ORDINANCE NO. 548 AN ORDINANCE PROVIDING FOR THE ERECTION OF OUTDOOR ADVERTISING SIGNS AND BILLBOARDS: FOR THE PROTECTION OF LIFE AND PROPERTY AND THE GENERAL WELFARE OF THE PEOPLE: FOR THE PUBLICATION OF SANS AND PROVIDING FOR PERMITS AND FEES FOR PERMITS, AND PROVIDING REGULATIONS AND RESTRICTIONS REQUIRING LICENSES AND BONDS THEREFORE AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF AND REPSALING CONFLICTING ORDINANCES: E9 IT ORDAINED BY TO CITY COUNCIL OF THE CITE OF LAUREL, MONTANA: CHAPTER 1: TITLE SCOPE AND ENFORCEMENT: r<srr r. ri?i r.a=r r ? smr? • • . Sec. S-101: This Ordinance shall be known as the "Sign Code, if may be cited as such, and will be referred to herein as "this Code." Sec. 8-108: se and Scv : The purpose of this Code is to provide minimum standards to safeguard lifer health, property and pub- lic welfare by regulating and controlling the design, qualtiy of materials construction, location, electrification and maintenance of all signs h sign.otructures. The regulations of this Code are not.intended to permit any violation of the provisions of other lawful Ordinances. Sec. 8-103: Enfomement. (a) Authority. The Building Official is hereby authorised and directed to,.enforce all the provisions of this Code. (b) Right of Entry: Upon presentation of proper credentials of the Building Official or his duly authorized.reprosentatives may enter at reasonable times any building structure, or promises in the city to perform any duty imposed upon then by this Code. (c) Board of Appeals: In order to provide for reasonable interpretation of the provisions of this Code there is hereby established a Board of Appeals as provided in tse Unlform.Building Code. (d) Violation and Penalties: It shall be unlawful and a mis- demeanor for any person, firm, or corporation to erect, construct, enlarge,) alter, repair, move, improve, remove, convert,,,oa demolish, equip, use, or maintain any signs or structure in the city; or cause or permit the same•to be done, contrary to or in violation of any of the pr:jvisions of this Code. Any person, firm, or corporation violating any of the provisional of this Code shall ba guilty of ra misdemeanor, and each such person shall be deemed guilty of a separate offense for each and every day or portion thereof during whi,Y,h any violation of any of the provisions of this Code, -1_ Is committed, continued, or permitted, and upon conviction o$ any such violation, such person shall be punishable by a? fine Of not sore than $300.00, or by inPrisvnsOnt for not more than 90 days, or by botk-much tine and imprisonmnt. CAAPTSR 11; =]p11j1X1M MR VIATION : Sec. 5-801: General. For the purpose of this Code, certain abbreviations terms, phrases, words and their derivatives shall be con- strued as specified in this Chapter. Words used in the singular include the plural, and the plural the singular. lords used in the masculine gender include the feminine, and the feminine the masculine. See. 8-808: Approved Plastic Material. Approved plastic material is one which the Building Official has.found to be suitable functionally for the purpose for which it is offered, which busts no faster than two and one-half inches (8j") per minute in sheets sixty thousandths of an inch (0.060") in thickness when tested in accordance with I.B.C. Standard No. 58-8-581, or which is n6t consumed in less than two minutes when tested in accordance with J.B.C. Standard No. 58-3-58, the thickness of plastic materials to be determined by I.B.C. Standard No. 58-4-58. (See Plastic Materials). Sea. 3-203: Building Line. Building line is a line established by ordinance beyond which no building may extend. A building line say be a property line. (See Curb Line) (Fig. IA.) Builds Official. Building Official is the officer or other. person charged with the administration and enforcement of this Code, or his duly authorized deputy. Sec. 5-304: Combination Sign. Combination sign shall mean any sign incorporating any combination of the features of ground, projecting, and roof signs. Combustible Materials. Combustible material shall mean woods, or materials not more combustible than wood. Curb Line. Curb line shall be the line at the face of the curb nearest to the street or roadway.. In absence of a curb, the curb line shall be established by the Ci,ty'Mngineer. (S.