September 2, 1986
A regular meeting of the City Council of the City of Laurel, Montana, was
held in the Council Chambers and called to order by Mayor Bob Gauthier at
7:03 p.m., on September 2, 1986.
COUNCIL MEMBERS PRESENT: Ervin Wood (late)

INVOCATION: Invocation given by Alderman Collins.
MINUTES:
Motion by Alderman Dickerson to approve the minutes of the regular
meeting of August 19, 1986, as presented, seconded by Alderman Meyers.
Carried.
CORRESPONDENCE: none
CLAIMS:
Claims for the month of August, 1986, were reviewed by the Budget/Finance
Committee and recommended that they be paid.
Motion by Alderwoman Kilpatrick to pay the claims for August, 1986,
seconded by Alderman Meyers. Motion carried 5--0.
CITY CLERK & CITY TREASURER'S FINANCIAL STATEMENT:
The City Clerk and City Treasurer's Financial Statement for the month of
~uly was presented for approval.
Motion by Alderwoman Kilpatrick to approve the City Clerk and City
Treasurer's Financial Statement as presented, seconded by Alderman Collins.
Motion carried 5--0.
PUBLIC HEARING - SID NO. 109 - RESOLUTION TO CREATE:
Proponents
John Mohr, Attorney for SID No. 109, spoke in favor of SID No. 109.
Clarence Sonstegaard, one of a group in favor of the project, said he had
been waiting some time for this project to come in.
Alderman Wood arrived at the Council meeting at this time.
Opponents
None present. No written protests were received by the City Clerk.
Motion by Alderman Meyers to close the public hearing, seconded by
Alderman Orr. Motion carried 6--0.
RESOLUTION NO. 2244
RESOLUTION CREATING SPECIAL IMPROVEMENT
DISTRICT NO. 109 AND DESIGNATING THE
BOUNDARIES THEREOF.
Motion by Alderman Meyers that Resolution No. 2244 be passed and adopted,
seconded by Alderman Dickerson. Motion carried 6--0.
RESOLUTION NO. 2245
RESOLUTION AUTHORIZING THE ISSUANCE OF
BONDS AND THE SALE THEREOF, THE PROCEEDS
OF SAID SALE TO BE USED IN MAKING PAYMENT
TO THE CONTRACTOR OR CONTRACTORS OF SPECIAL
IMPROVEMENT DISTRICT NO. 109 AND THE COSTS
CREATING SAID IMPROVEMENT DISTRICT.
Motion by Alderman Meyers that Resolution No. 2245 be passed and adopted,
seconded by Alderman Orr. Motion carried 6--0.
RESOLUTION NO. 2246
A RESOLUTION PROVIDING FOR THE RECEIVING
OF BIDS AND THE LETTING OF A CONTRACT FOR
THE CONSTRUCTION OF IMPROVEMENTS IN SPECIAL
IMPROVEMENT DISTRICT NO. 109.
Motion by Aldermaa Meyers that Resolution No. 2246 be passed and adopted,
seconded by Alderman Orr. Motion carried 6--0.
MACE REALTY - ZONE CHANGE ORDINANCE:
Postponed until the September 23rd Council meeting.
CASH IN LIEU OF REQUIRED PARKING SPACE:
Cal Cumin spoke in favor of this.
ORDINANCE NO. 893 (first reading)
AMENDING SECTION 17.76.010 (N) OF THE LAUREL
MUNICIPAL CODE PROVIDING FOR CASH IN LIEU
OF REQUIRED PARKING SPACES.

