HomeMy WebLinkAboutCity Council Minutes 06.06.1984Minutes of the City Council of Laurel June 6, 1984 ' A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Albert Ehrlick at 7:08 p.m., on June 6, 1984. COUNCIL MEMBERS PRESENT: Lonnie Kellogg Chuck Dickerson Marvin Carter Donald Meyers Mel Krug Rob Harris Fred Feuerbacher,-III Bob Gauthier (late) COUNCIL MEMBERS ABSENT: none. INVOCATION: Invocation given by Albert Ehrlick. MINUTES: Motion b Alderman Harris to approve the minutes of the regular meeting of May 15, 198 , as presented, seconded by Alderman Meyers. Carried. CORRESPONDENCE: Received a copy of a letter to Peter Brano from USF&G dated May 5,.1984, regarding a claim against the City in the amount of $50 for sewer line cleaning. Received a. copy of a letter to Peter Brano from USF&G dated June 4, 1984, regarding the above-mentioned sewer line cleaning. Received a letter from Montana Power Co. regarding the construction of a 100-KU transmission line from Laurel to Bridger. Received a letter from PSC in response to a letter written to them regarding Montana Power's proposed rate increase. Received a letter from Williams Agency regarding city personnel using city vehicles-for personal use. Received a letter from State of Montana, Department of Highways, regarding the 12th Street (8th to 1st) project which is the Laurel area's !k3 Federal Aid Urban priority. Received a memorandum from State of Montana, Department of Commerce, regard- ing proposed private activity bond "cop." Received a request-from Senior Helping Hands program for $2000 in Revenue Sharing Funds for 1g84--85. Received a letter from State of Montana, Department of Health & Environmental Sciences regarding the inspection of the Laurel Wastewater Treatment facility. Received a certified letter from State of Montana, Department of Health & Environmental Sciences regarding delinquent self-monitoring reports. Received recommendations of the City-County Task Force on Planning. Received a letter from Our Savior's Lutheran Church requesting the building permit fee be waived for their new addition. Motion by Alderman Ke11o g to waive the building permit fee for Our Savior's Lutheran hurch, seconded by Alderman Meyers. Motion carried 7--0. CLAIMS: Claims for the month of May were reviewed by the Budget/Finance Committee and recommended they all be paid except for H~M..Associates. Motion by Alderman Kellogg to pay the claims for the month but hold the warrant for HKM until the report is received for the sewer rate analysis, seconded by Alderman Feuerbacher. Motion carried. page 2 1{'iinutes of the City Council of Laurel WASTEWATER TREATMENT PLANT PROGRESS REPORT: Jim Kaercher reported on the progress at the wastewater treatment plant with a slide presentation and written report. TRIP TO MONTREAL FOR DIGESTER TESTING: Jim Kaercher discussed the trip scheduled for Monday, June 11th. At this time Alderman Gauthier arrived at the Council meeting. Discussion regarding operators. Lonnie Kellogg stated since the Mayor vetoed the supervisory position to go out and advertise for it, the-question came up of who the City should send. Jim Kaercher stated that-the State requires a Class II. When you get into differential between .a Class-I and a Class II it is the fact that this is called a filtration type plant .because you have a bio process where the wastewater goes through and you don't have a recircling of sludge back to process. The only dif- ference is that off the reactor the activated sludge process circulates the sludge back. You have mechanical .equipment down there that is complicated. There is a lot of it, some testing that-is going to have to be done. The operator should understand the process thoroughly to effectively operate it and bring it to its full potential. This is the recommendation that HKM suggests. Bob Gauthier asked if any of our operators down there be upgraded to a Class I? Albert Ehrlick said Larry Peterson could, but he doesn't even have a Crass I license, and he couldn't get one unless he worked two years in a Class I plant. Albert asked Jim if he had a Class L license. Jim Kaercher I am not an operator. I do not qualify. ' Albert. Ehrlick Is anybody in your engineering firm? Jim Kaercher Xes, Mike Alberi and Steve Quail. They do not have operational experience, except .that they took the exams three years ago under the Grandfather Clause. Now you have to have actual operational experience. Albert Ehrlick The only way you could do it is have a man go into a Class I plant and, work two years before he gets that license. Don Meyers Unless you hired one that already had a Class I and he wouldn't stay. Lonnie Kellogg If we adopt this as it is, how is the plant going to operate? We're looking at about 3Z men. Jim Kaercher Yes, that's what we're looking at this time. I don't think you could go less -tTn three. Lonnie Kellogg Now you're talking about a Chief