MinUtes of the City Council of Laurel
October 9, 1986
A special meeting of the City Council of the City of Laurel, Montana, was
held in the Council Chambers and called to order by Mayor Bob Gauthier at
7:10 p.m., on October 9, 1986, for the purpose of holding a public hearing
on a Special Review for the Laurel Nursing Home to be located on Block 2,
Fourth Avenue Subdivision (north of St. Anthony's Catholic Church).
COUNCIL MEMBERS PRESENT: Donna Kilpatrick Chuck Dickerson
L. D. Collins Donald Meyers (late)
Rob Harris Norman Orr
COUNCIL MEMBERS ABSENT: Ervin Wood Mel Krug
This being the time and place advertised, a public hearing was held.
The Mayor asked if there were any opponents in the audience and no one
responded.
Proponents:
Joe Rude distributed a copy of the memorandum of agreement between the City
of Laurel and the Laurel Nursing Home, Inc., a site and utilities plan and
a conceptual planting plan was also attached.
The main entrance to the building will be on the east. Traffic approaching
the nursing home will come off of 3rd Avenue, which will be the main entrance
to the facility and parking will be on the southeast corner of the lot. The
service entrance will be off of 9th Street.
Jerry Schutz, Architect for the project, discussed sidewalks, curb and
gutter, sewer and water connections, drainage, and landscaping.
Jim Flisrand indicated that there are no problems with the water and sewer
connections. They are adequate.
Discussion regarding the~kindergarten next to this property and the traffic
in the area.
Discussion regarding the paving schedule.
This will be a 55 bed facility.
Discussion regarding the shoulders of the streets that are next to the
property. Joe Rude said that they would sign a waiver of protest for
future SIDs.
People in the audience who are in favor of this project signed a signature
sheet, which is made a part of these minutes.
Opponents:
Once again, there were no opponents in the audience.
No protests were received by the City Clerk.
Motion by Alderman Meyers to close the public hearing, seconded by
Alderman Orr. Motion carried 6--0.
Jim Flisrand commented on the sidewalks in the area. They are 5' to 6'
in width, and he has suggested a 5' width. Setback requirements are OK.
Motion by Alderman Dickerson that the Special Review be granted, subject
to the execution and delivery by the Nursing Home, Inc. of the special improve-
seconded by Alderman Harris. Motion
Meeting adjourned at 7:28 p.m.
