HomeMy WebLinkAboutSpecial City Council Minutes 10.21.1988Minutes of the City Council of Laurel October 21, 1988 A special meeting of the City Council of the City of Laurel, Montana was held in the Council Chambers and called to order by Mayor Bob Gauthier at 5:30 p.m., on October 21, 1988, for the purpose of approving an agreement with the Laurel Urban Fire Service Area (LUFSA). COUNCIL MEMBERS PRESENT: Ervin Wood Norman Orr Chuck Rodgers Chuck Dickerson Donna Kilpatrick Bruce Teeters COUNCIL MEMBERS ABSENT: Bob Graham L.D. Collins Joe Bradley explained that the contract is not available yet because the trustees of LUFSA wanted some input in the language of the contract, but Joe stated it needs to be approved so it can be put on the tax rolls by Tuesday the 25th. Joe went on to explain the contract price of $ 28,300.00 will be for one year beginning July 1, 1988 to June 30, 1989 but this price is being prorated from November lst to June 30th at the $ 18,000.00 figure that the trustees felt they could collect. The first payment of half the contract will be due when property taxes are collected in December and the second half in June. This contract will be a flat one year contract with no right to renew and it will make no mention about negotiations for another year. It is up to the Council to set a deadline for renewal of a contract for next year, such as June 1st and it is up to LUFSA to begin negotiations early enough in the year to meet this deadline or to decline a contract. Chuck Dickerson stated that a committee should be formed with representatives from LUFSA, the fire department, the Council and the County to work together throughout the year to try and reach a satisfactory contract. LUFSA knew from day one that the contract price was $ 28,300.00 and yet they waited until October 1st to come to the Council stating they could not meet that budget. Joe recommended that a letter be sent out to the trustees within the next month stating the people need to meet once a month in order to work something out for next year and the Fire Department publicity committee can address a letter to the residents explaining their side of it. Norman Orr arrived at this time. RESOLUTION NO. 2372 A RESOLUTION APPROVING A CONTRACT BETWEEN THE LAUREL URBAN FIRE SERVICE AREA AND THE CITY OF LAUREL~ SAID AGREEMENT RELATING TO FIRE PROTECTION. Motion by Alderman Dickerson that Resolution No. 2372 be passed and adopted, seconded by Alderwoman Kilpatrick. Chuck Rodgers stated that the Fire Department definitely wants .this settled by June 1st of next year. The Fire Committee meets once a month and Chuck suggested that the representatives attend their meeting instead of forming another committee. Page2 Minutes of the City Council of Laurel Special Council Meeting of October 21, 1988 Discussion followed regarding the original contract price of $ 30,000.00 and how the figure of $ 28,300.00 was arrived at and which should be used. Joe stated the $ 28,300.00 figure was a recommendation from the Fire Committee and he advised the Council to stick with it for this contract year. At this time the question was called for and motion carried 6--0. There being no further business to come before the Council at time, the meeting was adjourned st 5:43 p.m. Donald L.
