HomeMy WebLinkAboutCity Council Minutes 11.04.1987Minutes of the City Council of Laurel November 4, 1987 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Bob Gauthier at 7:00 p.m., on November 4, 1987. COUNCIL MEMBERS PRESENT: Ervin Wood Chuck Dickerson Chuck Rodgers Donna Kilpatrick L. D. Collins Donald Meyers Rob Harris Norman Orr 1 COUNCIL MEMBERS ABSENT: None INVOCATION: Invocation given by Alderman Collins. MINUTES: Motion by Alderman Dickerson to approve the minutes of the regular meeting of October 20, 1987, as presented, seconded by Alderman Rodgers. Carried. CORRESPONDENCE: None CLAIMS: Claims for the month of October, 1987, were reviewed by the Budget/ Finance Committee and recommended that they be paid. Motion by Alderman Harris to approve the claims in the amount of $226,113.30 for the month of October, 1987, seconded by Alderwoman Kilpatrick. Motion carried 8--0. Certified Cities Program: Mel Tiensvold reported that Laurel is now certified in the Certified Cities Program and he presented the Council with an outdoor sign to be posted somewhere in town. The certification is good for a period of two years. Mel stated the overall program is going very well but one requirement in the certification process is a video of Laurel. The state let Laurel get by without it this time but something needs to be done about it. Mel stated it is very expensive to produce a quality video, usually running $1,000.00 per minute of video and the video is generally 10-12 minutes long. In closing, Mel stated that any referrals should be directed to Kent Harris, Cal Cumin or himself. Lease Renewals for ?'Riverside Park Buildings: Vern Halverson, representing the American Legion, asked to renew the lease on their building. Vic Hergett, representing the Horseshoe Club, asked for a lease renewal. He stated they have 13 active members and the building is used frequently throughout the winter. Jeff Yager, requested a renewal for the Jaycee Hall. He stated they have continually put money in the building and have about 170 members who use the building. Terry Krum, representing the Rifle Club asked to renew their lease on the building. Randy Gowen asked for a lease renewal on the Rod and Gun Club building. He stated they have spent quite a lot of money toward improving the building. Lloyd Shay, representing the Search and Rescue, stated they are interested in leasing the McCann house that is located in Riverside Park. With a little work on the building, they could make it suit- able for a meeting room and also a place to store their equipment. They would also keep up the grounds around the building. Jim Flisrand asked if anyone had. any questions or concerns pertaining to their leases. He stated that each club is responsible for making any necessary repairs-and also, each must carry fire insurance. He asked if each club is aware of the grounds that they are responsible for keeping up. It was suggested that it could be designated on a map of Riverside Park so all areas are covered. Alan Crowe stated the police have used the rifle range for qualifying purposes. Prior to Alan becoming Police Chief, there was a problem with the Rifle Club concerning this matter. He said the buildings are covered under the city's property policy and each club is then billed for their portion but the liability is their responsibility. The Mayor stated there would be a resolution renewing these leases at the next Council meeting. Section 125 Plan: Jerry Keating and Dudley Lutton from Wagner Group of MONY Associates gave a presentation on Section 125 plan. Workmen's Compensation Program RESOLUTION NO. 2317 A RESOLUTLON THAT RATIFIES, CONFIRMS, AND APPROVES ALL PROVISIONS OF THE WORKER'S COMPENSATION RiSK RETENTION PROGRAM AND AUTHORIZES THE MAYOR AND CITY CLERK TO EXECUTE THE AGREEMENT. Motion by Alderman Dickerson that Resolution No. 2317 be passed and adopted, seconded by Alderman Collins. Motion carried 8--0. Recreational Bonfires: ' ORDINANCE NO. 926 (second reading) AMENDING SECTION 9.08.010 OF THE LAUREL MUNICIPAL CODE, ALLOWING RECREATIONAL BONFIRES BY PUBLIC ENTITIES, BY SPECIAL PERMIT ONLY. Public Hearing - no comment. Motion by Alderman Dickerson to close the public hearing seconded by Alderman Orr. Motion carried 8--0. Motion by Alderman Dickerson that Ordinance No. 926 (second reading) be passed and adopted, seconded by Alderman Orr. Upon taking a roll call vote all aldermen present voted, "Yes". Motion carried 8--0. COMMITTEE MINUTES: --City Council Committee of the Whole minutes of October 20, 1987, were presented. Motion by Alderman Meyers to enter the City Council Committee of the Whole minutes of October 20, 1987 into the record, seconded by Alderman Dickerson. Motion carried 8--0. --Alderman Ervin Wood left the Council meeting at this time. ' --Police Committee minutes of November 2, 1987, were presented and reviewed. Motion by Alderman Dickerson to enter the Police Committee minutes - of November 2, 1987, into the record, seconded by Alderman Orr. Motion carried 7--0. Comments From the Audience: Cal Cumin requested clarification concerning the request by Cantrell's for de-annexation. Don stated that Resolution No. 2313 was tabled at the September 15th Council meeting. Cal stated that Larry Herman felt the resolution should not be tabled because the request came from the applicant. Cal said the conditions still stand and Larry felt some positive action should be taken on it. Remove From the Table: RESOLUTION N0. 2313 Motion by Alderman Dickerson to remove Resolution No. 2313 from the table and place it on the agenda for the November 17, 1987 Council meeting, seconded by Alderman Meyers. Motion carried 7--0. Ernie Davis, Maintenance Director, requested permission to leave the State over the Christmas Holidays. Motion by Alderman Collins to grant Ernie Davis permission to leave page 3 Minutes of the City Council of Laurel at the November 4, 1987, council meeting. ' MAYOR'S COMMENTS: Mayor Gauthier reminded everyone of the luncheon with MDU, to be held on Thursday, November 5th. Jim Flisrand spoke to the Fish and Game Department on the boat ramp and the plans and specifications have been approved by the State. The next step is to advertise the work with construction to start in the spring. The Ambulance Committee meeting scheduled for November 10th has been changed to November 16th at 5:30 p.m. Carol Loewen asked the City's permission to hold-the commodities distribution at the Nazarene Church during the winter months. The Mayor will look into the situation and report back to Carol at 628-8559. There being no further business to come before the Council at this time, the meeting was adjourned at 8:04 p.m. 1~- Donald L.
