HomeMy WebLinkAboutCity Council Minutes 10.16.1990Minutes of the City Council of Laurel October 16, 1990 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by President of the Council, Chuck Rodgers at 7:02 p.m., on October 16, 1990. COUNCIL MEMBERS PRESENT: Norman Orr Donna Kilpatrick L.D. Collins Chuck Rodgers Lonnie Kellogg Bruce Teeters Ron Marshall COUNCIL MEMBERS ABSENT: Bob Graham INVOCATION: Invocation was given by Alderman Collins. MINUTES: Motion by Alderman Collins to approve the minutes of the regular meeting of October 2, 1990, as presented, seconded by Alderwoman Kilpatrick. Ron Marshall commented that October 2nd on page four. Committee minutes should Marshall. there is a correction to the minutes of The amended motion under Public Utilities be seconded by Alderman Kellogg, not A vote was taken on the motion as corrected. CORRESPONDENCE: Received a copy Attorney, Harold Supply case. of a letter written to the Yellowstone County Hanser, from Ron Marshall, regarding the Asphalt Received a letter from the Librarian, Peg Arnold, regarding an informal reception for the Montana State Library Commission on October 23rd at 7:00 p.m. at the Laurel Public Library. Received a petition from residents on Cottonwood and Birch regarding a sewer problem. Received a report from the Laurel Police Reserve regarding hours logged during July, August and September 1990. Received the minutes and activity report for the month of September from the Yellowstone County Air Pollution Control Board. CITY CLERK & CITY TREASURER'S FINANCIAL STATEMENTS: The City Clerk and City Treasurer's financial statements for the month of September were presented. Motion by Alderwoman Kilpatrick that the City Clerk and City Treasurer's financial statements for the month of September, 1990, be approved~ seconded by Alderman Collins. Motion carried 7--0. AGNES CROW - SENIOR HELPING HANDS PROGRAM: Agnes Crow stated Hands program and program. that she is now retired from the Senior Helping she introduced Ardelle Kruithoff, Director of the Ardelle passed out a facts sheet explaining the services to the Laurel community for September and October. She said that the yearly donation of $ 400.00 from the city contributes approximately one and one-third months of in-home service to the 12 clients served. She thanked the city for their donation which allows these senior citizens to remain as independent as they are with the in-home services provided by the program. Page2 Minutes of the City Council of Laurel Council Meeting of October 16, 1990 BID OPENING - POLICE CAR: This being the time and place advertised, the bid received was opened and read aloud. Fichtner Chevrolet 202 South East 4th Street Laurel, MT 59044 Bid Bond Check 1991 Chevrolet Caprice $ 15,249.00 This bid was referred to the Police Committee for a recommendation at the November 7th council meeting. MARVIN CARTER - RACE AGAINST DRUGS (RAD): Marvin Carter spoke regarding the Race Against Drugs program at the Middle School and two members of the group, Chris Bradley and Misty Peterson were also present. They would like next week proclaimed as "Red Ribbon Week" in the city of Laurel and would like to display signed proclamations in each of the schools. As part of the program, red badges calling for a drug free America will be passed out and worn next week. The school would also like to tie red ribbons in trees throughout town to help make the community more aware of the program against drugs. Marvin stated that in conjunction with this, the Sheriff's office runs the DAHE program for the 6th grade. All three grades in the Middle School also participate in an intensive nine or twelve week program of Quest. This program works at building self esteem in the students so they are able to say "NO" when faced with drug and alcohol type situations. Donna Kilpatrick thanked these representatives for coming before the council to share this information and for being bold enough to take a stand against the drug problem. Motion CHRISTMAS TO REMEMBER COMMITTEE: SATURDAY, DECEMBER 1ST Darlene Kohl, Chairman of the Christmas to Remember Committee, came before the council to ask permission for their activities. They would like to have a holiday parade on Saturday, December 1, 1990 at 5:00 p.m. It would start at First Avenue and Fourth Street, proceed to Main Street and travel east to Laurel Ford where it would disband. Alan Crowe stated that as a pedestrian parade there could be more problems than a vehicle parade because it is dark at that time of year. Darlene stated that it might be a vehicle parade. Weather permitting, they would like to hold a street dance after the parade in front of City Hall. The KGHL boom