COUNCIL MEMBERS PRESENT: Norman Orr Donna Kilpatrick L.D. Collins Chuck Rodgers Lonnie Kellogg Bob Graham Ron Marshall Bruce Teeters COUNCIL MEMBERS ABSENT: None INVOCATION: Invocation was given by Alderman Collins. MINUTES: Motion by Alderman Collins to approve meeting of October 16, 1990, as presented, Motion carried 8--0. the minutes of the regular seconded by Alderman Orr. CORRESPONDENCE: Received a letter from Governor Start Stephens regarding the Big Sky Dividend Program. Received a letter from the Montana Department of Highways regarding the cancellation of bid letting. Received a letter from Norm Kolpin, President of the Montana League of Cities and Towns, and also a membership bulletin regarding CI-55. Received the October newsletter from the Montana Municipal Insurance Authority. CLAIMS: Claims for the month of October were reviewed by the Budget/Finance Committee and recommended that they be paid. Motion by Alderwoman Kilpatrick to approve all claims in the amount of $ 241,431.84 for the month of October, seconded by Alderman Orr. Motion carried 8--0. BID OPENING: This being the time and place advertised, the bids received were opened and read aloud. Tri-State Equipment, Inc. Page Minutes of the City Council of Laurel Council Meeting of November 7, 1990 POLICE CAR BID: The Police Committee minutes of October 30, 1990 were reviewed at this time. The bid for a new police car was for $ 15,249.00 and the amount budgeted for 1990-1991 was $ 13,000.00. Motion by Alderman Marshall to reject the bid from Fichtner Chevrolet for a new police car because the bid amount far exceeded the budgeted amount~ seconded by Alderman Orr. Motion carried 8--0. Discussion regarding going out for bids again in the spring. JOHN ROSENBERG - CRIME PREVENTION PRESENTATION: John Rosenberg gave a presentation on crime prevention and said it is not just a police problem but also a community problem. Many communities throughout the country are taking the proactive approach rather than the reactive approach to crime. John said Laurel is no different and this involves going out into the public to educate the people on how they can protect themselves better. They would rather do this than go out after the fact to pick up pieces from a crime. Several programs have been initiated in Laurel over the past few years. One of these programs is bicycle safety which is held for school children in the spring each year. Adopt-a-Cop is another program which was started about three years ago. This involves placing an officer in each of the grade schools and encourages a one to one relationship between them and the children. They may go in and just talk to the children or they might take equipment into the classrooms and explain how it is used and what their jobs involve. They have also taken police cars and parked them on the playground so the children can see them. This past month was Crime Prevention month and McGruff came to visit the schools. Another program is called the Hug-a-Bear Program. A group of ladies from Billings make stuffed bears which are distributed to law enforcement agencies. When an officer responds to a traumatic call where kids are involved, the bears are given to the children to comfort them. McGruff House, formerly the Helping Hands Program, is a safe house where children can go if they should run into trouble on their way home from school. The homes display a McGruff sticker in the window and this alerts the children that they can receive help from there. People involved in this program go through an extensive background check before being allowed to participate. In addition to the McGruff House, there is a program where McGruff stickers are placed on special trucks in the community that have mobile radios in them such as MDU or Montana Power trucks and when problems are seen, they can be reported to their dispatch center and relayed to the police department. Laurel hopes to implement this program in the near future. John stated he attended a conference a few years ago in Helena where it was suggested that Laurel start its own Crime Prevention Council. Yellowstone County has one that is to serve the whole county but they seem to forget that Laurel is a part of it. Laurel felt it would be a duplication of services if they started their own but since that time Laurel would like to duplicate the Crime Stoppers portion of the program. A steering committee has been appointed and a phone line is available at no extra cost to the city. John said that in the ten years he has been in Laurel, Billings has referred only three calls to Laurel and he feels people just do not want to make that long distance phone call. The phones will be answered by the dispatchers but the program will be run by a civilian board. John stated he is asking for support from the city to get the Crime Stoppers program started. Even though it will be a civilian board~ they feel the city needs to back it to get it off the ground. Alan Crowe stated that John has been active in the state