50.00 for paved.
Street Excavations:
Kurt explained that a bond is required to open up a street. Kurt stated that the current
ordinance states that a bond in the amount of $2000.00 shall be executed by a surety company
to authorize the business. Kurt stated that they would like to raise that amount to $5000.00.
Kurt explained that this is a current ordinance and that it would have to be changed in order to
change the amount of the bond.
