HomeMy WebLinkAboutCity Council Minutes 04.04.1984Minutes of the City Council of Laurel April 4, 1984 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Albert Ehrlick at 7:07 p.m., on April 4~ 1984. COUNCIL MEMBERS PRESENT: Lonnie Kellogg Donald Meyers (late) Marvin Carter Rob Harris Mel Krug Bob Gauthier Fred Feuerbacher, III COUNCIL MEMBERS ABSENT: Chuck Dickerson INVOCATION: Invocation given by Marvin Carter. MINUTES: Motion by Alderman Harris to approve'the minutes of the regular meeting of March 20, 1984, as presented, seconded by Alderman Kellogg. Carried. CORRESPONDENCE: Received a letter from the Laurel Chamber of Commerce regarding a bill from Ace Electric for repair work that was done on the Christmas decora- tions damaged by a City garbage truck. Referred to the Garbage Committee. Received a memo from Alec Hansen, Executive Director of MLCT regarding the District 11 meeting April 6th, 9:00 a.m., at the Parmly Library in Billings. Received a letter from Chip and Sandra Watts of E Lazy Y Park regarding a ditch running north of their mobile park which is full of rubbish and noxious weeds. Referred to Street & Alley Committee. Received March issue of High Water-Flood Plain Management Section. Received a notice from Laurel Women in Business regarding April as cleanup month in Laurel. Received a newspaper publication notice from EPA regarding handling of hazardous waste materials. CLAIMS: Claims for the month of March were reviewed by the Budget/Finance Committee and recommended they be paid. Motion by Alderman Gauthier to approve the claims for the month of March, seconded by Alderman Krug. Motion carried. PUBLIC HEARING -VACATE CERTAIN LANDS, THE ALLEY PORTION LYING ADJACENT TO LOTS 1-4 AND LOT 20 (APPROXIMATELY 120') IN BLOCK 1 OF YOUNGS SUBDIVISION (BACK OF IGA STORE): This being the No protests were received by No opponents present. Public hearing closed. Motion by time and place advertised, a public hearing was the City Clerk. RESOLUTION NO. 2061 RESOLUTION TO VACATE LANDS IN YOUNGS SUBDIVISION, BLOCK 1, LAUREL, MONTANA. Alderman Harris that Resolution No. 2061 be passed and adopted, from Jan Stingley. BROS. SUBDIVISION This being the time and place advertised, seconded by Alderman Carter. Motion carried.6-O. No opponents present. Public hearing closed. ORDINANCE OF ANNEXATION NO. 770 EXTENDING THE BOUNDARIES OF THE CITY OF LAUREL, MONTANA, TO INCLUDE BLOCK 5, NUTTING BROS. SUBDIVISION, SUNHAVEN TRAILER COURT EXPANSION AS AN ADDITION TO THE CITY,. YELLOWSTONE COUNTY, MONTANA. Motion by Alderman Carter that Ordinance No. 770 be passed and adopted, seconded by Alderman Feuerbacher. Upon taking a roll call vote, all aldermen present voted, "YES." Motion carried 6-0. RESOLUTION NO. 2062 CHANGING THE BOUNDARIES OF WARD FOUR TO INCLUDE CERTAIN TRACT, TRACTS AND PARCELS OF LAND AND DIRECTING CERTIFICATION OF THE ALTERED BOUNDARIES. Motion by Alderman Feuerbacher that Resolution No. 2062 be passed and adopted, seconded by Alderman Harris. Motion carried 6-0. WASTEWATER TREATMENT PLANT PROGRESS REPORT: Jim Kaercher, HKM Associates, gave a slide presentation on the progress of the wastewater treatment plant construc- tion. Jim also presented the March progress report. As of March 15th the project is over 19% complete. COMMITTEE REPORTS: Police Committee minutes of April 2, 1984, were presented and reviewed. (At this time, Alderman Meyers arrived at the meeting.) Discussion regarding parking. Motion by Alderman Kellogg that the Mayor reissue a directive to the Police Department that police officers will walk the streets, will issue parking tickets and do everything in their power to alleviate the parking problems, seconded by Alderman Krug. Motion carried 7-0. More discussion on parking. Motion by Alderman Kellogg to approve and enter into the record the Police Committee minutes of April 2, 