LAUREL URBAN RENEWAL AGENCY
AUGUST 10, 2009 - OWL CAFE, 203 E. MAIN ST.
Members present: Shirley McDermott, Dirk Frickel, Dean Rankin, Bill Kampfer
Advisors present: Steve Zeier, James Caniglia
Others present: Linda Frickel, Randy Hafer (guest speaker)
Meeting was called to order at 11:10 by Chair McDermott
The Chair will name interested individuals to committees to assist in meeting and talking
with downtown property owners.
Mayor advises that there is no guidance anywhere in the City's manuals, etc. to address
unexcused absences by committee members.
Mary Embleton requested that she be re-scheduled to speak at the next meeting. She had
a conflict and could not attend.
Bill Kampfer advised that he had moved outside the city limits of Laurel and would
discuss his voting membership with the mayor at the August l lthe meeting.
Randy Hafer discussed his experiences with tax increment districts and historic
preservation buildings. He recommended that we get in touch with Greg Kruger, Billings
Partnership and request sample copies of their Facade Improvement and Technical
Assistance Projects/Programs and the Bank's Economic Development Revolving Loan
Fund program and contractual agreements. Shirley agreed to contact Greg and requested
that if necessary, Randy follow up on the requests.
Randy said the two most visible and successful programs in Billings were the Facade
Improvement and Technical Assistance Grant Programs. We discussed working with the
local banks and credit unions (all have offices/branches in the tax increment district) to
establish an Economic Development Revolving Loan Fund. Following the meeting, Dirk
and James agreed to take Randy on a tour of the tax increment district.
