August 3, 1988
A special meeting of the City Council of the City of Laurel,
Montana, was held in the Council Chambers and called to order by Mayor
Bob Gauthier at 7:53 p.m., on August 3, 1988, for the purpose of
discussing the proposed Laurel Fire Service Area.
COUNCIL MEMBERS PRESENT:
Ervin Wood
Donna Kilpatrick
L.D. Collins
Chuck Dickerson
Bob Graham
COUNCIL MEMBEHS ABSENT:
Norman Orr
Bruce Teeters
Chuck Rodgers
Ken Petrol, 5924 Duck Creek, Billings, MT, came before the Council
representing the Laurel Fire Service Area. Due to the delays on
the County's part in processing this application and the time needed
to establish fair and equitable rates to each resident in this area,
the Fire Service Area is requesting that the Council renew their
interim protection as described in the March 30th Memorandum of
Understanding until July 1st, 1989.
Discussion followed concerning the delays and problems this poses to
the City if this extension were granted.
The Mayor stated the $ 30,000.00 in revenue from the Laurel Fire
Service Area contract was taken into account when preparing the
1988-89 budget. The money was budgeted to cover the increased costs
of additional manpower, training costs, equipment and maintenance, and
fuel expense. He stated there might not be any fires out there, but
the department still has to maintain a level of service to be able to
respond when needed.
It was stated that the County will respond to all grass and brush
fires and that Laurel would respond only to the structure fires.
Motion bY Alderman Dickerson to reject the request for renewal of
interim protection and present to the County Commissioners a contract
for $ 30,000.00 a year and let them set the assessment, seconded by
Alderman Collins.
More discussion followed.
Alderman Dickerson withdrew his motion until the Mayor can get with
the County and Jim Kraft. Alderman Collins withdrew his second to the
motion.
It was the consensus of the Council members present that it is not
fair to the Laurel taxpayers to grant this extension.
The Mayor stated he will try to speak to the County and then set up a
meeting for Friday.
The meeting was adjourned at 8:27 p.m.