Operator. Is he also going to be the lab technician, the one that does the general directing of the lab, the tests to see that they are done correctly and follow through with the paper work to the State? Jim Kaercher .It's just my opinion that the .treatment plant the size of Laurel that you have mechanical process yet you don't have the size of the- income or the size of plant to warrant a guy that does nothing but lab testing and another one that's just a supervisor: You need a combination person to be able to operate efficiently with. the number of. men that you could get by with. I think the-man that runs the lab also has to be -- he's supervising the whole plant. He has people that work for him and also performs the tests and duties. Specifically, ' you don't find a person that's mechanically inclined to fix the machinery that is also-manager and is into biology and wastewater treatment. Sometimes you do. page 3 Minutes of the City Council of Laurel You're probably going to have a person down there that's strictly mechanical, he can fix pumps, etc. You need to have somebody overseeing and watching the process and make sure that your sludge is not getting too thick and you're circu- lating at-the right rates. See if there's potential problems with an acid bac- teria producing bacteria in the digester where-it's going to be upset. There's a lot of things to consider. You've got 'to be able to woick with the RBCs. You can do testing on the RBCs. You can also have the experience of .knowing what happens when you get .into an aerobic type of bacteria growth on an RBC. It's a good idea to have a guy that's flexible. Then again, that's the ideal person. You can train a person to that position.or you can hire one, or whatever. But you have to understand too, that you .have a young plant that's getting off the ground. It's not flying yet. You have to realize that you're going to have someone on top of it. Fred Feuerbacher asked during that period where you turn the plant over to us (so to speak break everybody in, show us everything, how much training and what do you train us on? Jim Kaercher We're in the process of writing an 0 & M manual, which defines the test procedures and defines the theory behind the plant. It will have three volumes. Fred- Feuerbacher Does it get into the testing? Jim. Kaercher Yes, it will show them how to test. Our contract with you covers construction administration, writing the 0 & M manual. After the plant gets into position to operate we!11 be into operator training. We will provide our services.,. We will be available for a year to work with you on a regular basis. Probably be looking at your test .data to make sure things are working ' correctly and continue some degree of training. Next fall and next winter is the time-when we will be coming in and having training sessions with the operators. Fred Feuerbacher This .confused me. I didn't know that if we wanted a lab technician to do-the tests and to be at the same time the operator and if we wanted a guy that was an operator that did the test: Jim Kaercher The description covers the fact that he should be able to run the tests and he should be able to communicate with the .City Council. He should be providing reports. He should be down at the plant managing the plant. Fred Feuerbacher He would also be one of the three operators. Jim Kaercher He would be one of the operators. He would provide records to the its y on performance of the plant and he. would indicate to the City what equipment is needed, what the schedule is of obtaining some of the equipment that he will need in-the future to renew or replace worn out equipment. Fred Feuerbacher Right now this is kind of confusing and that's what I assumed it was: Jim Kaercher My opinion is with the size of plant that Laurel has that operator s oul be definitely strong lab and some theoretical background, which he would have if he's had experience at other plants or even this plant and be able to understand what's going on in the process: He'd be able to initiate the controls of the plant and also do the lab work. Fred Feuerbacher I'm confused who to send to Montreal on June 11th. Also how soon will we have an 0 & M manual that we can go through to find out what we need to service this to fulfill our budget requirements? And how soon we will get a rough draft of the program that you set up? page 4 Minutes of the City Council of Laurel ' Jim Kaercher Yes, that should be coming out in July. Discussion on the date to go to Montreal. Motion by Alderman Kellogg to adopt having a Class I wastewater operators certificate at the new sewer treatment plant, seconded by Alderman Meyers. Discussion on training of an operator. Alderman Kellogg withdrew his motion, and Alderman Meyers withdrew his second. Motion by Alderman Kellogg to adopt the Chief Operator as listed by HKM on page 21 of the 0 & M manual,. seconded by