HomeMy WebLinkAboutCity Council Minutes 01.17.1984Minutes of the City Council of Laurel January 17, g84 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Albert Ehrlick at 7:05 p.m., on January 17, 1984. COUNCIL MEMBERS PRESENT: Lonnie Kellogg Chuck Dickerson Marvin Carter Donald Meyers Mel Krug Bob Gauthier Fred Feuerbacher, III COUNCIL MEMBERS ABSENT: Rob Harris INVOCATION: Invocation given by Albert Ehrlick. MINUTES: Motion by Alderman Meyers to approve the minutes of the regular meeting o~ January 3, lg8 , as presented, seconded by Alderman Feuerbacher. Carried. CORRESPONDENCE: Received a letter from HKM regarding the work progress at the Wastewater Treatment Plant. Received a letter from Alden Pedersen, Attorney at Law, stating he has a client interested in purchasing the City ambulance service. This matter turned over to the Ambulance Committee. Received a letter from the State of Montana Department of Military Affairs regarding the 17th Annual Governor's Conference on Disaster Preparedness for Public Officials, to be held at the Sheraton Inn in Billings, Montana, on February 14th and 15th. Received the agenda and minutes of December 13, 1983, from the Yellowstone County Air Pollution Control Board. ' Received a letter from the Office of .the Lieutenant Governor in reference to hiring under the new preference legislation. CITY CLERK'S and CITY TREASURER'S FINANCIAL STATEMENT: The City Clerk's and City Treasurer's Financial Statement for the month o December, 1983, were presented and reviewed for approval. Motion by Alderman Kellogg to accept the City Clerk's and City Treasurer's Financial Statement as presented, seconded by Alderman Gauthier. Motion carried. ORDINANCE N0. 765 {second reading) AMENDING SECTION 17.32.010, DELETING PAVING MATERIALS FROM LI (LIGHT INDUSTRIAL) ZONE. Motion by Alderman Kellogg that Ordinance No. 765 (second reading) be passed and adopted, seconded by Alderman Dickerson. Discussion. Upon taking a roll call vote, all aldermen present voted, "YES," with Alderman Carter voting, "N0." Motion carried 6--1. ORDINANCE N0. 766 (second reading) AMENDING SECTION 17.32.010, TO ALLOW HEAVY MANUFACTURING OR BLENDING OR MIXING PLANTS NOT OTHERWISE MENTIONED IN HI (HEAVY INDUSTRIAL) ZONE UNDER SPECIAL REVIEW ONLY. Motion by Alderman Kellogg .that Ordinance No. 766 (second reading) be passed and adopted, seconded by Alderman Meyers. Upon taking a roll call vote, all aldermen present voted, "YES," with Alderman Carter voting, "N0." Motion carried 6--1. page 2 Minutes of the City Council of Laurel ORDINANCE N0. 767 (first reading) ADOPTING RULES AND REGULATIONS OF THE CEMETERY COMMISSION. Motion by Alderman Meyers that Ordinance No. 767 (first reading) be passed and adopted, seconded by Alderman Carter. Upon taking a roll call vote, all aldermen present voted, "YES." Motion carried 7--0. ORDINANCE NO. 768 (first reading) AMENDING SECTION 12.08.020, PENALTIES, OF THE LAUREL MUNICIPAL CODE. Motion by Alderman Carter that Ordinance No. 768 (first reading) be passed and adopted, seconded by Alderman Dickerson. Upon taking a roll call vote, all aldermen present voted, "YES." Motion carried 7--0. CAL CUMIN - APPROVING PLATS: The first plat that came up during the City-County Planning Board meeting was concerning Dr. Tom Beyl's property, Lots 29--37, Block 31, East Yellowstone Subdivision. The City-County Planning Board recommends to the City Council that the petition for an amended plat be conditionally approved subject to providing an additional 10 ft, to highway right-of-way. The second one is Les Zuck, Sunhav~ Trailer Court Expansion, to Block 5, Nutting Brothers Subdivision. The City-County Planning Board recommends to the City Council that the petition for Sunhaven Trailer Court Expansion be condition- ally approved subject to extending parking pads 15 ft. deeper into property and providing permanent trash rack. This one has to go before the Council as a public hearing before it can be approved. The public hearing will be held February 21 and the Ordinance of Annexation will be March 20th. The first one does not require a public hearing. The following resolution was presented by the City Clerk: RESOLUTION N0. 