A regular meeting of the City Council of the City of Laurel, Montana, was held
in the Council Chambers and called to order by Mayor Albert Ehrlick at 7:00
p.m. on November 20, 1984.
COUNCIL MEMBERS PRESENT:

COUNCIL MEMBERS ABSENT:

iNVOCATION: Invocation given by Reverend Ed Speare.
MINUTES: Motion by Alderman Meyers to approve the minutes of the regular
meeting of November 7, 19~4, as presented, seconded by Alderman Dickerson.
Carried.
CORRESPONDENCE: Received a letter from HKM Associates regarding the inspection
budget at the Wastewater Treatment Plant.
Referred to the Public Utilities Committee.
Received a letter and a copy of the Followup Interim Inspection Report
from. the Department of Health and Environmental Sciences, Water Quality Bureau.
Received a letter from the Department of Health and Environmental Sciences,
Water Quality Bureau regarding the approval of change order No. 3.
Received a copy of a letter written to Bob Frank from Department of
Health and Environmental Sciences, regarding septage or waste from outside
the City's collection area.'
Received a letter from the Oepartment of Commerce regarding the completed
evaluation and ranking of the community Development Block Grant applications
for 1984.
Received a notice from Department of Natural Resources and Conservation
regarding an Energy Management Workshop on December 7th in Glendive.
Received the minutes and activity report for OCtober from Air Pollution
Control.
Received a letter from the City Engineer in Billings regarding the
purchase of our porta-patcher.
Received a notice regarding a National Security Seminar in Emmitsburg,
Maryland, December 3-7, 1984.

Received a notice from MSU regarding a Rural
Program and a tape which may be viewed on Channel
Tuesday, November 27th at 9:30 p.m.

Received a memo from the Montana League of Cities and Towns regarding
the 1985 Legislative Program.
Received an announcement of a 25th Wedding Anniversary Dance on December
8th, 1984 at Riverside Park Jaycee Hall in honor of Marvin and Sue Carter.
Received a Copy of a letter written to HKM Associates from Cal Cumin,
Planning Consultant, regarding revised population figures for Laurel and
Laurel planning area.
CITY CLERK AND CITY TREASURER'S FINANCIAL STATEMENT: The City Clerk & City
Treasurer's Financial Statement for the month of October, 1984, was presented
and reviewed.
Motion by Alderman Gauthier to accept the City Clerk's &
Financia! Statement as presented, seconded by Alderman Meyers.

SHEILA BLOHM-TRAFFIC PROBLEM IN THE 1OOO BLOCK OF 7th AVENUE:
Shelia 81ohm - of 1021 7th Avenue, I live across the street from Rimview
Dance Studio. We feel we have a traffic problem - cars are double parked
for 5 or TO minutes. These people tend to park in front of our driveways so
that when we come home we have to ask them to move. I'm asking if there is
anything the Council could do to help these residents?
Janet Hall- I live directly across from Rimview Studio. My complaint
is mainly the traffic that generates from the studio. The Police have be~n
called and they have not been able to respond because of lack of officers on
duty. If there was ever an emergency, a fire truck, ambulance etc. would have
a terrible time getting through; because of all the double parking.
This will be referred to the Police Committee, and the next meeting will
be December 6th, at 5:3Op.m. at the Complex.

Discussion regarding collection of the garbage containers fee at the time
a water deposit is made. However, it was the consensus of the Coun¢il'¢o 4mC~ude
this on the building permit;

Motion by Alderman Brennan that Ordinance No. 788 (1st reading) be
passed and adopted, seconded by Alderman Meyers. Upon taking a roll call
vote, all Aldermen present voted "yes"; Motion carried 5-O.
ORDINANCE NO. 789 (lst reading):
ORDINANCE NO. 789 (Ist reading)
AMENDING SECTION 10.68.O30, TWO-HOUR PARKING, OF THE
LAUREL MUNICIPAL CODE.
Motion by Alderman Brennan that Ordinance No. 789 (lst reading) be
passed and adopted, seconded by Alderman Harris. Upon taking a roll call
vote, all Aldermen present voted "yes". Motion carried 5-O.
RESOLUTION TO ENTER INTO A CONTRACT WITH BOOK PUBLISHING COMPANY:
This was put on the agenda for the December 4th meeting.
COMMITTEE REPORTS:
--Park committee minutes of 11-14-84 were presented and reviewed.
D~§Cussion regarding the location of the Caboose that Burlington Northern
has offered the City (for display purposes only).
Motion by Alderman 8rennan to approve the park Committee's recommendation
of placing the Caboose in the southwest corner of Thompson Park diagonally
behind the monument, seconded by Alderman Meyers. Motion carried 4-1 with
Alderman Gauthier voting "no".
Hotion by Alderman Brennan to approve and enter into the record the Park
committee minutes of 11-14-U4, seconded by Alderman Meyers. Motion carried 5-0~
--Street & Alley comrnittee minutes of 11-15-84 were presented and reviewed.
Discussion regarding the porta-patcher.
The next Street & Alley committee meeting will be December 12th, 1984,
at 5:30 p.m. in the Council Chambers.
Motion by Alderman Dickerson to enter into the record the Street & Alley
committee minutes of 11-15-~4, se'conded by Alderman Meyers. Motion carried 5-0.
--Investment committee minutes of 11-19-8~ were presented and reviewed.
The Mayor appointed Gary Temple to the Investment Committee.
Motion by Alderman Meyers to confirm the Mayor's appointment of Gary
Temple to the Investment committee for 1985, seconded by Alderman Harris.

COMMENTS FROM AUDIENCE:
Ernie Davis Stated the garbage trucks have been broke down, hopefully,
everything will be back on schedule by Wednesday night.
COMMENTS FROM ALDERMEN:
Don Meyers stated the City Christmas party will be held on December 15th,
198~, at 6:30p.m. at Mary's Supper Club.
Motion by Alderman Meyers to hold the Christmas Party December 15th, 1984,
for Mayor, Council, Department Heads and City E~ployees at 6:30 p.m. at Marv's
Supper Club, seconded by Alderman Brennan. Motion carried 5-0.
Alan Crowe: The Police commission met and recommended the appointment of
a temporary patrolman.
The Mayor appointed Jack Broadhurst as temporary patrolman, not to
exceed 9 months.
Motion by Alderman Meyers to confirm the Mayor's appointment of Jack
Broad~urst, seconded by Alderman Brennan. Motion carried 5-0.
MAYOR'S COMMENTS:
The Mayor appointed Jim Flisrand as Director of Public Works.
Motion by Alderman Meyers to confirm the Mayor's appointment of Jim
Flisrand as Director of Public Works to begin on 12-17-84 at $27,000 annual

salary plus Group Health Insurance, with a salary review in 6 months and
year probation, seconded by Alderman Harris. Motion carried 5-0.
Don Hackmann stated Cable T.V. requested a list of the names and addresses
of people on the utility billing.
This was referred to Joe Bradley.
Peg Kamerzel also stated the Churches and Yellowstone
a list of new residents every month from Cecelta. This was
Bradley.

There being no further business to come before the Council at this time,
the meeting was adjourned at 8:37 p.m.
