REPORT At the June meeting, Jim Kraft reported a balance in account of $16,090.11. The only expenditure September 2009
since the March report was $63.13 for refreshments @ the Communication Team Leader Course.

OPERATION COYOTE 2010: Jeff reported that they will be in the first planning stages for the Operation Billings Clinic, Room
#1
Coyote [County of Yellowstone Operating Together in Emergencies] 2010 Exercise. At this time, it is
expected that some of the participants will include CHS Refinery, the Railroad, Laurel Fire Department;
Mutual aid with Billings Fire, the Refineries of ConocoPhillips and ExxonMobil, YARES Radio dub, etc.
More information will follow as plans and scenarios are developed.
GRANTS COMMITTEE (DIANNE LEHM, CHAIR]
PRE-DISASTER MITIGATION: Grant application was submitted to the State in mid-December. Dianne
reported that it appears that they are one-step closer in the process. A conference call last week makes
them think that the grant application is still under consideration.
BLM FUEL REDUCTION GRANT: Grant application for 2009 has been submitted and Dianne reported that
they have received a request from FEMA requesting additional information.
BILLINGS CLINIC - HERSA GRANTS: Joe Marcotte reported that they will be dosing out existing grants at
the end of the month and there has been no notification regarding any up and coming grant
opportunities.
RIVERSTONE HEALTH reported that they too will be dosing out current grants at the end of the month.

REPORTS Sheri Centifanto reported that CAER (Community Awareness in Emergency Responses) have a
number of projects in the works.
August 24.30: "United We Serve" Campaign. The United We Serve summer initiative begins on June
22nd and runs through the National Day of Service and Remembrance on September 11th. The
National Day of Service and Remembrance was created by the Edward M. Kennedy Serve America
Act, which President Obama signed in April to help encourage and facilitate community service across
the country. During this summer, the President is renewing his call to all Americans to identify needs in
their communities, engage in meaningful service to create change - and stay engaged with those
projects long after September. The President's call focuses on four key areas where everyone can have
a continuing impact in their community: education, health, energy and the environment and community
renewal. To create new service projects, to find service projects in their communities and to share
stories about projects that are making a difference, Americans can visit the Corporation's website,
htt .lAvww. serve. ov.
President Obama's video was distributed via email by the Corporation for National and Community

"The challenges we face are unpre=cedented in their size and scope, and we cannot rely on quick fixes

REMINDER THAT SEPTEMBER IS NATIONAL PREPAREDNESS MONTH
COMMITTEE UNIFIED HEALTH COMMAND [DEBBIE HEDRICK]
REPORTS Hilary Hams, Riverstone Health reported that Gerd Apuna is no longer with Riverstone Health and
introduced Greg Neill the newest member of the Riverstone Health staff.
The POD Point of Distribution Exercise July 30, 2009 @ West High School was a success. She
thanked Mike Glancy for his help. The after action report is pending.
H/N7 Vaccines: Reports are that the vaccine will be coming to Billings, however at this time; they do
not know the number of vaccines that will be sent.
Joe Marcotte reported that both hospitals have emergency response plans in place and based upon
'lessons learned' during the last outbreak of N1H1 when the plans were activated they are considering
merging their plans into one.
Seasonal Flu Shots: Flu shots will be available this fall. The exact dates that they will be available is
not yet known. More information to follow.

BIG SKY 11 CONSORTIUM [JIM KRAFr]
As reported last month, the Dunn Mountain (Bull Mountains) and the Greenough Hill (near Laurel) site
assessments/impact studies have been completed and that construction may start by August 2009,
depending upon order placement and receipt of the tower and equipment by the State of Montana and
of course the weather.
TRAINING SUB-COMMITTEE [MIKE GLANCY / PAUL DExTRAS]
Mike reported that he is compiling a list of trainers within our LEPC than can assist or even teach
other members of our group or representative agencies.
There are numerous members with expertise in various areas with training backgrounds that would
be willing to "share" their knowledge, skills and abilities with others in our group as that is the reason
why we took those classes. I also believe that would demonstrate to our community that we are
committed to having a well trained, educated LEPC. Information needed:
1. Authorizing agency (CDC, FEMA, DHS, etc)
2. Title of course
3. Level of training - L449 - NIMS 100 thru 400
4. Date of training

NEw BUSINESS MOBILE VETERAN CENTER [John Viviano]
Welcome to John Viviano who is the Mobile Vet Center driver. There's now a new and easier way for
Montana war veterans to get help with military trauma. This unit is one of only two (the other is in
Missoula) within the State of Montana. It is 38ft, 22,000 lb motor home.
The Mobile Vet Centers travel all over the state to get to the veterans. The Missoula unit covers the
western part of Montana and Billings unit covers the other areas of the state. The idea behind the
Mobile Vet Center is if you can't come to them, then they'll came to you. The program is completely
free and is designed to reach out to combat veterans who may need services such as therapy.
The Mobile Vet Center is completely self-sufficient and can be used in a natural disaster as a place
for triage. It has a generator, a shower, a bathroom and a fridge. The" RV" also has three secure
computer systems, six phone systems, wheel chair lift and other features including video uplink
capabilities, allowing it to conned with five remote stations.
The mobile center will be staffed with veterans and those who have extensive experience dealing
with the issues the veterans face. He reported that beginning sometime in October he will be
chauffeuring a Nurse assigned to the Mobile Vet Center around their service area providing
inoculations to Veterans.
John also reported that it is his understanding the Mobile Vet Center can be released to work with
an government agency in the event of an emergency.

NEW BUSINESS SEARCH & RESCUE- US WATER RESCUE DIVE TEAM [ Shane Weinreis]
Welcome to Shane Weinreis, President of the US Water Rescue Dive Team.
The US Water Rescue Dive Team is a volunteer, non-profit organization, based out of Billings
Montana and is comprised of professional divers, commercial divers, law enforcement and medical
personnel; all highly trained for aquatic emergencies. Their area of operation is primarily Montana,
however, logistics permitting they do assist or respond to any agencies' request.
Shane stated that he appreciated being able to make a presentation to the Yellowstone County LEPC
and provide information regarding the US Water Rescue Dive Team. The Team has been in existence
since 1997, however most people are unaware of their existence and the unique service they provide.
Their mission is to reduce the number of water related deaths and incidents by providing water safety
and awareness education, water rescue/recovery services, swift water rescue and public safety dive
training and consulting.
