August 21, 1990
A regular meeting of the City Council of the City of Laurel,
Montana, was held in the Council Chambers and called to order by
Council Vice-President Bob Graham at 7:00 p.m., on August 21, 1990.

CORRESPONDENCE:
Received a letter from the Laurel Museum regarding the formula used to
calculate the utility bills for the museum. Referred to the Building
and Budget/Finance Committees.
Received the July minutes and activity report from the Yellowstone
County Air Pollution Control Board.
CITY CLERK & CITY TREASURER'S FINANCIAL STATEMENTS:
The City Clerk and City Treasurer's financial statements for the month
of July were presented.
Motion by Alderwoman Kilpatrick that the City Clerk and City
Treasurer's financial statements for the month of July, 1990, be
approved, seconded by Alderman Orr. Motion carried 5--0.
RIGHT OF WAY DEED WITH STATE OF MONTANA:
RESOLUTION NO. 2474 (Tabled Aug. 7, 1990)
A RESOLUTION APPROVING AN AGREEMENT BETWEEN
THE CITY OF LAUREL AND THE STATE OF MONTANA,
SAID AGREEMENT RELATING TO RIGHT OF WAY DEED
Motion by Alderman Orr that Resolution No. 2474 be passed and
adopted, seconded by Alderman Collins. Motion carried 5--0.

There was some concern about the ventilation of fumes from the
painting booth in regard to the apartments located north of the
building. It was stated the vent will be installed in the ceiling
instead of the rear wall.
The license for Ken's Guns and Ammo was referred back to the Planning
Board and City License Committees because the gentleman was not
present at the meetings.

Motion by Alderman Marshal] to charge off the delinquent water
bills, seconded by Alderwoman Kilpatrick. Motion carried 5--0.
Motion by Alderman Collins to transfer the water deposits of the
people who have left Laurel to the water operating fund, seconded by
Alderman Marshall. Motion carried 5--0.
Discussion followed regarding open meter pits in trailer courts which
are exposed when trailers are moved off the lots. There is concern
that someone might fall into them and get hurt. This item was
referred to the building department to see if the city can legally go
on private property and require the owners to cover them.
Motion by Alderman Collins to enter the Public Utilities
Committee minutes of August 13, 1990, into the record~ seconded by
Alderman Marshall. Motion carried 5--0.
COMMENTS FROM THE AUDIENCE: None
MAYOR'S COMMENTS:
Jim Worthington stated he received a complaint from a resident who has
a bad curb box. Five years ago this person had a curb box in need of
repair and she requested that the city fix it. The city did fix it
and billed her for the cost of repairs, which she did pay.

Within the last three weeks the city crew had reason to operate this
curb box and it was inoperative. The lady now claims that the city
should repair it at their expense. Jim feels the city has no
obligation to do this since it has been five years. He stated that
contractors generally warranty their work for a period of one year and
in this case, no one knows when it became inoperative again.
Bob Graham mentioned that at the next meeting a presentation will be
given by a group who is interested in starting a recycling program in
Laurel.
In regard to the question of abatement of a dangerous building,
Bradley explained the process that the city must take to do this.

time, the meeting was adjourned at 7:33 p.m.
