February 7, 1989
A regular meeting of the City Council of the City of Laurel,
Montana, was held in the Council Chambers and called to order by Mayor
Bob Gauthier at 7:02 p.m., on February 7, 1989.
COUNCIL MEMBERS PRESENT:

INVOCATION: Invocation was given by Reverend Speare.
MINUTES:
Motion by Alderman Dickerson to approve the minutes of the
regular meeting of January 17, 1989, as presented, seconded by
Alderman Collins. Motion carried 8--0~
CORRESPONDENCE:
Received a Field Investigation Report for the Water Treatment Plant
from the Montana Department of Health and Environmental Sciences.
Received a legislative Bulletin from the Montana League of Cities and
Towns.
Received a letter from the Laurel Museum, Inc. regarding assistance in
purchasing carpeting for the old library building. This was referred
to the Budget/Finance Committee.
CLAIMS:
Claims for the month of January were reviewed by the Budget/Finance
Committee and recommended that they be paid.
Motion by Alderwoman Kilpatrick to approve all claims in the
amount of $ 315,105.65 for the month of January, seconded by Alderman
Teeters. Motion carried 8--0.
1987 - 1988 AUDIT REPORT:
Mel Tiensvold, C.P.A. and Steve Cosner~ C.P.A. presented the 1987-88
Audit Report.
Mel reviewed the auditor's comments on page 46 and discussed the
difference between cash and accrual accounting.
Mel complimented the city people stating they do a lot of work and
they do it well. Donna Kilpatrick stated that Don Hackmann and his
staff do an excellent job and that they are very conscientious in
their work, She also complimented Jim Flisrand in being alert to
uncover the embezzlement case.

Motion by Alderman Dickerson that Resolution No. 2378 be passed
and adopte~, seconded by Alderman Orr. Motion carried 8--0.

At this time the Mayor acknowledged the presence of members from Boy
Scout Troop #414 and thanked them for coming.

reviewed.

Motion by Alderman Dickerson to allow the Girls Softball
Association to use Nutting Park from May 1st to July 30, 1989,
seconded by Alderwoman Kilpatrick. Motion carried 8--0.
There was discussion regarding the question of liability in reference
to an ice skating rink at Thompson Park.
--Public Utilities Committee minutes of January 31, 1989 were
presented and reviewed.
Jim Flisrand explained the request by Terry's Quik Stop to have a free
R.V. Dump. The employees of Terry's will monitor the amount of usage
for several months and action will be taken on this next fall.
Motion by Alderman Collins to enter the Public Utilities
Committee minutes of January 31, 1989, into the record, seconded by
Alderman Orr. Motion carried 8--0.
COMMENTS FROM THE AUDIENCE:
Bob Western, of Boys Scout Troop #414, stated it is a requirement for
the boys to attend a public meeting in order to get their merit badge
for Citizen of the Community.
Bob Graham stated the next Garbage Committee meeting will be held on
February 15th at 5:00 p.m.
A Building Committee meeting will be held on February 15th at 5:30
p.m. in the Council Chambers.
The Street and Alley Committee will meet on February 16, 1989 at
5:00 p.m.
There being no further business to come before the Council at
time, the meeting was adjourned at ~ p.m.
