March 20, 1984
A regular meeting of the City Council of the City of Laurel, Montana, was
held in the Council Chambers and called to order by Mayor Albert Ehrlick at 7:00
p.m., on March 20, 1884.
COUNCIL MEMBERS PRESENT: Lonnie Kellogg Chuck Dickerson
Marvin Carter Donald Meyers
Mel Krug Rob Harris
Fred Feuerbacher, III Bob Gauthier
COUNCIL MEMBERS ABSENT: none
INVOCATION: Invocation given by Mel Krug.
MINUTES: Motion by Alderman Kellogg to approve the minutes of the regular meet-
ing of March 6, 1984, as presented, seconded by Alderman Dickerson. Carried.
CORRESPONDENCE: Received a letter from Boise Cascade Corporation advising the
City of Laurel of the lease assignment on the 1975 Industrial Revenue Refunding
Bonds.
Received a letter from Jean R. Anderson, Chairman of the Yellowstone County
Interlocal Cooperation Commission, regarding the cost of legally mandated publi-
cation concerning law enforcement consolidation.
Received notice and approval from Department of Health & Environmental
Sciences of change order IR2 on the wastewater treatment plant.
Received a letter from John T. Oakes listing complaints in the Village
Subdivision.
Received a memo from Montana League of Cities and Towns regarding legislative
proposals.
Received information regarding the local government review election on
June 5, 1984.
Received the Activity Report for February and minutes of the December meeting
from the Air Pollution office.
Received a second letter from Alden Pedersen, Attorney, regarding the inquiry
to purchase the Laurel Ambulance Service.
A Mayor's proclamation was read regarding April, 1884, as spring cleanup
month in the City of Laurel.
FIRE DISTRICT ~k5 - BILL STRAUCH, TRUSTEE: Discussion on rejection of Fire District
k5 contract. One item brought to our attention is rejecting the idea of bringing
the airport into our fire district.
The other item is the $50 increase. That money is exactly what the committee
asked us for.
Another rumor is that this fire district threatened the fire department with
going to O'Donnell Fire Service.
Also brought up is that someone in the City stated that this district is not
paying their way.
Much discussion.
Motion by Alderman Kellogg to reconsider the Fire District ~k5 contract, sec-
onded by Alderman Dickerson. Motion carried.

RESOLUTION N0. 2058
A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE
CITY OF LAUREL AND RURAL FIRE DISTRICT N0. 5,
SAID AGREEMENT RELATING TO FIRE PROTECTION.
Motion by Alderman Carter that Resolution No. 2058 be passed and adopted,
seconded by Alderman Harris. Motion carried.
CITY CLERK & CITY TREASURER'S FINANCIAL STATEMENT: The City Clerk & City Treasurer's
Financial Statement for the month of February, 1984, was presented for review
and approval.
Motion by Alderman Kellogg to accept the City Clerk & City Treasurer's
Financial Statement as presented, seconded by Alderman Dickerson. Motion carried.
FINAL PLAT - DR. BEYL's PROPERTY:
RESOLUTION N0. 2059
APPROUING THE AMENDED PLAT OF LOTS 29 THRU 37,
BLOCK 31, EAST YELLOWSTONE SUBDIVISION TO BE
KNOWN AS LOTS A & B, LAUREL, YELLOWSTONE COUNTY,
MONTANA.
Motion by Alderman Kellogg that Resolution No. 2059 be passed and adopted,
seconded by Alderman Krug. Motion carried.
FINAL PLAT - VILLAGE SUBDIVISION: Plat was presented by Cal Cumin. Discussion
on covenants.
RESOLUTION N0. 2060
' APPROVING THE PLAT OF VILLAGE SUBDIVISION, FIRST
FILING, PHASE II, AS AN ADDITION TO THE CITY OF
LAUREL, MONTANA.
Motion by Alderman Meyers that Resolution No. 2060 be passed and adopted,
seconded by Alderman Carter. Motion carried.
Ken Tolliver spoke on the .county's land used for gravel pit. Ken stated
that maybe they could buy Harlan Lund some gravel somewhere else, and then this
plot of land could be used for additional park dedication. If the council is
interested in this, maybe this could be worked out with the county. It would be
at no cost to the City.
ORDINANCE N0. 769, SECOND READING:
ORDINANCE N0. 769 (second reading)
AMENDING SECTION 11.08.090 (C) OF THE LAUREL
MUNICIPAL CODE.
Motion by Alderman Kellogg that Ordinance No. 769 (second reading) be passed
and adopted, seconded by Alderman Krug. Upon taking a roll call vote, all alder-
men present voted, "YES." Motion carried 8--0.
BOAT FLOAT: Ray Wells appeared before the council to ask permission to use
Riverside Park for the boatfloat on July 15, 1984.
Motion by Alderman Meyers to give the Yellowstone Boat Float Committee per-
mission to use Riverside Park for their boat float on July 15, seconded by Alderman
Feuerbacher. Motion carried.

