HomeMy WebLinkAboutCity Council Minutes 11.01.1988Minutes of the City Council of Laurel November 1, 1988 A regular meeting of the City Council of the Montana, was held in the Council Chambers and called Bob Gauthier at 7:00 p.m., on November 1, 1988. City of Laurel, to order by Mayor GOUNCIL MEMBERS PRESENT: Norman Orr Donna Kilpatrick Chuck Rodgers L.D. Collins Chuck Dickerson Bob Graham Bruce Teeters COUNCIL MEMBERS ABSENT: Ervin Wood INVOCATION: Invocation was given by Reverend Dreyer. MINUTES: Motion by Alderman Dickerson to approve the minutes of the regular meeting of October 18, 1988, and the special meeting of October 21, 1988, as presented, seconded by Alderman Orr. Motion carried 7--0. CORRESPONDENCE: Received a letter dated October 21, 1988, from Donald W. Gudgell, Chairman of LUFSA, stating that the LUFSA Board of Trustees rejects Resolution No. 2369 approving a contract in the amount of $ 28,300.00. Received a letter from the Library Board of Trustees, thanking the Mayor and City Crew for their help in the move of the library to its new location. Received a notice from the Montana Municipal Insurance Authority regarding a Loss Control/Risk Awareness seminar to be held in Billings. Monday, December 12th will be a Public Works seminar and Tuesday, December 13th will be a Police seminar. They are both to be held at the Fire Station on 8th and North 23rd. CLAIMS: Claims for the month of October were reviewed by the Budget/Finance Committee and recommended that they be paid. Motion by Alderwoman Kilpatrick to approve all claims in the amount of $ 270,941.53 for the month of October, seconded by Alderman Orr. Motion carried 7--0. CHRISTMAS TO REMEMBER COMMITTEE: Jean Carroll Thompson is on the Board of Directors of the Christmas to Remember Committee and she stated this is an independent committee made up of business people and community members. The purpose of the group is to sponsor an event to enhance the business open house during the Christmas season. The event is scheduled for November 27th. Jean Carroll gave a report on the events the committee would like to see take place. The first thing they would like to do is extend an invitation to the Mayor to speak at the opening ceremony. Secondly, they would like to have 1st Avenue closed from Main to 1st Street for entertainment between 1:30 and 6:00 p.m. and also to allow for the parade of lights. Thirdly, they would like to establish a parade route which would start at Hanson's Health Center and continue south on 1st Avenue to Coast-to-Coast and would also include closure of Main Street from Montana to 2nd Avenue. The route would be closed between 5:00 and 61:00 p.m. The final event planned is to have the trolley from Billings give rides on Main and 1st Street between 3:00 and 5:00 p.m. and also a tour route which would include the Care Center between the hours of 6:15 and 9:00 p.m. Jean Carroll stated the group will be getting liability insurance the event and also for the fireworks. She stated the trolley carry their own insurance. for does Discussion followed regarding problems in past years. Alan Crowe stated that a large crowd of people congregated at the intersection of Page 2 Minutes of the City Council of Laurel Council Meeting of November 1, 1988 Main and 1st Avenue last year with no regard for the barriers and it stopped traffic in all directions. He said the committee is asking for closure of the two busiest streets in town and the State frowns on closing any state roads, of which Main Street is one. It was suggested that a barricade be set up on the south side of the underpass to prevent any traffic from entering the underpass. Joe Bradley went on record as advising the City not to close Main Street. Jean Carroll stated that Main Street would only need to be closed from approximately 5:30 to 6:00 p.m. to accommodate the parade and the fireworks. Alan Crowe and Darrell McGillen stated that it could be done for this short period of time without hampering the fire or police departments as long as proper barricades are erected. Motion by Alderman Graham to close 1st Avenue from Main to 1st Street from 1:30 - 6:00 p.m. and to close the parade route on 1st Avenue from 5th Street to the south side of the underpass and on Main Street from Montana to 2nd Avenue from 5:30 to 6:15 p.m. on November 27th, seconded by Alderman Dickerson. Motion carried 7--0. FOUR ROUR PARKING LIMIT IN CITY PARKING LOT: ORDINANCE NO. 940 (second reading) ADDING SECTION 10.68.036 TO THE LAUREL MUNICIPAL CODE ESTABLISHING FOUR (4) HOUR PARKING LIMITS IN THE CITY PARKING LOT Public hearing: no comments. Motion by Alderman Dickerson to close the public hearing, seconded by Alderwoman Kilpatrick. Motion carried 7--0. Motion by Alderman Dickerson that Ordinance No. 940 be passed and adopted, seconded by Alderman Orr. A roll call vote was taken and motion carried 5--2 with Aldermen Rodgers and Teeters voting, "NO." ORDINANCE NO. 941 (second reading) AMENDING SECTION 10.68.030 OF THE LAUREL MUNICIPAL CODE TO DELETE TWO (2) HOUR PARKING LIMITATION IN THE CITY PARKING LOT Public hearing: no comments. Motionby Alderman Dickerson to close the public hearing, seconded by Alderman Orr. Motion carried 7--0. Motion_~ Alderman Dickerson that Ordinance No. 941 be passed and adopted, seconded by Alderman Orr. A roll call vote was taken and motion carried 5--2 with Aldermen Teeters and Rodgers voting, "NO." COMMITTEE REPORTS: --Bud et Finance Committee minutes of November 1, 1988 were presented and reviewed. Motion carried 7--0. --Parks Committee minutes of October 27, 1988 were presented and reviewed. Motion by Alderman Dickerson to enter the Parks Committee minutes of October 27, 1988, into the record, seconded by Alderman Orr. Motion carried 7--0. COMMENTS FROM THE AUDIENCE: Roy Williams, representing the Laurel Chamber of Commerce, stated the Chamber sent a letter to the Council on September 30, 1988 requesting their consideration in donating th~ old library facility for a museum and a tourist information center. Roy stated the Chamber has not received any response from the Council to this letter and he wanted to know the Council's reaction to this request. The Mayor stated he has established a committee which will review all requests that come in regarding the use of the building. At this time, they are waiting for a drawing and comments from the architect concerning what feasible uses there are and how structurally sound that portion of the building is. Roy wanted the Council to consider the fact that if the building were to be used for a museum, there is grant money available that could be used for repairs and rebuilding. He stated that tourist information and museums are what draw people to towns and they feel a museum would be an asset to Laurel. Polli VanNice questioned how many times this Mayor stated they have not met as of yet due waiting on the architect. committee has met and the to the fact that they are Chuck Dickerson inquired whether the curfew signs are ready for the parks and if the handicapped signs are going to be posted in the parking lot by December 1st. Jim Flisrand stated the curfew signs should be ready within the week and the handicapped signs will be in place within the month. There will be an Ambulance Committee meeting Monday, November 7th at 6:00 p.m. at the FAP complex. MAYOR'S COMMENTS: The Mayor reminded everyone that City Hall November 8th for Election Day and Friday, Day. will be closed on November llth for Tuesday, Veterans There being no further business to come before the Council at this time, the meeting was adjourned at 7:40 p.m. Donald L.