®e Building Line.) Non-Conforming Signs. Non-conforming signs shall lateen any sign present prior to the adoption of "this Cods," which does not meet. the requirements of "this Code." -2- Sec. 8-205. Display Surface. Displ®y surface is the area made available by sign structure for the purpose of displaying the advertising message. Sec. 5-208. Electrical Sign. Electrical sign shall mean any sign which is wired to provide current employed in illuminating or animating any part of the sign. Sec. 8-207. Ground 31 a. Ground sign shall mean a sign which is supported by one or more uprights, poles or braces in or updn the ground other than a combination sign sa defined by this code. See. 8-208. Incombustible Material. Incombustible materials in any material which will not ignite, at or below, a temperature of 1,800° Fahrenheit during an exposure of five minutes and which will not continue to burn or glow at that temperature. Tests shall be made as specified in u.B.C. standard No. 4.1-58. Sec. S-209. Marquee. Marquee is a permanent roof structure attached to and supported by the building, projecting over public property. Sec. 8.210. Plastic Materials. Plastic Materials are those made wholly or principally from standardized plastics listed and described in Uniform Building Cade Standard No. 52-1-58(See Approved Plastic Material.) Sea. 5-211. Nonstructural Trim. Mom structural trig Is the molding, battens, caps, nailing strips, latticing, cut outs or letters & walkway* which are attached to the sign structure. Sec. 8-212. Projecting Sign. Projecting sign shall mean a sign other than a wall sign, which projects from and is supported by a wall of a building or structure. Projection. Projection means the.distance by which a slcz{ extends over public property, or beyond the.building line. Sec. 8--213. Root Sign. Roof sign shall mean a sign erected, upon.or above a roof or parapet of a building or structure. Sec. 3-214. 81gn. Sign is any medium including its structure and component. parts, which is used or Intended to be used to attract attention to the subject matter for advertising purposes, other than psial on surface of a building. Sign 8tructur®. Sign structure means the supports, uprights, braces and framework of the sign. -3- Structure. Structure is that whicih is built or constructed, an edifice or building of any kind, or any piece of work artifically built up or composed of parts jointed together in some definite manner. See. 5-215. 't'emporary Sign. Temporary sign shall include any sign, banner, pennant, valance, or advertising display constructed of cloth, canvas, light fabric, cardboard, w Ulboard, or other light mater- ial with or without frames; intended to be displayed for a limited period of time only. Uniform Building Code Is the Uniform Building Code published by the Inter- f Building Officials, which.has been adopted by the of which is on file in the office of the Building U.B.C. Standard. U.B.C. Standard is the latest edition of the Uniform Building Code Standards, 41so known as Volume 111 U.B.C. Published by the International Conference of Building Officials. A copy of which is on file in the office of the Building Inspector. Sec. 5-218. Wall Sign. Wall sign shall mean any signs attached to or erected against the wall of a building or structure, with the exposed fries of the sign in a plane parallel to the plans of said wall. Sec. 5219. A Special Purpose Sign. A special purpose sign is any sign not covered by this code. All special purpose signs must be approved previous to their manufacture or installation, by the Sign Inspector or higher authority. Sec. 5-220. Bond and License Required. No person, firm or corporation shall erect, construct, enlarge, alt6r, repair, move, Improve, remov®, convert, _demolieh, equip, use or maintain any sign or structure within the city without first obtaining a license and bond. The license fee stall be $35.00 for electrical signs and $35.00 for all others. The bond shall be in the suns of Five Thousand ($5,000.00) and no/100 dollars with sureties to be approved by the City Clerk, conditioned for the faithful observance of this Code and to save and keep harmless the City of Laurel, Bontana, and Its employees from all damages, liabilities, losses or judgments that may be recovered against the City of Laurel,Montana, by reason of the negligent erection or maintenance of any sign covered by this Code. -4-d CSAPTZR 111: PRRNITB, FEES AND INSPECTION. Sec. 3-301. Permits Rejuired. No sign shall hereafter be erected, re-erected, constructed, altered, or maintained, except as proaided by this Code and until after a permit for the same has been issued by the Building Official. In addition, electrical permits shall be obtained for electrical signs, by electrical contractors. Sec. 5--302. 