crime prevention programs for many years and he commended him on being voted in for a second term as the vice-president of the association. AMEND RESOLUTION FOR POLICE RESERVE & AUXILIARY OFFICERS: John Rosenberg explained the wording change in the resolution. RESOLUTION NO. 2493 A RESOLUTION AMENDING RESOLUTION NO. 1966 TO REVISE ESTABLISHED TRAINING ALLOWANCE FOR THE LAUREL POLICE RESERVE Motion by Alderman Graham that Resolution No. 2493 be passed and adopted, seconded by Alderman Marshall. Motion carried 8--0. POLICE RESERVE POLICIES & PROCEDURE MANUAL: RESOLUTION NO, 2494 A RESOLUTION AMENDING RESOLUTION NO. 2260 TO REVISE AND ADOPT POLICE AUXILIARY AND RESERVE POLICIES AND PROCEDURES MANUAL Motion by Alderman Marshall that Resolution No. 2494 be passed and adopted, seconded by Alderman Collins. Motion carried 8--0. RESOLUTION AUTHORIZING JTPA WORK EXPERIENCE: RESOLUTION NO. 2495 A RESOLUTION APPROVING A MEMORANDUM OF AGREEMENT FOR JTPA WORK EXPERIENCE BETWEEN THE CITY OF LAUREL, MONTANA, AND DISTRICT 7 HUMAN DEVELOPMENT COUNCIL Jim Worthington stated that this comes out of the high school Human Resource Program. They would like the city to agree to take two individuals for one hour a day and put them to work in order for them to gain experience in a job situation that may help them in the future. There would be no cost to the city for this program but the students do need to be supervised. Motion by Alderman Collins that Resolution No. 2495 be passed and adopted, seconded by Alderwoman Kilpatrick. This was referred to the Park Committee for a recommendation at the next council meeting. Motion by Board minutes Alderman Orr. There was discussion on granting a license to Homemade Treasurers. Motion carried 8--0. --Parks Committee minutes of October 25, 1990 were presented and reviewed. Jim Worthington stated that a representative of the Fish, Wildlife and Parks Department met with him regarding the grant the city received last year for work in Thomson Park. The representative has signed off on the project subject to a few minor things that need to be finished such as shrubbery and providing a few benches. When all the work is complete~ the city will receive the 5% that has been retained. In discussion with this representative regarding future grants~ Jim stated there is legislation for more expanded funding for parks that would be filtered down to be administered by local authorities. Jim will keep track of this and he would like to establish a written program on what the city would like to do in the parks so if additional funds become available, a grant application would be ready to submit. Page 5 Council Meeting of November 7, 1990 Minutes of the City Council of Laurel --Public Utilities Committee minutes of November 5, 1990 presented and reviewed. were This was a special meeting called to review the video tape of the sewer line at 616 Cottonwood. Jim Worthington stated that there were five call outs between 1975 and 1978 and four of them were right within this same area. At that point the city began flushing the line because it is a dead end line with no flow coming into it from the north and it has a tendency to dry out. No flushing has been done for about one year and there was no major activity on the line until a call out on August 7th of this year and a plug was found in the line at about the 71' point. At this point, Mrs. Butler submitted a claim to the insurance company for damages and they denied the claim. Last week a representative of the insurance company was at City Hall and he went over the claim again and viewed the video. He will get. in touch with Mrs. Butler regarding the claim. Jim stated that the committee will meet with Mrs. Butler on November 13th but a decision will be deferred to the company. Tuesday, insurance L.D. Collins stated that in his opinion, after looking at the tape and all the evidence, he feels that if there was a three inch flow of water in the line, the Butler's basement would be full all the time. Their sewer line connects to the city's main line near the bottom instead of at the top where it should be and this causes the problem. The other lines in the neighborhood come in near the top as they should. It was stated that the sewer line from the house to the main is the responsibility of the homeowner. MAYOR'S COMMENTS: Cai Cumin had commented on the Big Sky Dividend Program at the Committee of the Whole meeting and expressed his feelings that Laurel should be involved in it. Motion by Alderman Orr to authorize the Mayor to sign a to Governor Stephens~ seconded by Alderman Collins. Motion 8--0. letter carried Chuck Rodgers stated it was brought to his attention that the flag at the log cabin in Firemen*s Park is torn and tattered. Bruce Teeters will check into who provides the flag and will report back. There will be a Public Utilities Committee meeting on November 13th at 6:00 p.m. There being no further business to come before the council at time, the meeting was adjourned at 8:10 p.m. Donald L.
