November 18,
A regular meeting of the City Council of the City of Laurel, Montana, was
held in the Council Chambers and called to order by Mayor Bob Gauthier at
7:00 p.m., on November 18, 1986.
COUNCIL MEMBERS PRESENT: Ervin Wood Chuck Dickerson
Donna Kilpatrick Donald Meyers
L. D. Collins Rob Harris
COUNCIL MEMBERS ABSENT: Mel Krug Norman Orr
INVOCATION: Invocation given by L. D. Collins.
MINUTES:
Motion by Alderman Meyers to approve the minutes of the regular meeting
of November 5, 1986, as presented, seconded by Alderman Collins. Carried.
CORRESPONDENCE:
Letter from the State of Montana regarding the Certified Cities Program.
Received a summary report regarding common concerns of disabled Montanans
and proposed ideas for local improvement. Report is on file in the City
Clerk's office.
Received the agenda, update, and synopsis from the Northwest Power Planning
Council.
Received a copy of the activity report and agenda from the Air Pollution
Control Board.
CITY CLERK AND CITY TREASURER'S FINANCIAL STATEMENT:
The City Clerk and City Treasurer's Financial Statement for the month of
October was presented.
Motion by Alderman Dickerson to approve the City Clerk and City
Treasurer's Financial Statement for the month of October, seconded by
Alderman Harris. Motion carried 6--0.
OPEN LANDFILL BIDS:
This being the time and place advertised, all bids received were opened and
read aloud. One bid was received.
Big Sky Haul-Away
Billings, MT. 59107 Bid Bond for 10% of the amount of the attached bid
not to exceed $5,000.00.
Description of Work Estimated Quantity Unit Price Total
Operate/maintain landfill
including excavation,
placing and compacting
refuse. Operate burn site,
collect fees. Complete
The bid was referred to the Garbage Committee.
November 24, 1986, at 5:00 p.m.
EAST MAIN LIFT STATION:
Jim Worthington reported on this and proposed that:a study.be done on c~rent
flow and future flow of the East Main Lift Station.
This proposal was referred to the Public Utilities Committee which will meet
on December l, 1986.
COMMITTEE REPORTS:
--Board of Adjustment minutes of November ll, 1986, were presented and reviewed.
Motion by Alderman Meyers to enter the Board of Adjustment minutes of
November 11, 1986, into the record, seconded by Alderman Collins. Motion
carried 6--0.
--City Council Committee as a Whole minutes of November 5, 1986, were presented
and reviewed.
Motion by Alderman Harris to enter the City Council Committee as a Whole
minutes of November 5, 1986, into the record, seconded by Alderman Meyers.
Motion carried 6--0.
--Garbage Committee minutes of November 17, 1986, were presented and reviewed.
Motion by Alderman Meyers to enter the Garbage Committee minutes of
November 17, 1986, into the record, seconded by Alderman Dickerson. Carried
6--0.
--Police Committee minutes of November 6, 1986, were presented and reviewed.
PolJ~e Re~rve Auxiliary Manual.~iscussed "By-Laws and Policies of the Laurel
Police Reserve/Auxiliary." In reference to Resolution No. 2028 approved
in september, 1983, an updated copy of requested changes made by the Police
Reserve/Auxiliary and approved by Chief Crowe and Captain Atkinson was

submitted to the Council for approval.
Motion by Alderman Dickerson to adopt an updated copy of "By-Laws and
Policies of the Laurel P¢~lice Reserve/Auxiliary" manual, seconded by Alderman
Meyers. Motion carried 6--0.
RESOLUTION NO. 2260
RESOLUTION ADOPTING THE REVISED POLICE
RESERVE/AUXILIARY MANUAL.
Motion by Alderman Dickerson that Resolution No. 2260 be passed and
adopted, seconded by Alderman Meyers. Motion carried 6--0.
Motion by Alderman D±ckerson to enter Police Committee minutes of
November 6, 1986, into the record, seconded by Alderman Harris. Motion
carried 6--0.
COMMENTS FROM THE AUDIENCE: none
MAYOR'S COMMENTS:
Bob Gauthier reminded the Council that the City's Christmas Party will be
December 13, 1986, at 6:30 p.m. There was a reminder to let Pat Johnson
know if you plan to attend.
Permission to Leave the State
Bob Gauthier, Mayor, requested permission to leave the State.
Motion by Alderman Meyers to grant Bob Gauthier permission to leave the
State, seconded by Alderman Harris. Motion carried 6--0.
Joe Bradley reported on the progress of the Asphalt Supply law suit.
He stated that there had not been a day set for the hearing yet.
There was discussion on where a City official could live. Under the City
ordinance a City official must live in the City.
CHRISTMAS LIGHTS FOR CITY HALL:
Motion by Alderman Collins to put up Christmas lights at City Hall
(not to exceed $100.00) for the November 30th festival of lights, seconded
by Alderwoman Kilpatrick. Motion carried 6--0.
Mayor announced that a Garbage Committee meeting will be held November 24th
at 5:00 p.m.
There is a Fire Committee meeting on November 24th at 7:00 p.m.
NEW POLICEMAN:
Motion by Alderman Dickerson to allow Alan Crowe to advertise for a new
policeman, seconded by Alderman Meyers. Motion carried 6--0.
There being no further business to come before the Council at this time, the
meeting was adjourned at 7:45 p.m.
