HomeMy WebLinkAboutCity Council Minutes 07.19.1938MINUTES OF THE CITY COUNCIL OF LAUREL The city Council of the City of Laurel met in regular session in the Council Chamber and was called to order by Mayor Conrad at 7:30 o'clock P. N. July 190 1938. Upon roll call the following aldermen answered present: Geo. Graves Henry E. Gomer Geo. H. Smith A. C. Law D. 1. Scoarse Peter D. Thomson Dr. I. N. Smith 0. J. Wooters The City Clerk reported to the Council that a petition had been filed in her office on July 19, 1938, bearing a sufficient number of signers qualified to sign the same, being more than 20% of the registered electors whose names appear upon the last com- pleted assessment roll for state and county taxes as taxpayers with- in the City of Laurel, requesting the City Council to call an election to vote upon the question of issuing and selling General Street Bonds in the amount of X20,000 for the purpose of grading, graveling, and oiling the streets,. avenues, alleys and highways of said City, and placed said petition before the City Council together with her certificate attached thereto, this being the first meeting held after she had attached said certificate thereto. The Council there- upon examined such petition and found the sane in proper form, and that it bears the requisite number of signatures of qualified petitioners and is in all respects sufficient. After discussion the following Resolution No. 493 and entitled "A Resolution providing for the calling and holding of a Special Election for the purpose of submitting to the qualified electors of the City of Laurel, Montana, who are taxpayers upon property within said City, and whose names appear on the last completed assessment roll for State and County taxes, the question of whether the indebtedness of the said City of Laurel, Montana, shall be increased within the three per cent limit fixed by the constitution of said State, by the issuance and sale of bonds of said City in the amount of Twenty Thousand Dollars for the purpose of grading, graveling and oiling; the Streets, Avenues, Alleys and Highways of said City, and providing the full amount required to be expended for such purpose, providing the amount of the loan tD be made for such purpose, providing the term over which the bonds evidencing such indebtedness will extend and the maximum rate of interest to be paid on said bonds, and providing the manner of giving notice of said special election, the manner of holding such special election, and the details thereof, this Resolution expressing the emergency for its passage and approval and declar- ing it an emergency measure and effective immediately after its final passage and adoption by the City Council and approval by the Mayor," was proposed by Law and read in full. Thereupon it was moved by Law and seconded by Wooters that said Resolution be passed and adopted, with the following voting aye: Graves, Gomer, Wooters, Geo, Smith, Law, Scoarse, Thomson and Dr. Smith, and the following voting nay: Nome. The Mayor thereupon declared said resolution carried and the Mayor and City Clerk thereupon signed the said resolution in approval thereof. It was moved by Law and seconded by Scoarse the follow- ing named polling places and Judges of Special Election to be held on August 6, 19380 be appointed: First Ward Polling Place -- Mrs. Mary Brese Mrs. May Crutcher Mrs. Nancy C. Sidwell Mrs. Carrie E. Erb's residence. Judge Judge Judge Second Ward Polling Place - Mrs. Rose Lee Burns George B. Noel A. T. Holmgren Third Ward Polling Place -- Mrs. W. E. Concannon Mrs. Ida L.