box will be here to provide the music so they would like to have First Street closed from the alley to Second Avenue from 5:30 to 8:00 p.m. Motion by Alderwoman Kilpatrick to street dance on December 1st, seconded carried 7--0. approve the parade route and by Alderman Collins. Motion Page3 Minutes of the City Council of Laurel Council Meeting of October 16~ 1990 SUNDAY, DECEMBER 2ND Darlene stated that on Sunday, December 2nd between 1:00 and 4:30 p.m., the group has made a commitment with Red Velvet Carriage service to provide a trolley as they have done in the past. It would load passengers in front of Dr. Pfaff's office, proceed east on First Street and turn by Ben Franklin, turn west on Main Street to Watts Feed and back to the start. Then, on Sunday at approximately 5:00 p.m., they would like barricades set up at Fourth Street and First Avenue for the Parade of Lights, which is a pedestrian'parade. The parade would travel south to Main Street and channel east to Nature's Corner. To close the evening, they would like to hold a fireworks display in Fireman's Park. Alan Crowe stated there have been no problems in the past with the pedestrian parade and he foresees no problems this year. Alan said it really helps if the Fire Department can block off some of the major traffic areas as they have done in the past. Bruce Teeters questioned whether there will be fire barrels for warming hands. The Jaycees were supposed to man the barrels, but Bruce said he saw children stirring the contents of the barrels with sticks. If these are used again, he feels each one needs to have a person assigned to it. In regard to closing a state highway, Joe Bradley stated that the first time the city did it, there were a couple of complaints and the state contacted the city but since then, there have been no problems. Motion carried 7--0. --Garbage Committee minutes of October 16~ 1990 were presented and reviewed. Motion by Alderman Collins to enter the Garbage Committee minutes of October 15~ 1990, into the record, seconded by Alderman Marshall. Discussion followed regarding the size of cans and problems with each in the area of Ann's Place, Betty Avenue, the south side of Maryland and the west side of 13th Street where there are no alleys. Items discussed were cans blown over by the wind and who is responsible for cleaning up the trash, centralized collection points and cars blocking the cans which prevents pickup. At this time the motion was voted on. Motion carried 7--0. COMMENTS FROM THE AUDIENCE: Darlene Kohl stated the Christmas extend an invitation to the Mayor spectators prior to the Parade of to Remember Committee would like to to give the opening welcome to the Lights. Cal Cumin stated that the Governor presented a plaque to him on behalf of Laurel for recertffication as a Montana Certified Community. Cal said the Laurel Economic Develonment Organization has spent auite ~ 4 Minutes of the City Council of Laurel Council Meeting of October 16, 1990 lot of time getting this certification which involves gathering all the data that deals with economic development and characteristics of Laurel in addition to attending meetings. Motion by Alderman Collins to grant Don Hackmann permission to leave the state, seconded by Alderman Orr. Motion carried 7--0. Motion carried 7--0. Dave Michael reported that across the river, west of three weeks. Exxon Pipeline our intake pier, will be laying the pipe within the next two to A letter of protest was sent to the state regarding the location of the pipeline but to the city's knowledge, there was never a hearing. Joe Bradley said he will check into this. In regard to Ernie Davis, it was stated that he was several months behind on his payments but the city received two payments last month and he is now two months past due. MAYOR'S COMMENTS: The Mayor would like to appoint Gall Hart and Lori Spina as ambulance attendants. Motion by Alderman Marshall to confirm the Mayor's appointment of Gall Hart and Lori Spina as ambulance attendants, seconded by Alderman Collins. Motion carried 7--0. The Mayor would like to appoint Shirley Vennes to the Library Board to replace Gene Williams. Motion by Alderman Orr to confirm the Mayor's appointment of Shirley Vennes to the Library Board, seconded by Alderwoman Kilpatrick. Motion carried 7--0. The Mayor would like to appoint Vince Ricci to the Fourth of July Committee to replace Peg Olson. Motion by Alderman Orr to confirm the Mayor's appointment of Vince Ricci to the Fourth of July Committee, seconded by Alderman Kellogg. Motion carried 7--0. There being no further business to come before the Council at this time, the meeting was adjourned at 7:48 p.m. Donald L.
