July 9, 1990
A special meeting of the City Council of the City of Laurel,
Montana, was held in the Council Chambers and called to order by Mayor
Bob Gauthier at 5:32 p.m., on July 9, 1990 for the specific purpose of
ratifying the union contract and approving non-union wages.
COUNCIL MEMBERS PRESENT:
Norman Orr
Donna Kilpatrick
L.D. Collins
Bruce Teeters
Lonnie Kellogg
Bob Graham
Chuck Rodgers
COUNCIL MEMBERS ABSENT: Ron Marshall
UNION CONTRACT:
The Mayor reviewed the changes in the union contract. It will be a
three year contract with wages salaries and insurance opening on the
third year. The longevity will increase from $ 6.25 to $ 6.50, the
salary will increase 40 cents the first year and 46 cents the second
year and there will be changes in comp time.
The Mayor recommended to ratify the contract.
Motion by Alderwoman Kilpatrick to ratify the union contract,
seconded by Alderman Graham. Motion carried 7--0.
NON-UNION CONTRACT:
The Mayor met with the non-union employees 'and they agree to basically
the same terms as the union. The salaries will increase 40 cents the
first year and 45 cents the second year.
Bob said the other sections that have to be dealt with are the
volunteer firemen, ambulance attendants, City Attorney and City Judge.
Bob said there was nothing budgeted for the volunteers in the
preliminary budget.
Bruce Teeters stated that during the budget process, when the pay
increases came up, he was opposed to all of them. But, he feels that
since you are going to give them to everyone else, these people also
deserve an increase. He said there are those who are deserving
throughout the city and those who are not, but there is nothing you
can do about that because you cannot weed out just one.
Bruce feels the elected officials should not have a raise because they
knew what the pay scale was when they ran for office but if we are
going to do it for one, then we need to do if for everyone up and down
the line.
Bob said the ambulance department did not budget for a raise but the
fire department did and it was cut in the preliminary budget.
More discussion followed regarding the wages.
Motion by Alderman Kellogg to increase the fire department call
out pay from $ 5.00 to $ 6.00, give the City Attorney and City Judge a
4.2% increase, raise the ambulance attendants pay from $ 11.20 to
$ 12.20 per 8 hour shift, give the City Treasurer, office staff,
library staff and department heads a 40 cents per hour increase to be
effective for one year only and to increase longevity from $ 6.25 to
$ 6.50, retroactive to July 1, 1990, seconded by Alderman Graham.
Motion carried 7--0.
