August 18, 1987
A regul&r meeting of the City Council of the City of Laurel, Montana,
was held in the Council Chambers and called to order by Mayor Bob
Gauthier at 7:00 p.m., on August 18, 1987.

INVOCATION: Given by Reverend Speare.
MINUTES:
Motion by Alderman Meyers to approve the minutes of the regular
meeting of August 4, 1987, and Special Meetings of August 5, and
August 10, 1987 as presented, seconded by Alderman Orr. Carried.
CORRESPONDENCE:
Received a letter stating the Governor's Super Collider Task Force
will meet on Thursday, August 13th, to approve the final draft of
Montana's application.
Received a letter from the Office of the Lieutenant Governor in
reference to the observance of the bicentennial year of the writing
of the United States Constitution. Special observances will be
held both nationally and locally on September 16th, 17th, and 18th.
CITY CLERK'S AND CITY TREASURER'S FINANCIAL STATEMENT:
The City Clerk's and City Treasurer's Financial $%a~e~ent for the
month of July were presented for approval.
Motion by Alderman Meyers tha~_the City Clerk's and City

seconded by Alderman Rodgers. Motion carried 5--0.

FREEZER & LOCKER PROVISIONERS:
ORDINANCE NO. 922 (first reading)
AMENDING SECTION 17.32.010, OF THE LAUREL MUNICIPAL
TO ALLOW FREEZER AND LOCKER PROVISIONERS AND PROCESSING
OF PREVIOUSLY SLAUGHTERED MEATS IN COMMUNITY COMMERCIAL,
HIGHWAY COMMERCIAL, LIGHT INDUSTRIAL, AND HEAVY INDUSTRIAL
ZONES.
Motion by Alderman Meyers that Ordinance No. 922 (first reading) be
passed and adopted, seconded by Alderman Orr. Upon taking a roll call
vote, all aldermen present voted "Yes." Motion carried 5--0.
REQUEST TO EXCLUDE LAND:
Cal Cumin spoke in reference to Jerold Cantrell's request to exclude
land from the municipality and vacate and abandon certain streets in
the undeveloped area of Cherry Hills subdivision.
Motion by Alderman Collins to give the Council's approval to refer
Jerold Cantrell's petition to the City County Planning Board, seconded
by Alderman Orr. Motion carried 5--0.

--Budget/Finance Committee minutes of August 4, 1987 were presented.
Motion by Alderman Meyers to enter the Budget/Finance Committee
minutes of August 4, 1987, into the record, seconded by Alderman
Collins. Motion carried 5--0.
--City Council Committee as a Whole minutes of August 4, 1987, were
presented.
Motion by Alderman Meyers to enter the City Council Committee as
a Whole minutes of August 4, 1987 into the record, seconded by Alder-

Motion by Alderman Meyers to enter the City Council Committee as

Motion by Alderman Rodgers to enter the City County Planning Board

--City County Planning Board minutes of August 13, 1987 were presented.
Motion by Alderman Orr to allow Joe to draw up an amendment to the
zoning ordinance to allow retail businesses to go into a light industrial
zone, seconded by Alderman Rodgers. Motion carried 5--0.
Motion by Alderman Meyers to enter the CityTCou~y ~anning Board
minutes of August 13, 1987, into the record, seconded by Alderman Orr..
Motion carried 5--0.
--Garbage Committee minutes of August 16, 1987, were presented and reviewed.
Motion by Alderman Meyers to enter the Garbage Committee minutes of
August 16, 1987, into the record, seconded by Alderman Orr. Motion
carried 5--0.
--Public Utilities Committee minutes of August 10, 1987, were presented
and reviewed.
Motion by Alderman Meyers to accept the committee's recommendation
to adjust the May, June and July bills for Curtis Bradley and Georgia
Kline, seconded by Alderman Orr. Motion carried 5--0.
Motion by Alderman Meyers to accept the committee's recommendation
to charge off the water charges and to put the sewer and garbage charges
on the taxes, seconded by Alderman Orr. Motion carried 5-,0.
Motion by Alderman Collins to enter the Public Utilities Committee
minutes of August 10, 1987, into the record, seconded by Alderman Meyers.
Motion carried 5--0.
UNPAID GARBAGE CHARGES:
RESOLUTION NO. 2309
BEING A RESOLUTION LEVYING AND ASSESSING A SPECIAL TAX
AGAINST CERTAIN PROPERTY DESIGNATED AS GARBAGE DISTRICTS
IN THE CITY OF LAUREL, FOR THE REMOVAL OF GARBAGE AND REFUSE
Motion by Alderman Meyers that Resolution No. 2309 be passed and
adopted, seconded by Alderman Collins. Motion carried 5--0.
UNPAID SEWER CHARGES:
RESOLUTION NO. 2310
BEING A RESOLUTION LEVYING AND ASSESSING A SPECIAL TAX
AGAINST CERTAIN PROPERTY IN THE CITY OF LAUREL FOR ANY
UNPAID SEWER CHARGES.

Motion by Alderman Collins that Resolution No. 2310 be passed and
adopted, seconded by Alderman Rodgers. Motion carried 5--0.
WATER METER & CURB BOX REPAIR:
RESOLUTION NO. 2311
BEING A RESOLUTION LEVYING AND ASSESSING A SPECIAL TAX
AGAINST CERTAIN PROPERTY IN THE CITY OF LAUREL, FOR WATER
METER AND CURB-BOX REPAIR.
Motion by Alderman Meyers that Resolution No. 2311 be passed and
adopted, seconded by Alderman Collins. Motion carried 5--0.
COMMENTS FROM THE AUDIENCE:
Roland Wright spoke on behalf of the Laurel Key Club. They would like
to do a community service project bY spray painting house numbers on all
curbs in town. They would get all the specifications from the City
Engineer, and it would be funded on a donation basis.
Motion by Alderman Meyers to give the Key Club permission to paint
house numbers on the curbs with Jim Flisrand's supervision, seconded
by Alderman Collins. Motion carried 5--0.
Cal Cumin stated that Yellowstone County lost its case to extend the
time frame for submitting an application for the trans-loading facility.
He said Butte-Silver Bow County has an Econonmic Board which is highly
tuned to economic development and grants and they knew about this
facility well in advance of Yellowstone County. He feels we need to get
together as a county in this aspect, regardless of the outcome of the
consolidation effort.
MAYOR'S COMMENTS:
Mayor Gauthier stated the Chamber would like to have an old car parade
which would include 50-60 cars, on Saturday, August 22nd.
Motion by Alderman Orr to allow the Laurel Chamber of Commerce
to hold an old car parade on August 22nd, seconded by Alderman Collins.
Motion carried 5--0.
Award Bid: Tennis Courts
Motion by Alderman Meyers to accept the bid from L.E. Courts to fix
the tennis courts, seconded by Alderman Orr. Motion carried 5--0.
Ervin Wood, Alderman, requested permission to leave the state and
possibly the count~ if he finds it necessary.
Motion by Alderman Collins to grant Ervin Wood permission to leave
the state and country if necessary, seconded by Alderman Orr. Motion
carried 5--0.
There being no further business to come before the Council at this time,
the meeting was adjourned at 7:55 p.m.