1984, seconded by Alderman Meyers. Motion carried. Street & Alley Committee minutes of March 28, 1984, were presented and reviewed. Motion by Alderman Krug to enter into the record the Street & Alley Committee minutes of March 28, 1984, seconded by Alderman Harris. Motion carried 7-0. Park Committee minutes of March 27, 1984, were presented and reviewed. Discussion on price of daily swim tickets. Motion by Alderman Feuerbacher to increase daily swim tickets from 75~ to $1, seconded by Alderman Carter. Individual and Family tickets will stay the same. Motion carried 7-0. Motion by Alderman Feuerbacher to enter into the record the Park Committee minutes of March 27, 1984, seconded by Alderman Krug. Motion carried 7-0. Ambulance Committee minutes of March 27, 1984, were presented and reviewed. Motion by Alderman Kellogg to accept and enter into the record the Ambulance Committee minutes of March 27, 1984, seconded by Alderman Carter. Motion carried 7-0. page Minutes of the City Council of Laurel Budget/Finance Committee minutes of April 4~ Motion by Alderman Gauthier to approve accept the bid from Ail State Roofing for a for repair of existing insulation~ seconded 7-0. Motion by Alderman Gauthier to approve purchase another metal locator, seconded by Motion by Alderman Gauthier to approve purchase equipment for the Fire Department, carried 7-0. 1984, were discussed. the committee's recommendation to total cost of $8,816 plus 58~/sq.ft. by Alderman Meyers. Motion carried the committee's recommendation to Alderman Meyers. Motion carried 7-0. the committee's recommendation to seconded by Alderman Carter. Motion These minutes will be approved at the April 17th Council meeting. METAL BUILDING: Don Meyers presented pictures of a metal building - half to be used at the landfill and the other half at the City shop. It is presently in Lewistown. The City can buy the building for $2,100, and Don has two men that will tear it down and haul it here for $1,250. Don is going to get with City Attorney Joe Bradley and have a contract drawn up with the people who are tearing the building down. Motion by Alderman Kellogg.to borrow the money at the best rate of interest we can get and budget for the payment in the next budget year not to exceed $5,000 seconded by Alderman Krug. Motion carried 7-0. A resolution will be presented at the next Council meeting concerning this matter. The City Clerk presented the following resolutions: RESOLUTION NO. 2063 CHANGING THE BOUNDARIES OF WARD FOUR TO INCLUDE CERTAIN TRACT, TRACTS AND PARCELS OF LAND AND DIRECTING CERTIFICATION OF THE ALTERED BOUNDARIES. Motion by Alderman Harris that Resolution No. 2063 be passed and adopted, seconded by Alderman Meyers. Motion carried 7-0. RESOLUTION NO. 2064 A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF LAUREL AND RURAL FIRE DISTRICT NO. 7, SAID RGREEMENT RELATING TO FIRE PRO- TECTION. Motion by Alderman Carter that Resolution No. 2064 be passed and adopted, seconded by Alderman Harris. Motion carried 7-0. Don Hackmann~ City Clerk, reported on the Clerk's Institute in Bozeman that he and Sharon Herman attended March 18th to 23rd. As of February 16, 1984, Don has become a certified municipal clerk by the International Institute of Munici- pal Clerks. MAYOR'S COMMENTS: The Mayor appointed Court Lynn Kaelberer to the Laurel Police Reserve. Motion by Alderman Carter to approve the Mayor's appointment of Court Lynn Kaelberer to the Laurel Police Reserve, seconded by Alderman Krug. Motion carried 7-0. page 4 Minutes of the City Council of Laurel Joe Bradley reported that he will be in Great Falls on the 12th and 13th of April for the County Attorney's convention and they will also be discussing matters pertaining to cities. Discussion on License & Building Permits Committee. The License Committee will meet April 5, 1984, at 5:00 p.m., at City Hall.
