February 21, 1984
A regular meeting of the City Council of the City of Laurel, Montana, was
held in the Council Chambers and called to order by Mayor Albert Ehrlick at
7:00 p.m., on February 21, 1884.
COUNCIL MEMBERS PRESENT: Lonnie Kellogg Chuck Dickerson
Marvin Carter Donald Meyers
Mel Krug Rob Harris
Bob Gauthier
COUNCIL MEMBERS ABSENT: Fred Feuerbacher III
INVOCATION: Invocation given by Reverend Wilhelm.
MINUTES: Motion by Alderman Meyers to approve the minutes of the regular meeting
of February.? and special meeting of February 1D, 1g84, as presented, seconded by
Alderman Krug. Carried.
CORRESPONDENCE: Received a thank you card from Jim Morrison for flowers sent to
him while he was in the hospital.
Received a copy of a letter to Harold Hanser, County Attorney, from Mike
Greely, Attorney General, regarding an opinion on the consolidation resolution
in Yellowstone County.
CITY CLERK'S and CITY TREASURER'S FINANCIAL STATEMENT: The City Clerk's and City
reasurer's Financia Statement for the month of January, 1984, was presented for
review and approval.
Motion 6y Alderman Kellogg to accept the City Clerk's and City Treasurer's
Financial Statement as presented, seconded by Alderman Krug. Motion carried.
PATSY GUENTHNER (not present) - Herbstfest garbage charge. (This was taken care
of in a committee meeting.)
CHUCK DICKERSON - RESOLUTION OPPOSING CONSOLIDATION: After a discussion regarding
the pros and cons of consolidation, a resolution was presented:
RESOLUTION N0. 2053
A RESOLUTION OPPOSING THE INTERLOCAL COOPERATION
COMMISSION'S PLAN FOR CONSOLIDATION OF ALL LAW
ENFORCEMENT SERVICES IN YELLOWSTONE COUNTY.
Motion by Alderman Gauthier that Resolution No. 2053 be passed and adopted,
seconded by Alderman Meyers. Motion carried 6--1 with Alderman Carter voting,
"N0."
D. L. McGillen, Fire Chief; Alan Crowe, Police Chief; and Paul Peterson,
Ambulance Director, expressed their opinion in favor of passage of Resolution No.
2053.
JIM KAERCHER, HKM ASSOCIATES: Mr. Kaercher presented Change Order Alo. 2 to the
Laurel Wastewater Treatment Plant in the amount of $50,720.81, of this amount the
City's cost is $15,076.00.
Discussion.
The Public Utilities Committee reviewed each line item thoroughly and recom-
mended that the change order be accepted.
Motion by Alderman Kellogg to accept and approve Change Order No. 2 in the
amount.of 50,720..81 and to authorize the Mayor to sign it, seconded by Alderman
' Meyers. Motion carried 5--2 with Aldermen Gauthier and Krug voting, "N0."

CAL CUMIN: Dr. Bey 1's plat came before the Council a few weeks ago, and the Council
recommended that it be approved subject to him dedicating ten more feet, which is
the Planning Board's recommendation. He has re-drawn it and has submitted a final
plat to me and a copy to Larry, and we are-required to recommend approval on it
before he submits the final. He has dedicated the ten feet, so it's all in order;
and when it does come up before the Council, it's all ready to be signed.
COMMITTEE REPORTS:
Public Health and Garbage Committee minutes of February 16, 1984, were presented
and reviewed.
Motion by Alderman Me ers to enter the Public Health and Garbage Committee
minutes of February 1 , 198 , into the record, seconded by Alderman Krug. Motion
carried.
Budget/Finance. Committee minutes of February 7, 1984 were presented. (These were
reviewed on February 7, 1984.)
Motion by Alderman .Gauthier to enter into the record the Budget/Finance Com-
mittee minutes of February 7, 1884, seconded by Alderman Meyers. Motion carried.
Board of Adjustment minutes of February 14, 1984, and City-County Planning Board
minutes of February g, 1984, were presented.
Motion by Alderman Kellogg to enter into the record the Board of Adjustment
minutes of February 1 , 19 ,-and City-County Planning Board minutes of February 9,
1984, seconded by Alderman Harris. Motion carried-6-Tl~ with Alderman Gauthier

Discussion regarding the variance requested by Elsenpeter.
Chuck Dickerson said that Bob Kettenring expressed an interest in serving on
the Police Committee or some other committee with the City. It was discussed that
since his wife works in the Police Department that this may be a conflict of interest.
Marvin Carter reported .that there is a Coal Board meeting at the Northern
Hotel in Billings tomorrow at 1:00 p.m. and 7:00 p.m. Marvin said that he will
attend the meeting at 7:00 p.m. if anyone would like to ride along. The Fire Com-
mittee will have a meeting next Monday at 7:00 p.m, to finalize our drafting of
the grant writing. '
MAYOR'S COMMENTS: George Maas from the Outlook wanted to know if the County Com-
missioners were going to re-schedule their "Outreach" meeting that was cancelled
last Thursday. Discussion.
The Mayor will check on arrangements for scheduling another meeting.
Don Hackmann, City Clerk, reported on the meeting in California about the
new Revenue Sharing regulations regarding the handicapped and also the meeting in
Billings regarding veteran's preference.
Darrell McGillen, Fire Chief, reported that the Fire Department has a surplus
of old hose that has accumulated throughout-the years. Hose that has the top
lining jacket burned, couplers bent, etc.,-and he requested permission from the
Council to sell this hose at whatever he can get for it.
Motion by Alderman Meyers to authorize D. L. McGillen, Fire Chief, to sell
the surplus hose, seconded by Alderman Dickerson. Motion carried.
Alderman Meyers requested permission to leave the state.
Motion by Alderman Kellogg to grant permission for Don Meyers to leave the
' state, seconded by Alderman Carter. Motion carried.
There being-no further business to come before the Council at this time, the
meeting was adjourned at 8:15 p.m.
