City of Laurel, to order by Mayor COUNCIL MEMBERS PRESENT: Ron Marshall Donna Kilpatrick Chuck Rodgers L.D. Collins Chuck Dickerson Bob Graham Bruce Teeters COUNCIL MEMBERS ABSENT: Norman Orr INVOCATION: Invocation was given by Alderman Collins. MINUTES: Motion by Alderman Dickerson to approve the minutes of the regular meeting of December 5, 1989, as presented, seconded by Alderman Collins. Motion carried 7--0. CORRESPONDENCE: Received a letter from the Laurel Chamber of City that they will be moving out of the Firemen's Park around January 1, 1990. Commerce advising the log cabin building in CITY CLERK & CITY TREASURER'S FINANCIAL STATEMENTS: The City Clerk and City Treasurer's financial statements for the month of November were presented. Motion by Alderwoman Kilpatrick that the City Clerk and City Treasurer's financial statements for the month of November, 1989, be approved, seconded by Alderman Collins. Motion carried 7--0. RECONSIDERATION OF RESOLUTION NO. 2420 - DE-ANNEXATION OF PARTS OF CHERRY HILLS SUBDIVISION: This item will be tabled until the January 2, 1990 meeting. Joe Bradley stated that Jerry Cantrell's offer to the city is dependent on whether the VA Nursing Home is located here and also if the rest of the plan is de-annexed. We will not know about the nursing home for some time so we have to keep carrying this resolution because if it was considered and defeated, Mr. Cantrell could not bring it up for another year and we might miss the nursing home opportunity. HANDICAPPED PARKING AT SENIOR CITIZENS CENTER: ORDINANCE NO. 957 (first reading) AMENDING SECTION 10.68.025 OF THE LAUREL MUNICIPAL CODE, TO ESTABLISH PARKING SPACES FOR THE EXCLUSIVE USE OF HANDICAPPED PERSONS Motion by Alderman Dickerson that Ordinance No. 957 (first reading) be passed and adopted, seconded by Alderman Marshall. A roll call vote was taken and all aldermen present voted, "YES." Motion carried 7--0. SPECIAL REVIEW PROCEDURE: ORDINANCE NO. 958 (first reading) AMENDING SECTION 17.88.040 (A) (5) OF THE LAUREL MUNICIPAL CODE TO DELETE THE REQUIREMENT OF PUBLICATION OF SPECIAL REVIEW RECOMMENDATION Motion by Alderman Dickerson that Ordinance No. 958 (first reading) be passed and adopted, seconded by Alderman Graham. A roll call vote was taken and all aldermen present voted, "YES." Motion carried 7--0. COMMITTEE REPORTS --Budget/Finance Committee minutes of December 5, 1989 were presented and reviewed. Motion by Alderwoman Kilpatrick to enter the Budget/Finance Committee minutes of December 5, 1989, into the record, seconded by Alderman Marshall. Motion carried 7--0. --Budget/Finance Committee minutes of December 19, 1989 were presented and reviewed. Motion by Alderwoman Kilpatrick to enter Committee minutes of December 19, 1989, into the Alderman Collins. Motion by Alderman Dickerson to enter Board minutes of December 14, 1989, into Alderwoman Kilpatrick. Motion carried 7--0. --Police Committee minutes of December 18, 1989 were presented and reviewed. There was discussion regarding 24 hour gambling and the alternatives the city would have in this matter should problems arise. Bob Graham went on record as being against the 24 hour gambling. This was referred back to the Police Committee to draft an ordinance for the January 16, 1990 council meeting. The Police Committee will meet January 4th at 7:00 p.m. at City Hall. The Committee will review the bid for remodeling the F.A.P./police area with Merle Cherry. Motion by Alderman Rodgers to enter the Police Committee of December 18, 1989, into the record, seconded by Alderman Motion carried 7--0. minutes Collins.
