August 7, 1985 A special meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Albert Ehrlick at 7:02 p.m., on August 7, 1985, for the purpose of holding a public hearing on the preliminary budget. COUNCIL MEMBERS PRESENT: Marvin.Carter Chuck Dickerson Mel Krug Donald Meyers Rob Harris Bob Gauthier COUNCIL MEMBERS ABSENT: Lonnie Kellogg Bill Brennan This being the time- and place advertised and according to MCA 7-6-4228, a public hearing was held. There was no one present in the audience. Alderman Bob Gauthier, Chairman of the Budget/Finance Committee, reviewed the proposed changes to the preliminary budget. Discussion regarding the addition of $15,000 to the budget to supplement the DNRC grant for the Ditch Lining project. It was decided to wait until after the construction bids are opened to see if any additional money is_needed to complete the-project. If so, certain line items in the General Revenue Sharing Budget could be transferred. There is $85,894 remaining in DNRC .grant money, and it is estimated that the remainder of the project could be approximately $100,000. ' Discussion regarding the repair of Shannon Road. BNRR will not be giving any support and, therefore, this will be a City/County joint venture. The esti- mated cost is between $30.,000 and $40,000. It has not.been decided at this point if it will be done by contract or by force labor. Further discussion about budgeting $15,000 to assist in the project, possibly from the Water Fund, since it is related to a City water line replacement. Motion by Alderman Me ers to budget $15,000 in the Water System budget to assist the ounty in repairing Shannon-Road, seconded by Alderman Dickerson. Motion carried 6--0. Motion by Alderman Meyers to adopt the final budget changes as presented, seconded by Alderman Dickerson. .Carried 6--0. Meeting adjourned at 8:05 p.m. Donald L. Hac Bann, City Clerk I FINAL BUDGET REVISIONS AUGUST 12, 1985 The Final Budget contains 84-85 Budget and Actual figures instead of Mid-Year projections. GENERAL FIIND: EXPENSES: - Seperate the Election, Taxes, and Air Pollution budget from the City Council Budget . - Added $1500 to the City Council for the Cerified City program - Added $3,000 to the Street budget for sidewalks - Added $800 for the antenna repair for the Ambulance - Added $15,000 for the transfer to capital project fund - Decreased $3,500 from the Cemetery Budget for curb & gutter because was also budgeted for in Revenue Sharing REVENUE: - With the special session of the legislature increased Vehicle Flat fee by $9,000 and increased Vehicle Plate Fee by $7,000 - Reconciled and balanced the administrative charges. In the preliminary budget included in administrative charges was equipment rental from some funds. In the Final Budget no equipment rental is included in the administrative charges. - Reduced the amount of cash on hand to be used from $75,283 to $66,910. REVENUE SHARING: - Added $950 to Cemetery for Trailer - Decreased Codefication expense by $1,500 GAS TAS: - Decreased gas tax revenue by $811 when received the revised estimate from the State. - Increased gas tax revenue by $5,000 for repairing of street openings. ~ ., DNRQ: ,r <~ - Decrease ammount from $96,106 to $85,894 AIRPORT: - Added to revenue and expenses $5,300 for repair of a runway which is part of an insurance settlement. WATER: - Adjusted the administrative charges - Added $1,000 for a new water heater SEWER CONBTRIICTION: - Received the revised estimates from }iItrl CONSTRUCTION: $397,792 CONSULTANT: 57,406 STATE RETAINAGE: 4,018 TOTAL $459,216 SEWER: - Adjusted the administrative charges BOLID WASTE: - Adjusted the administrative charges - Added $15,000 for the purchase of a new truck
