REPORT At the June meeting, Jim Kraft reported a balance in account of $16,090.11. The only September 2009
expenditure since the March report was $63.13 for refreshments @ the Communication Team
Leader Course.
COMMITTEE EXERCISE DESIGN COMMITTEE: [JEFF ASHWORTH, CHAIR]

VIGILANT GUARD EXERCISE: September 15-16-17/Helena: Joint force exercise/State National
Guard. Five teams to be invited. Next Meeting: August 25

GRANTS COMMITTEE [DIANNE LEHM, CHAIR]
Diane reported that there has been no word regarding the Pre-Disaster Mitigation grant award.
The Fuel Reduction/Mitigation Grant is a 25175% matching Grant. 25% paid by Yellowstone
County homeowners and 75% County match. Enrollment is being coordinated through the
Yellowstone County DES Office. Contact Jim for educational materials and information.
Safety Conference Funding: Diane also reported that she is working with the Safety
Conference Committee to assist with identification of potential funding sources for the 2010
Conference.

COMMITTEE CAER/CITIZENS CORPS [PAM SANDERSON, CHAIR]
REPORTS
CAER FUNDING: Pam reported that notification of funding for Citizen Corps will be available to
the State of Montana; however, it is unknown at this time if those funds will be made available
to local jurisdictions.
NATIONAL PREPAREDNESS MONTH: Working on activities for the celebration of National
Preparedness Month in September.
UNITED WAY DAY OF CARING: September 17th. For more information, please contact Pam.
DISASTER RESPONSE VOLUNTEERS: Sheri reported that the joint training opportunity. June 18th
@ 4$ p.m., MSU-Billings COT was a success. Presentations made by Disaster & Emergency
Services; RiverStone Health and Yellowstone Amateur Radio Emergency Services were well
done and well received.
READY YELLOWSTONE: RiverStone Health and Yellowstone County have been assisting with
funding and information to promote the Ready Ystn campaign.

COMMUNICATIONS COMMITTEE [PATRICKO'NEIL, Chair]
Joe reported that due to changes in his duties and responsibilities, Patrick O'Neil has
asked to step down as the Chair of the Communications Committee. Anyone wanting to
volunteer to serve as Chair of this Committee or would like more information, please

BIG SKY 11 CONSORTIUM [JIM KRAFT]
Jim reported that the Dunn Mountain (Bull Mountains) and the Greenough Hill (near Laurel)
site assessmentstimpact studies have been completed and that construction may start by
August 2009, depending upon order placement and receipt of the tower and equipment by the
State of Montana.

TRAINING SUB-COMMITTEE [MIKE GLANCY I PAUL DEXTRAS]
Mike reported that he and several other members of the LEPC attended the 2-day DHS
Sponsored Training: Terrorism Awareness: Protecting Soft Targets (Train-the-Trainer) June
16-17, 2009. This course provided training to security trainers within soft target venues,
including hoteVcasinostresorts, large shopping malls, schools, medical facilities and large
audience special events.
ICS-400: August 31- September 1 and September 14-15:
Two opportunities may be offered. Prerequisites for the class are the completion of all ICS
courses. Joe reported that the August 31-September 1 class is full; however space is still
available in the September 14-15 class. For more information, contact Joe Marcotte,

Greetings from the Training Sub Committee Co-Chair Person
As Joe discussed during our last LEPC meeting, I am attempting to gather all
available information on those members who have attended any type of training
where they received a certificate or were certified to provide training to others
regarding the material presented. For example, several LEPC members took and
completed the L449 course. This certificate enables them to teach NIMS 100 thru
400. What I would like if possible is for any LEPC members who have completed a
course similar to this to provide me with the following information;
1, Authorizing agency (CDC, FEMA, DHS, etc...)
2. Title of course
3. Level of training - L449 - NIMS 100 thru 400
4. Date of training
5. If you would be willing to teach, assist or help with a course
As this information is compiled, we then can have a list of trainers within our LEPC
than can assist or even teach other members of our group or representative
agencies. I know that there are numerous members with expertise in various areas
with training backgrounds that would be willing to "share" their knowledge, skills and
abilities with others in our group as that is the reason why we took those classes. I
also believe that would demonstrate to our community that we are committed to
having a well trained, educated LEPC.

NEw MT VOAD Chapter Presentation [Guy Youngblood]
BUSINESS Guy Youngblood, President of the Montana VOAD Chapter gave a power point presentation
regarding the coordination based services they provide.
VOAD, stands for Voluntary Organizations Active in Disasters. VOAD is the association
recognized by FEMA and various other agencies as being the national, state and local
association when coordinating non-governmental response and recovery action in time of
disaster. Their primary mission is in the area of recovery after a disaster. VOAD Chapters
build networks of volunteer's, agencies, and resources; disseminates information which can
assist in the prevention of duplication or the omission of effort.
Agencies currently associated with the Montana VOAD Chapter include but are not limited to:
American Red Cross, United Way, Lutheran Disaster Response, Salvation Army and United
Methodist churches.

BUSINESS ChemPack dispersement / response plan is complete. It has been reviewed and turned over
to Jim Kraft, Yellowstone County DES Director. Training on how to activate the ChemPack is
the final step. Gem reported that each County Statewide is responsible for the development of
their own plan and that the State has indicated that the Yellowstone County Plan is one to use
as an example.

OTHER HOPE DoGs: Members of the Hope Dogs team distributed informational binders to LEPC
BUSINESS member who wanted additional information on the program.
