HomeMy WebLinkAboutSpecial City Council Minutes 10.24.1989Minutes of the City Council of Laurel October 24, 1989 A special meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Bob Gauthier at 7:04 p.m., on October 24, 1989 for the purpose of considering the bids for the bathroom/concession stand which were opened on October 17th and referred to the Park Committee for review and to make a recommendation. COUNCIL MEMBERS PRESENT: Ron Marshall Bob Graham Chuck Rodgers L.D. Collins Bruce Teeters COUNCIL MEMBERS ABSENT: Donna Kilpatrick Chuck Dickerson Norman Orr The Park Committee reviewed the bids at a meeting held on October 23, 1989 at 5:30 p.m. The Committee recommended to reject all bids. Jim Flisrand stated he did some calculations on the actual bids and it worked out to be approximately $ 55.00 a square foot and he said this is extremely excessive. Be said an average house can be built for approximately $ 35.00 a square foot. Engineer's estimate for this project is $ 12,075.00. Jim did say that the cost to build a small building does run slightly more because you still need the same equipment you would if you built a large building but he feels that by going out to subcontractors, this building can be built for under $ 18,000.00. Jim said there is not $ 30,00.00 in that building and the committee recommended rejecting all bids. The City will be the main contractor and go out for bids on individual items and he feels no one item should run over $ 5,000.00. The building size is 22' x 24' and is approximately 500 square feet. It was questioned whether the fixtures would be procelain or stainless steel and Jim stated that the main concern at this time is to get a building up for public use. If the cost does not allow the stainless steel fixtures then porcelain would be used and if they do not hold up due to use or possible vandalism, then you would need to replace them with stainless steel at some point in the future. Dave Michael stated that in one bid, procelain was $ 1,700.00 and stainless steel was $ 9,500.00 so there is an extreme difference between the two. Joe Bradley will write to the Department of Fish, Wildlife and Parks regarding what has happened with the bids. He will explain that we are not trying to circumvent the law, specifically Montana Statute 7-5-4305, by rejecting the bids. The Mayor stated they would like to have the footings, the sides of the building and the roof up this fall and the interior and fixtures could be finished next spring. Motion by Alderman Collins to accept the Park Committee ' s recommendation to reject all bids due to the bids being in excess of the engineer's estimate, seconded by Alderman Graham. Motion carried 5--0. The meeting was adjourned at 7:12 p.m. Donald L.