Alderman Meyers. Motion was defeated 5--3. Motion.b Alderman Feuerbacher that the Council meet with the Union and HKM to discuss all jo descriptions at the new sewer plant, seconded by Alderman Dickerson. Motion carried $--0. A time to be agreed upon. Motion by Alderman Dickerson that the City Council send Bob Mann to Montreal for digester testing, secohded by Alderman Krug. Motion carried 8--0. RATE STRUCTURE: Jim Kaercher stated why the income was not up to what we antici- pate ome of the .things were-that the BN water consumption has decreased and the sewer .rate is based on the monthly rate on the BN, and it has decreased enough to where it is impacting Laurel $2000 a month. Another problem with population in Laurel. -There are a lot of.people in transit and in the process you do lose revenue. Last month alone, you had 22%-of the services turning over. If you relate that to annual,-that's 3D% turnover in.services. The other thing is that Boise Cascade,.in the last 18 months, has reduced employment from 400 to 100. ' That has to have an impact on services. Now it's down to 0. Cenex strike that has lasted for 5 months has an impact. Jim suggested that HKM meet with the Budget/Finance Committee at 7:30 p.m., Thursday, June 14th. The meeting set for June 12, 1984, is cancelled. MAYOR'S VETO. OF MOTION TO ADVERTISE FOR WASTEWATER .TREATMENT PLANT MANAGER: Motion by Alderman Krug to let the veto ride as written; seconded by Alderman • \1V V1V\1 \. C4111GLL V--V• CRAZY DAYS: Sedley Barsness appeared before the Council .to ask permission to close West 1st Street between Penneys and the alley and also over by the Chamber building to Dave's Conoco on the lawn, permission to have a petting barn. Motion by Alderman Dickerson to grant permission for the street to be blocked o f between Penneys and alley on West 1st. Street and to use Firemen's Park for animals on July 27th and 28th, seconded by Alderman Meyers. Motion carried. JIM DODDS - SPEEDING IN VILLAGE SUBDIVISION: Mayor Ehrlick stated he received a call from the captain of the police department, and Alan Crowe did issue a direc- tive to take care of-that matter. Jim Dodds-said that he and Terry Havener have talked-with a few neighbors and have come up with some ideas to do for the street. We measured the street and it comes out to 37' wide. We-would like to see some signs. The only signs up right now are street identification. Discussion on speed limit, and also putting in speed bumps. The Street & Alley Committee changed their meetings to the 4th Thursday at 5:30 p.m. Park Committee minutes of-May 22, 1984, were presented and reviewed. Board of Adjustment minutes of May 8, 1984, were presented and reviewed. Motion by Alderman Kellogg to enter into the record the Board of Adjustment minutes of May 8, 19 , seconded by Alderman Carter. Motion carried 8--0. Alderman Kellogg stated there was an Ambulance Committee meeting on June 6, 1984, at 5:00 p.m., at City Hall. Lonnie said the purpose of the meeting was to meet with .the party that was interested in buying the ambulance. It is Jesse Chavez who is employed at the refinery. What the committee is interested in right now is the proposal on how they are going to run the ambulance -- their financing of it. As soon as the committee receives-that proposal we will give it-to the Budget/Finance Committee so they can go over it. Then we will set up another meeting and the Council will be notified at-that time. MAYOR'S COMMENTS: The Mayor reminded everyone to take note of upcoming meetings. Also, there was not enough people bhat attended the Outreach meeting. The Com- missioners decided that from now on, if we get enough complaints, file them with the aldermen and mayor. Then we'll set a meeting up with them. Appointments Alderman Krug stated that Bob Kettenring showed interest in being on the Street & Alley Committee. Motion by Alderman Dickerson to grant Bob Kettenring!s request to be on the Street & Alley ommittee, seconded by Alderman Krug-. Motion carried 8--0. Chuck Dickerson asked permission to leave the State. Motion by Alderman Krug to grant Chuck Dickerson permission to leave the State, seconded by Alderman Feuerbacher. Motion carried 8--0. Don Meyers asked permission to leave the State. Motion by Alderman Krug to grant Don Meyers permission to leave the State, seconded by Alderman Dickerson. Motion carried 8--0. page 9 Minutes of the City Council of Laurel ' Joe Bradley stated something to keep in mind - if you are going somewhere and you are outside the City limits for more than ten days, you are supposed to ask permission for that -.whether you leave the State or not. Your seat can be declared vacant for not obtaining prior permission to do that. Mel Krug asked permission to leave the State June 11, 1984. Motion by Alderman Carter to grant Mel Krug permission to leave the State, seconded by Alderman Harris. Motion carried 8--0.
