HomeMy WebLinkAboutCity Council Minutes 05.02.1989Minutes of the City Council of Laurel May 2, 1989 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Bob Gauthier at 7:02 p.m., on May 2, 1989. COUNCIL MEMBERS PRESENT: Ron Marshall Donna Kilpatrick Chuck Rodgers COUNCIL MEMBERS ABSENT: INVOCATION: Invocation was MINUTES: Bob Graham Chuck Dickerson L.D. Collins Bruce Teeters Norman Orr given by Reverend Holt. Motion by Alderman Dickerson to approve the minutes of the regular meeting of April 18, 1989, as presented, seconded by Alderman Marshall. Motion carried 6--0. CORRESPONDENCE: Received the April newsletter Authority. from the Montana Municipal Insurance Received a letter from Laurel Museum, Inc. regarding Laurel Museum Week and blocking off 1st Street from 1st Avenue to 2nd Avenue on May 20th from 8:00 a.m. to 9:00 p.m. Motion by Alderman Dickerson to close 1st Street from 1st Avenue to 2nd Avenue on May 20th from 8:00 a.m. to 9:00 p.m., seconded by Alderman Collins. Motion carried 6--0. CLAIMS: Claims for the month of April were reviewed by the Budget/Finance Committee and recommended that they be paid. Motion by Alderwoman Kilpatrick to approve all claims in the amount of $ 201,716.31 for the month of April, seconded by Alderman Dickerson. Motion carried 6--0. JAYCEE'S STREET DANCE: Discussion regarding the Laurel Jaycee's July 3rd street dance has been postponed until the next council meeting. REVIEW LETTER TO MONTANA DEPARTMENT OF HIGHWAYS: The Mayor stated the letter before the council members is a draft 'to Chad Lutey of the highway department. It was suggested that the letter include a time frame of possibly two weeks, so we could have a reply by the May 16th council meeting. Motion by Alderman Dickerson to adopt the letter with the addition of a request for a response by May 16th, seconded by Alderman Marshall. Motion carried 6--0. BID OPENING - LOGGING TAPE RECORDER AND REPRODUCER: This being the time and place advertised, the bids received were opened and read aloud. Motion by Alderwoman Kilpatrick to enter Committee minutes of April 18, 1989, into the Alderman Teeters. Ron Marshall stated that he was present at the Fire Committee but his name was omitted from the minutes. Motion ~rman Rod~ers to enter the Fire Committee minutes of April 24, 1989 and adding Ron Marshall as present, into the record, seconded by Alderman Collins. Motion carried 6--0. --Park Committee minutes of April 27, 1989 were presented and reviewed. Motion by Alderwoman Kilpatrick to approve the recommendation from the Park Committee to allow the LaLeche League to use Kiwanis Park and the Yellowstone Democratic Central Committee to use Riverside Park, seconded by Alderman Dickerson. Committee Alderman Discussion followed celebration. regarding port-a-pots for the Centennial Page3 Minutes of the City Council of Laurel Council Meeting of May 2, 1989 COMMENTS FROM THE AUDIENCE: Mike Bird, 610 Fairview Lane, came before the council concerning the gravel section of Beartooth Drive. He stated his address is misleading because his house actually faces Beartooth, not Fairview. Mike said that he does not use the gravel road but the problem is that where Beartooth joins Fairview, it is so rough that the traffic shakes his house and he can't sleep at night. Mike stated the road looks good right now because it was repaired today but due to the texture of the base, which is huge boulders, there are constant ruts. With all the traffic, the gravel that is put on just wears off and leaves four inch ruts. Mike said that due to the fact he does not use the road, all he wants is to be able to sleep in his house. Something~ other than graveling it every other week, needs to be done so the house is livable. This problem was referred to the Street and Alley Committee A Street and Alley Committee meeting will be held on May 8th at 5:30 p.m. right after the Public Utilities Committee meeting. MAYOR'S COMMENTS: The Mayor hired Andrea Wagner as an ambulance attendant. Motion by Alderman Marshall Andrea Wagner as an ambulance Kilpatrick. Motion carried 6--0. to confirm attendant~ the Mayor's hiring of seconded by Alderwoman PROCLAMATION - LAUREL MUSEUM WEEK: The Mayor proclaimed May 14th through the 20th as Laurel Museum Week. Donna Kilpatrick requested permission to leave the state. Motion by Alderman Dickerson to grant Donna Kilpatrick permission to leave the state, seconded by Alderman Collins. Motion carried 6--0. There being no further business to come before the Council at time, the meeting was adjourned at 7:30 p.m. Donald L.