Alderman Dickerson left the Council meeting at this time.
There was a discussion on the parking problem and the money that would be
set aside in a separate fund for future use to possibly construct parking
lots.
Motion by Alderman Meyers that Ordinance No. 893 (first reading) be
passed and adopted, seconded by Alderwoman Kilpatrick. Upon taking a roll
call vote, all aldermen present voted, "YES." Motion carried 5--0.
ORDINANCE NO. 892 (second reading)
AMENDING SECTION 17.40.010 (D), FENCES,
OF THE LAUREL MUNICIPAL CODE.
Public Hearinq
No comments.
Motion by Alderman Meyers to close the public hearing, seconded by
Alderman Orr. Motion carried 5--0.
Motion by Alderman Meyers that Ordinance No. 892 (second reading) be
passed and adopted, seconded by Alderman Collins. Upon taking a roll call
vote, all aldermen present voted, "YES." Motion carried 5--0.
ORDINANCE NO. 894 (first reading)
AMENDING SECTION 2.08.125, DIRECTOR OF
PUBLIC WORKS, OF THE LAUREL MUNICIPAL
CODE.
Motion by Alderman Meyers that Ordinance No. 894 (first reading) be
passed and adopted, seconded by Alderman Orr. Upon taking a roll call vote,
all aldermen present voted, "YES." Motion carried 5--0.
ORDINANCE NO. 895 (first reading)
AMENDING SECTION 2.08.135, DIRECTOR OF
PUBLIC WORKS DUTIES, OF THE LAUREL MUNI-
CIPAL CODE.
Motion by Alderman Meyers that Ordinance No. 895 (first reading) be
passed and adopted, seconded by Alderman Orr. Upon taking a roll call vote,
all aldermen present voted, "YES." Motion carried 5--0.
ORDINANCE NO. 896 (first reading)
AMENDING SECTION 2.08.080, CITY ENGINEER,
OF THE LAUREL MUNICIPAL CODE.
Motion by Alderman Meyers that Ordinance No. 896 (first reading) be
passed and adopted, seconded by Alderman Orr. Upon taking a roll call vote,
all aldermen present voted, "YES." Motion carried 5--0.
ORDINANCE NO. 897 (first reading)
AMENDING SECTION 2.08.090, CITY ENGINEER
DUTIES, OF THE LAUREL MUNICIPAL CODE.
Motion by Alderman Collins that Ordinance No. 897 (first reading) be
passed and adopted, seconded by Alderman Orr. Upon taking a roll call vote,
all aldermen present voted, "YES." Motion carried 5--0.
ORDINANCE NO. 898 (first reading)
AMENDING SECTION 2.08.120, MAINTENANCE
DIRECTOR, OF THE LAUREL MUNICIPAL CODE.
Motion by Alderman Meyers that Ordinance No. 898 (first reading) be
passed and adopted, seconded by Alderwoman Kilpatrick. Upon taking a roll
call vote, all aldermen present voted, "YES." Motion carried 5--0.
ORDINANCE NO. 899 (first reading)
AMENDING SECTION 2.08.130, MAINTENANCE
DIRECTOR DUTIES, OF THE LAUREL MUNICIPAL
CODE.
Motion by Alderman Meyers that Ordinance No. 899 (first reading) be
passed and adopted, seconded by Alderwoman Kilpatrick. Upon taking a roll
call vote, all aldermen present voted, "YES." Motion carried 5--0.
ORDINANCE NO. 900 (first reading)
AMENDING SECTION 2.08.140, PUBLIC UTILITIES
DIRECTOR, OF THE LAUREL MUNICIPAL CODE.
Motion by Alderman Meyers that Ordinance No. 900 (first reading) be
passed and adopted, seconded by Alderman Orr. Upon taking a roll call vote,
all aldermen present voted, "YES." Motion carried 5--0.

ORDINANCE NO. 901 (first reading)
AMENDING SECTION 2.08.150, PUBLIC UTILITIES
DIRECTOR DUTIES, OF THE LAUREL MUNICIPAL
CODE.
Motion by Alderman Meyers that Ordinance No. 901 (first reading) be
passed and adopted, seconded by Alderman Orr. Upon taking a roll call vote,
all aldermen present voted, "YES." Motion carried 5--0.
COMMITTEE REPORTS:
--City Council Committee as a Whole minutes of August 19, 1986, were presented
and reviewed.
Motion by Alderman Orr to enter the City Council Committee as a Whole
minutes of August 19, 1986, into the record, seconded by Alderman Meyers.
Motion carried 5--0.
--Airport Authority minutes of July 29, 1986, were presented and reviewed.
Motion by Alderman Collins to enter the Airport Authority minutes of
July 29, 1986, into the record, seconded by Alderwoman Kilpatrick. Motion
carried 5--0.
--Budget/Finance Committee minutes of August 26, 1986, were presented and
reviewed.
Motion by Alderman Meyers to accept the committee's recommendation to
award a bid to Johnson Ford for a F150 1/2-Ton pickup in the amount of
$9,045.00 for the Sewer System and to award a bid to Fichtner Chevrolet for
a 1/2-Ton pickup in the amount of $9,379.09 for the Sewer Plant, seconded
by Alderman Orr. Motion carried 5--0.
Motion by Alderwoman Kilpatrick to enter the Budget/Finance Committee
minutes of August 26, 1986, into the record, seconded by Alderman Orr.
Motion carried 5--0.
--Budget/Finance Committee minutes of September 2, 1986, were presented and
reviewed.
Motion by Alderwoman Kilpatrick to enter the Budget/Finance Committee

--Park Committee minutes of August 25, 1986, were presented and reviewed.
Motion by Alderwoman Kilpatrick to enter the Park Committee minutes of
August 25, 1986, into the record, seconded by Alderman Orr. Motion carried
5--0.
COMMENTS FROM THE AUDIENCE: none
MAYOR'S COMMENTS:
The Mayor appointed Velda Thomas to the City-County Planning Board.
Motion by Alderwoman Kilpatrick to confirm the Mayor's appointment of
Velda Thomas to the City-County Planning Board, seconded by Alderman Collins.
Motion carried 5--0.
CHAMBER OF COMMERCE RETAIL COMMITTEE:
There was discussion on the Chamber of Commerce Retail Committee wanting to
string banners up for the Herbsfest. Jim Flisrand will check with the State
Highway Department to find out if it will be permissable.
CHANGE THE COUNCIL MEETING:
Motion by Alderman Meyers to change the regular Council meeting from
September 16, 1986, to September 23, 1986, seconded by Alderman Orr. Motion
carried 5--0.
WATER LINE:
Alderman Meyers brought up the fact that maybe the water line on 1st Avenue
between Main Street and 1st Street should be checked before the street is
redone.
There will be a Water System Analysis review at the Public Utilities meeting
on September 15, 1986, and this will be checked then.
There being no further business to come before the Council at this time,
the meeting was adjourned at 7:38 p.m. ~/~~
