F~bruary 2, 1988
A regular meeting of the City Council of the City of Laurel,
Montana, was held in the Council Chambers and called to order by
Mayor Bob Gauthier at 7:00 p.m., on February 2, 1988.
COUNCIL MEMBERS PRESENT:
Ervin Wood Chuck Dickerson
Donna Kilpatriok Bob Graham
Chuck Rodgers Bruce Teeters
L. D. Collins Norman Orr
COUNCIL MEMBERS ABSENT: None
INVOCATION: Invocation given by Reverend Wilhelm.
MINUTES:
Motion by Alderman Dickerson to approve the minutes of the
regular meeting of January 19, 1988, as presented, seconded by
Alderman Collins. Motion carried 8--0.
CORRESPONDENCE: None
CLAIMS:
Claims for the month of January, 1988, were reviewed by the
Budget/Finance Committee and recommended that they be paid.
Motion by Alderwoman Kilpatrick to approve the claims
the amount of $449,770.50 for the month of January, 1988,
seconded by Alderman Orr. Motion carried 8--0.

TEMPORARY SIGN ORDINANCE:
This item was postponed until a later meeting. The Chamber of
Commerce has asked to be allowed to enter their input.
ORDINANCE PROHIBITING SHEEP:
ORDINANCE NO. 930
AMENDING SECTION 7.04.020 OF THE LAUREL
MUNICIPAL CODE, TO ADD SHEEP TO THE LIST
OF ANIMALS PROHIBITED FROM BEING KEPT
WITHIN CITY LIMITS
Public h~aring no comment.
Motion by Alderman Oickerson to close the public hearing,
seconded by Alderman Orr. Motion carried 8--0.
Motion by Alderman Dickerson that Ordinance No. 930 be
passed and adopted, seconded by Alderman Graham. Upon taking
a roll call vote, all aldermen voted, "YES" except Alderwoman
Kilpatrick, who voted "NO." Motion carried 7--1.
HERITAGE DAY:
RESOLUTION NO. 2325
DECLARING "HERITAGE DAY" AS A CITY HOLIDAY,
TO BE OBSERVED ON FEBRUARY 12TH
Motion by Alderman Dickerson that Resolution
passed and adopted, seconded by Alderman Collins.

HOME OCCUPATIONS: None
Joe stated "Home Occupations" will be an item on the agenda each
time and then if there are any applications, they will be consid-
ered and voted on individually. The reason for this is that the
County Planning Board minutes often times are not typed and ready
for the Council meeting and this would still allow the applicants
to be considered for the Home Occupation portion without waiting
an additional month.
After more discussion, there was some confusion as to what the
License Committee's function is then. 3ce explained this is not
taking any authority away from the License Committee, but a means

of eliminating one step in the approval process if a home occupation
license is denied.
The first step would still be to have the application reviewed by
the City County Planning Board and a recommendation made concerning
the home occupation portion. Secondly, the application would go to
the Council for approval or denial of the home occupation portion.
(If it is denied there would be no reason to pursue the business
license.) The last step would then be to go to the License Committee
for approval of a business license.
Motion by Alderman Dickerson to put Home Occupations as an item
on the agenda for a trial period of 6 months, seconded by Alderman
Wood. Motion carried 8--0.
COMMITTEE REPORTS:
--Ambulance Committee minutes of January 28, 1988, were presented and
reviewed.
Motion by Alderman Teeters to accept the committee's recommen-
dation to hire Damon Swan as an ambulance attendant, seconded by
Alderman Rodgers. Motion carried 8--0.
Motion by Alderman Teeters to enter the

were presented.

reviewed.
Motion by Alderman Rodqers to enter the

reviewed.
Discussion followed regarding putting part of the Fire District's
contract money in a capital projects fund.
Darrell McGillen spoke concerning forming a fire service area.
Since O'Donnells Fire Service has went out of business, the County
Commissioners are concerned about making fire protection available
to every resident in Yellowstone County. They are asking every
fire department to set some territorial boundaries in an effort to
find out what still needs to be covered.
Darrell presented a map to the Council of the area which his men
are willing to cover and which they feel comfortable handling.
He stated this map is just setting up a territorial boundary and
not an actual fire service area. If people not currently covered
in this area would like coverage, they need to petition to the
County Commissioners, or petition into one of the existing fire
service areas.

Motion by Alderman Rodgers to enter the Fire Committee minutes
of February 1, 1988 into the record, seconded by Alderwoman
Kilpatrick. Motion carried 8--0.

presented and reviewed.

MAYOR'S COMMENTS:

Chuck Dickerson stated the Village Subdivision Homeowners Associa-
tion will need the Council Chambers on March 21st, instead of the
28th, as previously stated.
Bob Graham requested permission to leave the State February 12th
through the 26th.
Motion by Alderman Orr to grant Bob Graham permission to leave
the State February 12th through the 26th, seconded by Alderman
Dickerson. Motion carried 8--0.
The Mayor called for a Personnel Committee meeting after the
Council meeting.
Donna stated the Park Committee will now meet on the first Thursday
of the month at 5:30 p.m.
Jim Flisraod informed the Council that he had received a call from
Ken Williams of 301 West llth Street. He would like to have the
light district expanded from Mountain View to 11th Street. Jim
said it would be an additional two or three lights north of the
park and he sam no problem with this. Jim will check to see if
it should be set up as a new district or just widen the boundaries
on an existing district. He will report back to the Council at
a later date.
