MAIN STREET Members present: Shirley McDermott, Dirk Frickel, Dean Rankin Advisors present: Steve Zeier Others present: Bill Kampfer, Linda Frickel, Cynthia Ware, Fire Chief Derek Yeager October 28 is the Board Training session, the time is to be announced The Mayor signed the contract to take the water and sewer line across Main Street before the resurfacing is completed. There is an ordinance requirement that we submit an annual report by Sept. 30 each year. We will have to complete that after we develop an annual work program and budget. This can only be completed after our surveys are completed and public hearings. Randy Hafer suggested we keep moving forward with the technical assistance program by developing 1) a fee we are willing to pay, 2) the amount of work for each project, 3) the time involved on each project by the architect. Derek Yeager, fire chief came to talk about a new proposed fire and ambulance station He has proposed a new location from the one on the ballot last year. This would be on Main street at Second where there is currently vacant land owned by the railroad but he feels it is possible to lease it on a long term basis. The benefits would be to blend the building with the look of the rest of the buildings downtown, it would enhance the downtown business district, since the growth of the city is toward the west the access would be better, the proposed levy would be less since there wouldn't be a land purchase involved, the police could rehab the current building. Hurtles to over-come to make this a reality are 1) a lease with the railroad, 2) get everything ready for a March mail in ballot, 3) show the community good budget constraint, 4) it is a better location and 5) do more "door to door" promotion. He was hoping we could ask and discuss the new fire station during our surveys. A motion to support the new station was presented and passed unanimously. Surveys are taking more time than expected, try to see business owners before residents, try to develop a program to assist younger people to buy existing business from those retiring. Next meeting discuss once a month meetings at least thru the winter
