Uodate on Water Project:

Kurt stated that the water line on Montana Avenue has been installed and paved. Kurt stated
that the water line on East 8th Street, behind the new stadium has been installed, but the street
is not in good shape. Kurt stated that there was a water line break on Pennsylvania Ave.,
which went into the trench, broke it up and therefore ruined the street. The trench was
pumped out, but the street was still damaged. Kurt stated that he called COP Construction to
see what the cost would be to replace the twelve feet that was totally damaged. Kurt stated
that it would cost about $35,000.00 to fix. Kurt explained that if we have Knife River
Construction repair the street, then we would have 24 feet of good street. Kurt stated that SRF
will not pay as part of the water project, and will only pay for the 12 feet of trench. Kurt asked
"Do we pave the street or leave it gravel"? Kurt stated that a change order will have to be
prepared and approved to have the street repaired. Kurt stated that curb and gutter are not
in?luded in the price. Mark stated that incidental things happen in construction, and stated that
he thinks this is what has happened.
Dave made a motion to recommend to the council to consider a change order to spend the
money to have the street repaired. Chuck Dickerson seconded the motion. Motion carried 6-0.
Kurt stated that the water line is being installed now on Colorado Avenue, and that on
October 12th they will start on Wyoming. Kurt stated that the generator is being installed in
Murray Heights subdivision. Kurt stated that the foundation and the walls are in now.
Update on east end Street Project:
Kurt stated that there have been problems with the utilities and with the storm water. Kurt
stgtcd that the construction company has hit two irrigation pipes. Kurt stated that they found
where a couple of businesses were tied into this line and the curb box could not be found,
therefore it was not properly located before the construction started. Kurt explained that the
underpass on First Avenue will be closed on October 6t. Kurt stated that the construction

company will begin milling and then paving. Kurt explained that they have 24 hours to pave
after the streets have milling on them. Kurt stated that the siphon cannot start until about
04tober 15th. Kurt stated that he does not think the siphon was working correctly, and that is
wl?y the holes are continually on the road, on the south side of the underpass.

Kurt stated that the council will be reviewing the bids for the wastewater project. Kurt stated
th4t the bids that are going to be looked at are from COP Construction for $1,454,600, Dick
Anderson Construction for $1,316,498, Engineered Structures Inc. for $ 1,191,214 and
Johnson Wilson Constructors for $1,358,000.