21ication. Applications Tor sign permits shall be made in writing upon forms furnished by the Building Official. The application shall cohtain the location by street and number of the pro- posed sign structure, and the names and addresses of the owner and the sign contractor or erector, together with a description of the proposed sign, The Building Official may require the filing of plans or other pertinant information before issuing the permit where in his opinion such information In necessary to insure compliance with this Code. A copy of which is on file with the office of the Building Inspector. Sec. 5-303. Zzes Lions. The following signs shall not require a sign permit. These exceptions shall not be construed as relieving the owner and/or erector of the sign from the responsibility of its erection. and maintenance, and its compliance with the provisions of this Code or any other law or ordinance regulating the same. A copy of which is on file in the office of the Building Inspector. 1. Real Rstate signs not exceeding twelve square feet (12 square feet) in area which advertise the sale, rental, or lease of the premises upon which said signs are located. 2. Professional name plates not exceeding one square foot (1 square foot) in area. 3. Bulletin boards not over twelve square feet (12 square feet) in area.for public, charitabl®y or religious.fngtitution when the same are located on the premises of .said institutions. d. Signs denoting the architect, engiaeer or contractor when placed upon wordy under construction and not ekcdedi.ng twelve square feat (12 square foot) 5. Memorial signs or tablets, names of buildings and date of erection when cut into any masonry surface, or when cons trusted of bronze or other incombustible materials. 6. Signs of public service companies indicating danger, and aids to service or safety. -5- 7. The changing of the advertising copy or message on a painted or printed sign only. Except for theater marquees and similar signs spec- ifically designed for the use of replaceable copy, electric signs shall not be included in this exception. 3. Fainting, repainting or cleaning of an advertising structure or the changing of the advertising copy or message thereon shall not be considered an erection or alteration which requires sign permits unless a structural change is made. 9. Small poftable signs inside a building or signs painted on r' the surface of a building, except electrical signs, shall seat the require- ments of the National Electric Code, a copy of which is on fide in the office of the Building Inspector. Electric signs shall not be within reach of the general public. (S' high shall be. determined out of reach) 10. All municipal, county, state or federal signs which i regulate traffic, safety, health or other public service. See. 3-304 Fees. For. a?n electricaign, the permit fee shall be 100 per square foot.of sign area with a winlaum fee of two and no/100 ($22.00) Dollars. All other signs shall be 50 per square foot area with a minimum fee of $2.00. The area of a sign still be calculated by using the Square footage of the smallest rectangle of pair of rectangles which will, enclose the sign. Sec. 5-305. 'Plan Checking Fees. Where plans and other per- tinent information are required in accordance with section S-301, a plan aw"k foe equal to one-half the sign permit shall be paid to the Building Official. Sec. S-306. All signs, together with all of their supports, braces,. guys, and anchors shall be kept in repair and In proper state of preservation. The display surfaces of all alga shall be kept neatly painted or posted at all times.. Sec. 5-309. ZpAyections. All signs for which a permit is required shall be subject to inspection by the Building Official. Footing inspections will be required for all ground signs: Electrical signs shall be inspected before erection. -g_ The Building Official may order the removal of any sign that is not maintained in accordance with provisions of Section 5-306. All sigmas may be re-Inspected at the discretion of the Build- ing Official. CSAMR JLV: DUSIGN AND CONSTRUCTION Sec. 5-401. Design . (a) General. Signs and sign structures shall be designed and constructed to resist wind and seismic.forces as specified in this Section. All bracing systems shall be designed and constructed to transfer lateral forces to the foundations. For signs on buildings, the dead and lateral loads shall be transmitted through the structural frame of the building; to the ground in such manner as not to overstress any of the elements thereof. The overturning monent produced from lateral forces shall in no case exceed two-thirds (3/3) of the dead-lohd resisting moment. Up lift.. due to over-turning shall. be adequately res.1sated by proper anchorage to the ground or to the structural frame of the building. The weight of. earth superimposed over footings