HomeMy WebLinkAboutCity Council Minutes 02.03.1987Minutes of the City Council of Laurel February 3, 1987 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Bob Gauthier at 7:00 p.m., on February 3, 1987. COUNCIL MEMBERS PRESENT: Ervin Wood Chuck Dickerson Donna Kilpatrick Donald Meyers Mel Krug Rob Harris L. D. Collins COUNCIL MEMBERS ABSENT: Norman Orr INVOCATION: Invocation given by Reverend Holt. MINUTES: Motion by Alderman Dickerson to approve the minutes of the regular meeting of January 20, 1987, as presented, seconded by Alderman Collins. Carried. CORRESPONDENCE: Received a memo from the S%ate of Montana, Disaster & Emergency Services Division, regarding the 20th Annual Governor's Conference on Disaster Pre- paredness for Public Officials at the Colonial Inn, Helena, on February 18, 1987. Received the minutes and activity report for the month of December from the Yellowstone County Air Pollution Control Board. Received the agenda and synopsis from the Northwest Power Planning Council. Received a letter of resignation from Naomi Bacon, Cashier/Accounts Payable Clerk/Computer Operator effective February 27, 1987. Motion by Alderman Dickerson to accept Naomi Bacon's resignation effective February 27, 1987, seconded by Alderman Meyers. Motion carried 7--0. CLAIMS: Claims for the month of January, 1987, were reviewed by the Budget/Finance Committee and recommended that they be paid. Motion by Alderman Harris to pay the claims for January,1987, seconded by Alderwoman Kilpatrick. Motion carried 7--0. BID OPENING FOR THE SALE OF A CATERPILLAR 955 TRAXCAVATOR FRONT END LOADER: This read being the time and place advertised, aloud. Lynn E. Motion carried 7~-0. MID-YEAR BUDGET REVIEW: The Mayor presented his mid-year review and ana. lysis of the 1986-87 budget as of December 31, 1986. EASEMENT FOR BOAT RAMP: The Mayor suggested that everyone review the perpetual easement. If there are any questions or changes, they.will be discussed at the Council meeting on February 17, 1987. REARRANGEMENT OF COUNCIL SEATING: Motion by Alderman Harris to rearrange the Council members' seating, seconded by Alderman Meyers. Motion carried 7--0. COMMITTEE REPORTS: --City Council Committee as a whole minutes of January 20, 1987, were presented and re¥iewed~ Motion by Alderman Dickerson to enter the City Council Committee as a Whole minutes of January 20, 1987, into the record, seconded by Alderman Meyers. Motion by Alderman Kruq to accept the committee's recommendation to purchase a used 600-gallon asphalt distributor in the amount of $2,650.00, seconded by Alderman Meyers. Motion carried 7--0. Motion by Alderman Harris to enter the Budget/Finance Committee minutes of February 3, 1987, into the record, seconded by Alderman Krug. Motion carried 7--0. Motion by Alderman Dickerson ~o authorize Ernie Davis to prepare specs and advertise for the sale of the porta patcher, seconded by Alderman Krug. Motion carried 7--0. --City License Committee minutes of January 27, 1987, were presented and reviewed. Motion by Alderman Dickerson to grant a City license to the Heritage Haus Tea Shoppe at 19 Pennsylvania Avenue, seconded by Alderman Meyers. Motion carried 7--0. Motion by Alderman Dickerson to grant a City license to Francie's Clothing at 217 East Main, seconded by Alderman Meyers. Motion carried 7--0. Motion by Alderman Dickerson to grant a City license to Sunshine Cleaning Service at 11940 Canyon Creek Rd., Molt, seconded by Alderman Meyers. Motion carried 7--0. Motion by Alderman Dickerson to grant a City license to Hodgin Grain Storage at 202 East Railroad Street, upon completion of a fire inspection, seconded by Alderman Meyers. Motion carried 7--0. Motion by Alderman Dickerson to grant the Cheerio Lounge at 113 East Main a bingo license in the amount of $50.00, which is the same fee that fraternal organizations pay, seconded by Alderman Meyers. Motion carried 7--0. Motion by Alderman Dickerson to confirm the issuance of a City license to: Duane's Conoco All Season's Car Wash R & L Roofing Doe Myung Tendokan Judo, Karate Eric Varney, card dealer seconded by Alderman Krug. Motion carried 7--0. Statements were sent to the following contractors for the construction of Security Federal Savings Bank: Ron Williams Construction Stillwater Excavating Century Fence Fahn's Asphalt Houghton Const. Quality Concrete Precision Masonry Rudy's Insulation Empire Lath & Plaster Rimrock Drywall Heritage Paint Branca Tile C & C Drywall Bahm's Floor Coverings Lagerquist Elevator Witt Heating & Air Conditioning Treasure State Plumbing Ace Electric City Motion by Alderman Dickerson to grant the above mentioned contractors a license, seconded by Alderman Meyers. Motion carried 7--0. Motion by Alderman Harris to enter the City License Committee minutes of --Parks & Recreation Committee minutes of January 26, 1987, were presented and reviewed. Motion by Alderman Dickerson to grant permission to the Class of '67 to use Thompson Park July 12th for a class reunion, seconded by Alderman Meyers. Motion carried 7--0. Motion by Alderwoman Kilpatrick to enter the Parks & Recreation minutes of January 26, 1987, into the record, seconded by Alderman Krug. Motion carried 7--0. January 27, 1987, into the record, seconded by Alderman Dickerson. Motion carried 7--0. Minutes of the City Council of Laurel PUBLIC UTILITIES MEETING DATE: Alderman Meyers announced the permanent change of the meeting date of the Public Utilities meetings from the first Monday to the second Monday of the month at 5 pm. There will be no Police Committee meeting Thursday, February 5, 1987. COMMENTS FROM THE AUDIENCE: none MAYOR'S COMMENTS: Mel Kruq submitted his resignation as an alderman effective March 31, 1987. Motion by Alderman Dickerson to accept Mel Krug's resignation effective March 31, 1987, and to advertise for a replacement to be effective April 1, 1987, seconded by Alderman Krug. Motion carried 7--0. Motion by Alderman Meyers to hold a farewell reception for Mel Krug on March 27, 1987, from 2:00 p.m. to 4:00 p.m., seconded by Alderwoman Kilpatrick. Motion carried 7--0. END OF FIRST YEAR AS MAYOR: Bob Gauthier commented that this being the end of his first year as Mayor, he would like to thank the City Council, the Department Heads, and Don's office for their cooperation. He felt that there had been progress made and hoped for a good year in 1987. Peg Kamerzel wanted permission to issue a City license to the Caboose Saloon when they receive their State license. Motion by Alderman Meyers to grant the Caboose Saloon a City license upon receipt of their State license, seconded by Alderman Dickerson. Motion carried 7--0. PERMISSION TO LEAVE THE STATE: Peq Kamerzel asked for permission to leave the State. Motion by Alderman Kruq to grant permission to Peg Kamerzel to leave the State, seconded by Alderwoman Kilpatrick. Motion carried 7--0. There was discussion regarding 9 and 10 ft. parking spaces at the Security Federal Savings Bank. It was decided to leave it as the ordinance now reads. The City-County Planning Board will meet on Thursday, February 12, 1987, which is a holiday.