COMMITTEE REPORTS:
Ambulance Committee minutes of February 28, 1984, were presented and reviewed.
Motion by Alderman Kellogg to approve and enter into the record the Ambulance
Committee minutes of February 28, 1984, seconded by Alderman Meyers. Motion
carried.
City-County Planning Board minutes of March 8, 1884, were presented and reviewed.
Motion by Alderman Meyers to enter into the record the City-County Planning
Board minutes of March 8, 198 , seconded by Alderman Dickerson. Motion carried.
Motion by Alderman Meyers to approve R. A. Kansala, 602 W. 13th, a City
license, seconded by Alderman Krug. Motion carried.
Street & Alley Committee minutes of March 15, 1984, were presented and reviewed.
Motion by Alderman Krug to enter into the record the Street & Alley Committee
minutes of March 15, lg8 , seconded by Alderman-Meyers. Motion carried.
Public Utilities Committee minutes of March 13, 1984, were presented and reviewed.
Larry Peterson explained the water systems analysis master plan to the
Council members.
Larry also discussed the cathodic protection of the newly painted water
reservoir and will delay this for about 5 years.
Motion by Alderman Kellogg to accept and enter into. the record the Public
Utilities Committee minutes of March 13, 1984, seconded by Alderman Harris.
Motion carried.
Garbage Committee minutes of March 19, 1984, were presented and reviewed.
Motion by Alderman Meyers to enter into the record the Garbage Committee
minutes of March 1g, 1984, seconded by Alderman Krug. Motion carried.
The Public Utilities Committee will meet the second Tuesday at 5:00 p.m.,
instead of 4:30 p.m.
Don Meyers spoke on cleaning the vehicles. He checked into possibly getting
a metal building from Lewistown, MT. It contains the carwash and building. The
City could get the whole thing for $2,200. Maybe we could put one of those
buildings at the dump to put the Bomag in and the other one at the City Shop
with the carwash in it and take care of our City equipment better.
Marvin Carter suggested that the Council should lower the mill levy should
consolidation pass on April 3, 1984.
Bob Gauthier stated at this time maybe we could reduce our millage by maybe
15 mills. He feels that we couldn't go any more. Our situation is different
than Billings. I don't feel comfortable giving beyond that level.
Motion by Alderman Gauthier that if consolidation does pass, we reduce the
millage accordingly to revenue loss, seconded by Alderman Carter. Motion carried.
Lonnie Kellogg stated that along the line of consolidation, if this consoli-
dation does pass, we are required (I believe) to appoint one member to the com-
mission during interim period. The council should keep in mind some person that
would take the job and benefit the City of Laurel. The first 18 months we (the
City) get to appoint one member. After that they are elected. Mayor stated Chuck
Dickerson would like this appointment.

Motion by Alderman Carter that we have the next council meeting on
April 4th instead of April 3rd, seconded by Alderman Dickerson. Motion carried.
The Mayor appointed the Building Permits Committee, who will work in con-
junction with the License Committee. They are:
Frank Smith Rob Harris Don Meyers
D. L. McGillen Alan Crowe Larry Peterson
Pat Johnson
Motion by Alderman Carter to confirm the Mayor's appointments of the Build-
ing Permits Committee, seconded by Alderman Feuerbacher. Motion carried.
Chuck Dickerson asked permission to leave the State.
Motion by Alderman Carter to grant Chuck Dickerson permission to leave the
State in the month o April, seconded by Alderman Harris. Motion carried.
Darrell L. McGillen reported that Chuck Brohaugh has retired from the Fire
Department after 20 years of service.
Motion by Alderman Kellogg to give Chuck Brohaugh a letter of recognition,
seconded by Alderman ickerson. Motion carried.
There being no further business t e before the Council at this time,
the meeting was adjourned at 8:45 p.m.