may be used in determining the dead-load resisting moment. Such earth shall be carefully.placed and thoroughly compacted. (b) Wind Loads. For the purpose :of. design, and except for roof signs and combination signs., wind presssre shall be taken upon the, gross area of the vertical projection of all signs and sign structures at not esas. than thirty (30) pounds per square. ;toot for those portions lesssa than sixty (601) feet above .the ground,, and at not less thaan. thirty fiv®. (35) pounds per square foot ,for those portions more than s;L?;ty (601.) feet above the ground. Wind pressure upon roof signs and combination signs and their supports shall be take's at not less than thi:^ty (30), pounds per square foot. of the grows area of the plane surface,, acting in any direction. In calculating wind pressure on curved surfaces such as cylindrical or spherical signs or sign structuresa, this pressure shall be assumed to act on six-tenths (0/10) of the projected- ssarot . In all open frames signs or mien structures the area used in computing wind pressure shall be one and one-half (11) times the net area of the framing members in the aide exposed to the wind. -7- (c) Seismic Loads. Signs and sign structures shall be de-- signed and constructed to resist seismic forces as provided in Section 2-312, Appendix, of the Uniform Building Code, a copy of which is on.file in the office of the Building Inspector. (d) Combined Loads. Find and seismic loads need not be combined in the design of signs or sign structures; only that loading producing the larger stresses need be used. Vertical design loads, except roof live loads, shall be assumed to be acting simultaneously with the wind or seismic loads. (e) Allowable Stresses. The design of wood, concrete, or steel members shall conform to the requirements of Chapter 85,28, and 27, of the Uniform Building Code, a copy of which is on file in the office of the Building Inspector. Loads, both vertical and horizontal, exerted on.the soil shall not produce stresses exceeding those permitted by Chapter 28 of said Uniform Building Code. The working stresses of wire rope and its fastenings shall not exceed twenty-five per cent (25%) of the ultimate. strength of the rope or fasteners. Working stresses for wind or seismic,loads combined with dead loads may be increased as specified in Section 2303 of said Uniform Building Code. Sec. 5--402. Construction (a) General. The a pports for all signs or sign structures shall be placed in or upon private property and shall be securely built, constructed and erected in conformance with the requirements of this Code.. (b) Materials. Materials of constrructioa for signs and alga structures shall be of the quality and grade an specified for buildings in said Uniform Building Code. In all signs and sign structures the materials and details of construction shall in the absence of specified requirements, conform with the following: 1. Structural steel shall be of such quality as to conform with said U.B.C. Standard No. 27-1-58. Secondary =tubers In contact with, or directly supporting the display surface, may be formed of light gunge steel provided such members are designed in accordance with the specifications of the design of light gauge steel as specified in said -a- U.B.C. Standard No. 27-2-55 and No. 27-3-55 and in addition shall be galvanized. Secondary members, when formed integrally with the display surface, shall be not less than No. 24 gauge in thickness. When not form- ed integrally with the display surface, the minimum thickness of the secondary members shall be No. 12 gauge. The minimum thickness of hot- rolled steel members furnishing structural support for signs shall be on-fourth inch (1/411). Steel pipes shall be of such quality as to conform with said U.B.C. Standard No. 27-4.55. Steel members may be connected with one galvanized bolt provided the connection Is adequate to transfer the stresses in the members. 2. Anchors and supports when of wood are embedded in the soil, or within six inches (5") of the soil, shall be of all hardwood of a durable specie or shall be pressure treated with an approved preservative. Such members shall be marked or branded by an approved agency. No material, part, portion, or equipment shall be used in any sign which might become dangerous because of vibration, corrosion,- disintegration, or any other reason. 