HomeMy WebLinkAboutCity Council Minutes 06.19.1984Minutes of the City Council of Laurel June 19, 1984 A regular meeting of the City Council of the City of Laurel~ Montana, was held in the Council Chambers and called to order by Mayor Albert Ehrlick at 7:02 p.m., on June 19, 1984. COUNCIL MEMBERS PRESENT: Lonnie Kellogg Chuck Dickerson Marvin Carter Donald Meyers ~ ~ .~ (late) Rob Harris Fred Feuerbacher, Iii Bob Gauthier COUNCIL MEMBERS ABSENT: Mel Krug INVOCATION: none MINUTES: Motio.n b.y Alderman Meyers to approve the minutes of the regular meet- ing of June 6, 1984, as presented, seconded by Alderman Dickerson. Carried. CORRESPONDENCE: Received the agenda and minutes for the month of May from the Air Pollution Control Board. Received a letter from State of Montana, Department of Health and Environ- mental Sciences regarding Federal Sewage Works Grant on Wastewater Treatment Plant. CITY CLERK & CITY TREASURER'S FINANCIAL STATEMENT: The City Clerk and City Treasurer's Financial Statement for the month of May, 1984, was presented and reviewed. Motion by Alderman Gauthier to accept.the City Clerk and City Treasurer's · Financial Statement as presented~ seconded by Alderman Meyers. Motion carried. 'LAUREL JC'S JULY 3rd DANCE~ BREAKFAST AT FIREMEN'S PARK: Doug Krug appeared before the Council to ask permission for the JCs to hold a dance on July 3rd. Discussion on fencing the area. Motion by Alderman Meyers to allow the JCs to have a street dance on July 3rd in front of the creamery, seconded by Alderman Harris. Motion carried. The dance will be from 8 p.m. to midnight. Barricades will be placed in front of Laurel Servicenter and West 1st by the creamery so there will be no through street. Motion by Alderman Dickerson. to allow the JCs to hold their pancake break- fast at Firemen's Park, seconded by Alderman Meyers. Motion carried. PUBLIC NEARING - LAND USE VARIANCE~ TRACTS lA & 2A OF C/S #1780~ R6000 ZONEr TO ALLOW A TRIPLEX TO BE BUILT: Tom Poindexter was not ~t''the Cb'uncil ~eeting so a public hearing was not held. Motion by Alderman Meyers to table this public hearing until the next meet- ing on July 3rd and contact Tom Poindexter to be there also, seconded by Alderman Harris. Motion carried. At this time Alderman ORDINANCE AMENDING SECTION ordinance. Carter arrived at the Council 17.32.010: The City Attorney meeting. presented the following Motion by Alderman Kellog~.that Ordinance No. 777 (first reading) be passed and adopted, seconded by Alderman Meyers. Upon taking a roll call vote, all aldermen present voted, "YES." Motion carried 7--0. ORDINANCE NO. 777 (first reading) AMENDING SECTION 17.32.010, LIST OF USES - COMMERCIAL INDUSTRIAL DISTRICTS, OF THE LAUREL MUNICIPAL CODE. page 2 Minutes of the City Council of Laurel POLICY ON SPECIAL IMPROVEMENT AGREEMENTS: Attorney Joe Bradley reported on the possibility of establishing a policy on Special Improvement Agreements which was recommended by the City-County Planning Board. RESOLUTION INCREASING CAPITAL OUTLAY: Alderman Gauthier presented the following resolution. RESOLUTION NO. 2073 CAPITALIZATION OF E©UIPMENT PURCHASES, TAGGING OF E©UIPMENT AND OTHER NECESSARY INVENTORY ITEMS. Motion by Alderman Gauthier that Resolution No. 2073 be passed and adopted, seconded by Alderman Dickerson. Motion carried. CITY LICENSE REVIEW AND APPROVAL FOR 1984-w85: The City Treasurer presented the list of City. licenses for 1~84--85. Motion by AldermanMeyer$ to approve the license review, seconded by Alder- man Gauthier. Motion carried. NON-UNION WAGES AND BENEFITS: ~ Bob Gauthier stated that the committee met with the non-union personnel and came to agreement on wages of 40~ an hour increase plus shift differential plus an increase in insurance. Motion by Alderman Gauthier that we accept