2046 APPROVING THE PLAT AMENDING LOTS 2g THRU 37, BLOCK 31, EAST YELLOWSTONE SUBDIVISION TO BE KNOWN AS LOTS A & B, LAUREL, YELLOWSTONE COUNTY, MONTANA. Motion by Alderman Carter that Resolution No. 2046 be passed and adopted, seconded by Alderman Kellogg. Motion carried 7--0. COMMITTEE REPORTS: City-County Planning Board minutes of January 12, 1984, were presented and reviewed. Motion by Alderman Feuerbacher to enter into the record the City-County Planning Board minutes of January 12, 1g84, seconded by Alderman Kellogg. Motion carried. Personnel Committee minutes of January 10, 1984, were presented and reviewed. Motion by Alderman Me ens to enter into the record the Personnel Committee minutes of January 10, 19 , seconded by Alderman Kellogg. Motion carried. Fire Committee minutes of January 16, 1984, were presented and reviewed. Motion by Alderman Carter to approve and enter into the record the Fire Com- mittee minutes of January 16, 1984, seconded by Alderman Meyers. Motion carried. Insurance Committee minutes of January 5, 1984, were presented and reviewed. page 3 Minutes of the .City Council of Laurel ' Item No. 1 of the minutes: Bob Gauthier stated that Don Miller has accepted the new proposal offered which is $450.00. As far as he knows this claim is settled. Motion by Alderman Gauthier to .enter the Insurance Committee minutes of January 5, 1984, seconded by Alderman Carter. Motion carried. Budget/Finance Committee minutes of January 3, 1984, were presented and reviewed. Motion by Alderman Kellogg to enter into the record the Budget/Finance Com- mittee minutes of January 3, 1984, seconded by Alderman Dickerson. Motion carried. Public Utilities Committee minutes of January 10, 1984, were presented and reviewed. Motion by Alderman Kellogg that we pay the 10% holdback to Rainbow Painting ahd K-Decorators, seconded by Alderman Carter. Motion carried 6--1 with Alderman Gauthier voting, "N0." Motion. by Alderman Kellogg that the City purchase 3000..sandbags @ 13¢ each from. Missoula County at a cost of $390.00, seconded by Alderman Meyers. Motion carried. Motion by Alderman Kellogg to approve and enter into the record the Public Utilities Committee minutes of January 10, 1884, seconded by Alderman Meyers. Motion carried. Investment Committee minutes of January 16, 1984, were presented and reviewed. Motion by Alderman Gauthier to enter into the record the Investment Committee minutes of January 1 , 19 , seconded by Alderman Carter. Motion carried. MAYOR'S COMMENTS: The Mayor reported that he has appointed the following people to committees: Vern Waller - Public Utilities Committee John Ward - Street & A11ey Committee Andy Loebe - Street & Alley Committee Dave Powers - Fire Committee and FAP Committee Larry Collins - Civil Defense Director Don Meyers will serve on the Disaster Planning Committee Paul Peterson - Ambulance Committee Motion by Alderman Carter to confirm the Mayor's appointments, seconded by Alderman Kellogg. Motion carried. Chuck Dickerson stated Dwight MacKay wanted to know if Laurel wanted to continue with the commissioner meetings in Laurel. Discussion about publicizing notices of meetings in Gazette as well as the Outlook. Chuck will inform Dwight of this. LONNIE KELLOGG - CONSOLIDATION: Motion by-Alderman Kellogg to put the consolidation issue on the agenda for February 7th, and encourage-the people to attend the meeting and voice their opinions, seconded by Alderman Dickerson. Motion carried. Marvin Carter stated--;he would like to compliment Larry, Dave and members of the crew for the snow removal we've seen today. We've seen more today than we did the whole month of December. Street Committee members I commend you for a job well done. ' The Garbage Committee will meet this next week with the people in Murray Heights about .their 90-gal. garbage containers. The committee will also set the new meeting date at that time. page 4 Minutes of the City Council of Laurel The Park Committee will meet at 5:00 p.m., Tuesday the 24th. Police Committee will meet at 5:30 p.m. a week from Thursday. There being no further business to come before the Council at this time, the meeting was adjourned at 8:18 p.m. Approved by the Mayor and passed by the City Council of the City of Laurel, Montana, this 7th day of February, 1984.