4. There shall b© no swinging signs.;. (c) Restrictions on Combustible Materials. All signs and sign structures erected in Fire Zones No. 1 and it shall have structural members of incombustible materials, according to tho main thereof in the. office of the Building insapector. Ground signs may be constructed of any material meeting the requirements of this Code, except as provided above. Combination signs, roof signs, wall signs, projecting signs, and signs on marquess shall be constructed of In combustible materials except as provided in Sub--section (d) of this Section. No combustible materials other than approved plastics shall by used in tho construction of electric signs. (Sass Section S-202 for approved plastics.) For temporary signs see Chapter X11. (d) Nsm-strmatm-ral Trim. Non-structural trim may be of wood, metal, approved plastics, or any combination thereof. (e) Anchorsa e. Members supporting iusnbraced signs shall be so proportioned that the besarinig loads Imposed on the soil in either dir- ection, horizontal or verticle, shall not ®aceed the safe values. -9- Braced ground signs shall be anchored to resist the specified wind or seismic load acting in any direction. Anchors and supports shall be ,lesigned for safe bearing loads on the roil and for an effective resist- ance to over-turning. Anchors sand supports shall penetrate to a depth below ground groater than that of the frost line. Portable ground signs support by frames or posts rigidly attached to the base shall be so proportioned that the weight and size of the base will be adequate to resist the wind pressure specified in Section S-401 (b). Signs attached to masonry, concrete, or steel shall be safely and securely fastened thereto by meant of metal anchors, bolts, or approved expansion screws of sufficient size and anchor.4a to support safely the loads applied. (a) Except for portable signs, the bottom of the display surface of every ground sign shall be not less than five (5)' above the ground, such space may be filled with a platform or decorative tris of light wood of metal construction. (b) HeeI§ht, No ground sign shall be erected to a height exceeding one hundred feet (1001) above the ground. No portable ground sign shall exceed six feet (®•) in height. Sec. 3-505. Fire Restrictions. Ground signs may have display surfaces of combustible materials except in said Fire Zones No. 1 b 2. CHAPTER VI. QMINATION SI NS. See. 3-601 ggagr&? Combination signs shall be constructed of incombustible materials except as provided in Section 5-402 (d). Sec . 3-602. gS. All supports of combination signs shall be placed in or upon private property and shall be securely buiit,con- structed.and erected to conform with the requirements specified in Chapter IV. Sec. 5-602. on 11nd Clearance. The thickness os that portion of a combination sign which projects over public property shall not exceed the maximums as shown in Figure No: 1-8. Combination signs bay project over public property or beyond a building line as shown in Figure No. I-A. Projecting combination signs shall be located no closer than ten feet (10) to any other projecting signs, nor closer than five feet (5') to any aide property line. The individual requf;;resents of roof, projecting and ground signs shall be applied for combination signs incorporating any or all of the aforesaid features. Sec. 5-604. D1 lay Surface Area. The display surface of that portion of any combination sign :extending beyond the props rty'or building line shall not exceed any area of one hundred and fifty square feet (130 sq.ft.) per face. CHAPTER VII.- ROOF SIGNS Sec. 8-711. Lie- neral. Roof signs shall be constructed of incombustible materials except as provided in Section 8-402 (d). Sea. 5-702. si . Roof signs shall be thoroughly secured and anchored to the frame of the building over which they are constructed -12- and erected, and shall be dosi,gaed in accordance 'with the requirements specified in Chapter IV. See. B-703. Projection and Clearance. (a) Projection. Roof signs shall not project over public property, or beyond a bui.ldi ag line complying with the requirements specified in Section 5-603. (,b) Closarance. Passage clear of all obstructions shall be left under or around, and Immediately adjacont to, all signs exceeding a height of four feet (41) above the goof thereunder. Such passages shall be not lees than three feet W) wido and four feet (41) high and shall be parapet or roof level. Sec. 8-704 Access. There shall be one such passage or access opening as follows: 1. For each roof sign upon a bui.lding.. 2. An access opening for every fifty lineal feet (50') of horisontal roof sign extentlon. 