these guidelines for non-union wages and benefits, seconded by Alderman Feuerbacher. Motion carried 7--0. COMMITTEE. REPORTS: Ambulance Committee minutes of June 6, 198~ were reviewed at last Council meeting. Motion by Alderman Kellogg to enter into the record the Ambulance Committee minutes of June 6, 198~, seconded by Alderman Dickerson. Motion carried 7--0. Cemetery Committee minutes of June 7, 198~, were presented and reviewed. Alderman Harris read a letter of retirement from Sol Schoessler effective July 1, 198~. Motion by Alderman Carter to accept Sol Schoessler's resignation, seconded by Alderman Meyers. Motion carried. Motion by Alderman Harris to enter into the record the Cemetery Committee minutes of June 7, 1984, seconded by Alderman Meyers. Discussion on the hiring of Ron Herman, taking over as caretaker of the cemetery. At this time, Rob withdrew his motion and Alderman Meyers withdrew his second. Motion by Alderman Feuerbacher to approve the Cemetery minutes of June 7, 1988, with the exception of hiring Ron Herman. Allow him to work temporarily in Sol's place until the position has been advertised and properly filled, seconded by Alderman Meyers. Motion carried. Public Utilities Committee minutes of June ll~ 1984, were presented and reviewed. Discussion on meters that have stopped or are stuck. Motion by Alderman Kellogg to enter into the record the Public Utilities Committee minutes of June ll, 1988, seconded by Alderman Harris. Motion carried. Budget/Finance Committee minutes of June 1~, 198~, were presented and reviewed. Motion by Alderman Gauthier to enter into the record the Budget/Finance Com- mittee minutes of June 14, 1984, seconded by Alderman Dickerson. Motion by Alderman Meyers to enter into the record the Garbage Committee minutes of June 18, 1984, seconded by Alderman Dickerson. Motion carried, Ch~ck Dickerson brought up the.fact of sick leave and vacation. It has been happening that a person is on vacation and gets sick, and they have been charging those days to sick leave and saving their vaeation days. In the future, we should require a doctor's slip. HOME ©CCUPATIQNS: Peg Kamerzel presented applications for licenses. Motion by Alderman Meyers to grant a City license and a home OCcupation to Richard Elsenpeter and Paul Elsenpeter, seconded by Alderman Dickerson. Motion carried. Fred Feuerbacher III s~ated the Burlington Northern is having a picnic at Riverside Park on June 27, 1984. The BN has contacted Dave Michael about garbage pickup and paying for the serviee. Chuck Dicker$on asked who is responsibie if there is a Legion ball game going on and a foul ball is hit into the pool area and hits someone. Who is liable? Fred stated they are working 'on a net which should take care of the matter. Attorney Joe Bradley said if it is a City park and City pool, I think it would be the City's responsibility. The License Committee will not meet next week due to Rob and Don both being gone. The Police Committee will meet at 5:30 p.m. instead of 6:00 p.m. There will be a special Traffic Committee meeting next Monday, June 25, 1984, at noon at Terry's Pizza. Mayor Ehrlick would like to ~eappoint Otto Preikszas, John Hawley Smith, and Bus Roberts to the City-County Planning Board. The Council will hold off reappointing these three people until next Council meeting, do some checking to see if an alderman can serve on this board and have a vote in the matter. MAYOR'S COMMENTS: The Mayor reminded everyone of the meetings with the Union and HKM on the 25th and 26th at 7:30 p.m. There being no further business meeting was adjourned at 8:30 p.m. to come before the Council at this time, the Respectfully submitted, Sharon Herman, Deputy City Clerk Approved by the Mayor and passed by the Montana, this 3rd day Of July, 1984.
