October 21, 1986
A regular meeting of the City Council of the City of Laurel, Montana, was
held in the Council Chambers and called to order by Mayor Bob Gauthier at
7:05 p.m., on October 21,

MINUTES:
Motion by Alderman Meyers to approve the minutes of the
of October 7th and the special meeting of October 9th, 1986,
seconded by Alderman Krug. Carried.

Received a letter from the State of Montana, Department of Health & Environ-
mental Sciences, regarding Federal Sewage Works Grant.
Received a letter from the Laurel Police Reserve reporting on the first
quarter of fiscal year 1986--87.
CITY CLERK & CITY TREASURER'S FINANCIAL STATEMENT:
The City Clerk and City Treasurer's Financial Statement for the month of
September was presented.
Motion by Alderman Harris to approve the City Clerk and City Treasurer's
Financial Statement as presented, seconded by Alderwoman Kilpatrick. Motion
carried 6--0.
POLICE CAR BIDS:
This being the time and place advertised, all bids received were opened and
read aloud. Two bids were received.

Motion by Alderman Dickerson that Resolution No. 2253 be passed and
adopted, seconded by Alderman Harris. Motion carried 6--0.
RESOLUTION NO. 2254
RESOLUTION RECEIVING BIDS AND AWARDING
SALE OF BONDS FOR SPECIAL IMPROVEMENT
DISTRICT NO. 109
Motion by Alderman Dickerson that Resolution No. 2254 be passed and
adopted, seconded by Alderman Krug. Motion carried 6--0.
PRICE OF CEMETERY LOTS:
ORDINANCE NO. 831-A (second reading)
AMENDING SECTION 12.04.090, PRICE OF LOTS,
OF THE LAUREL MUNICIPAL CODE.
Motion by Alderman Harris that Ordinance No. 831-A (second reading), be
passed and adopted, seconded by Alderman Krug. Upon taking a roll call vote
all aldermen present voted, "YES." Motion carried 6--0.
VETERAN MARKERS IN CEMETERY:
ORDINANCE NO. 832-A (second reading)
AMENDING THE RULES AND REGULATIONS OF THE
CEMETERY COMMISSION REGARDING VETERAN
MARKERS
Motion by Alderman Dickerson that Ordinance No. 832-A (second reading),
be passed and adopted, seconded by Alderman Collins. Upon taking a roll call
vote, all aldermen present voted, "YES." Motion carried 6--0.
D. L. McGILLEN REMODELING PROJECT:
Joe Bradley stated that D. L. McGillen's request of waiver for Special Review
should be removed from the agenda since he does not need a Special Review or
Council approval for remodeling.

109 TAX ASSESSMENT:
RESOLUTION NO. 2255
A RESOLUTION LEVYING AND ASSESSING ALL OF
THE PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT
DISTRICT NO. 109 OF THE CITY OF LAUREL,
MONTANA, WITH THE COST OF STREET PAVING,
CURB & GUTTER, DRIVEWAY, SANITARY SEWER &
WATER IN MURRAY HEIGHTS SUBDIVISION.
Motion by Alderman Dickerson that Resolution No. 2255 be passed and
adopted, seconded by Alderman Krug. Motion carried 6--0.
CHANGE COUNCIL MEETING:
Motion by Alderman Meyers to change the regular November 4th Council
meeting to November 5th due to Election Day being a holiday, seconded by
Alderman Harris. Motion carried 6--0.
COMMITTEE REPORTS:
--Board of Adjustment minutes of October 14, 1986, were presented and reviewed.
Motion by Alderman Meyers to enter the Board of Adjustment minutes of
October 14, 1986, into the record, seconded by Alderman Krug. Motion carried
6--0.
--City Council Committee as a Whole minutes of October 7, 1986, were presented
and reviewed.
Motion by Alderman Dickerson to enter the City Council Committee as a
Whole minutes of October 7, 1986, into the record, seconded by Alderman Meyers.
Motion carried 6--0.
--City-County Planning Board minutes of October 9, 1986, were presented and
reviewed.
Motion by Alderman Meyers to enter the City-County Planning Board
minutes of October 9, 1986, into the record, seconded by Alderman Krug.
Motion carried 6--0.
--Garbage Committee minutes of October 20, 1986, were presented and reviewed.
Motion by Alderman Meyers to go out for bids for a two-year contract and
review after one year for a two-year extension, seconded by Alderman Krug.
Motion carried 6--0.
Motion by Alderman Meyers to leave Ken Miller's fee at $20.00, seconded
by Alderman Krug. Motion carried 6--0.
Motion by Alderman Meyers to enter the Garbage Committee minutes of
October 20, 1986, into the record, seconded by Alderman Dickerson. Motion
carried 6--0.
--City Council Committee as a Whole minutes of September 23, 1986, were presented
and reviewed.
Motion by Alderman Dickerson to enter the City Council Committee as a
Whole minutes of September 23, 1986, into the record, seconded by Alderman
Meyers. Motion carried 6--0.
--Park Committee minutes of September 22, 1986, were presented and reviewed.
Motion by Alderwoman Kilpatrick to enter the Park Committee minutes
of September 22, 1986, into the record, seconded by Alderman Krug. Motion
carried 6--0.
--Police Committee minutes of October 2, 1986, were presented and reviewed.
Motion by Alderman Dickerson that if the Council can, change our ordinance
to read "if a vehicle is licensed and in running condition, it should not
be limited to parking on a city street for more than five (5) days," seconded
by Alderman Meyers.
After further discussion Alderman Meyers withdrew his second and Alderman
Dickerson withdrew his motion until Joe can check into this further.
Motion by Alderman Dickerson to enter the Police Committee minutes of
October 2, 1986, into the record, seconded by Alderman Meyers. Motion carried
6--0.
--Library Committee minutes of September 21, 1986, were presented.
Motion by Alderman Meyers to enter the Library Committee minutes of
September 21, 1986, into the record, seconded by Alderman Krug. Motion
carried 6--0.
--Street & Alley Committee minutes of September 25, 1986, were presented and
reviewed.

Motion by Alderman Kruq to enter the Street & Alley Committee minutes of
September 25, 1986, into the record, seconded by Alderman Harris. Motion
carried 6--0.
COMMENTS FROM THE AUDIENCE:
Don Meyers stated that he would like to have a Christmas Party again this
year. He will do some checking to see if there is a place in the City that
would be big enough for it and decide on a date by next Council meeting.
Darrell McGillen reported that there is a need for sidewalks on the west side
of 8th Avenue because of the school kids that walk there. Jim Flisrand will
check to see whether the areas belong to the County or to the City.
MAYOR'S COMMENTS:
Bob Gauthier announced that the ground-breaking for the new Laurel Nursing
Home would be held at 9:30 a.m., October 22, 1986.
There is a meeting with Fish & Game at 4:15 p.m., October 22, 1986, to discuss
the boat ramp.
There is an EPA inspection scheduled for the sewer plant at 9:30 a.m.,
Wednesday, October 22, 1986.
LAND AND WATER CONSERVATION FUND ASSISTANCE:
RESOLUTION NO. 2256
AUTHORIZING APPLICATION FOR LAND AND WATER
CONSERVATION FUND ASSISTANCE.
Motion by Alderman Kruq that Resolution No. 2256 be passed and adopted,
seconded by Alderman Dickerson. Motion carried 6--0.
Rob Harris stated that he was disappointed that the Grant Committee did not
apply for the Community Development Block Grant again this year.
Chuck Dickerson stated that maybe we should look at putting some new people
on the committee.
There being no further business to come before the Council at this time,
the meeting was adjourned at 8:20 p.m.