3 Within twenty.feet (201) of walls and parapets when roof signs are at right angles to a? face of the bui Idfng. No wall sign shall have a projection over a public property greater than twelve inches (1.2") nor shall extend over any adjacent parapet or roof of the supporting building. The thickness of that portion of a *411 sign which projects over.public property shall not exceed the maximum as shown in Figure No. 1-8. Wall signs may project over public property or beyond a building line as shown in Figure No. 1-A. CHAPTER IX - PROJECTING SIGNS Sec. 3-901. -General. No sign or sign structure shall project into any public alley whatsoever, below a height of fourteen feat (IV) abova gratis, nor more than six inches (0") when over fourteen feet (14'). (b) Clearance. No sign or sign structure shall be erected in such a manner that any portion of its surface or supports will interfere in any way with the free use of any fire escape, exit or standpipe. i:o sign shall obstruct any window to such an entent that auy light or ventila- tion is reduced to a point below that required by any law or ordinance. No sign shall be so located as to nmiLfl-ain all required clearances from overhead power and service lines. Sec. S-904 Display Surface Area. The area of the display surface of a projecting si®n which projects over public p o^^rty, or beyond a building line, shall not euocod one hundred fifty square feet (150 sq. ft.) per face. CHAPTER X - MARQUEES Sec. 5-10301. General. For the purpose of this Section, a marquee shall include any object or decoration attached 'to, or a part of, said marquees. (See Section :3-1004 for signs on marquees. ) (a) Construction. A marquee shall be supported entirely from the builCiug and constructed as specified in said Uniform Building Cade, and shall be of incombustible materials, or of not less th n vne- hour fire-resistive aonstruction. (b) Roof Construction. The roof, or any part thereof may be a skylight, provided wire glass is used not leas than one-fourth a.noia' (1/411) thick, with no single pane more th6n eighteen inches wide. Every roof and skylight or a marquee: shall be sloped to down- spouts which shall conduct any drainage from the marquee to the storm sewer or under the sidewalk to the curb. Sec. 5--1002. (a) Projection. A marquee projecting mo e than tWo-thirds of the distance from the property line to the curb lino shall be not less taaa twelve feet (12') above the ground or pavement below. A marquee projecting less than two-thirds of the distance from the ppoparty line to the curb liiae shall be ant less than eigh-k feet (61) abov6 the ground or pavement belom?. (b) Clearance. The Horizontal clearance between a marquee and the curb line shall be not less trans two. feat (2 °) . -14- Every marquee shall be so located as not to interfere with the operation of any exterior standpipe or to obstruct.the clear passage of stairways or exits from the building or the installation or maintenance of electrollers. Sec. 5-1003. Size. (a) Length. A marquee projecting more than taro-thirds of the distance from the property line to the curb line shall not exceed twenty-five (251) feet in length along the direction of the street. (c) Thickness. The maximum height or thickness of a marquee measured vertically from its lowest to its highest point shall not exceed three feet (3') when the marquee projects more than two-thirds of the distance from the property line to the curb line, and shall not exceed, nine feet W) when the marquee is less than two-thirds of the distance from the property line to the curb line. Sec. 3-1004. Sims on Marquees. Projecting signs attached to. a building shall not be attached to a marquee.. No sign shall be hung from the under side of a marquee, except when the marquee is S' in height, then only non-electrical signs G" in width will be allowed. When the marquee is between S and 10 feet high, special permission from the sign inspectOL", will allow other certain types of signs (See Fig. 2A & 2S). Sign may be placed on the outer faces of a marquee, if they are made a part thereof, and.do not exceed the limitations of marquees, as set forth in Section S-1001. CHAPTER IL - ELECTRICAL SIGNS Sec. S-1101. General. Electrical.signs shall be constructed of incombustible materials, except as provided in Section S-401 (c) (a) All electrical signs shall be manufactured and maintained in a safe manner. (In accordance with the latest issue of the National Electric Code, a copy of which is on file in the office of the building Inspector, shall be prima facie evidence of that safety.) (b) The enclosed shell of electrical signs shall be rain tight, except that service holes fitted with.kover shall be provided into each compartment of such signs. No electrical sign shall be less than 10 feet above the ground level. (c) Each electrical siga shall have a switch in or on the sign, which controls the electrical operation of the sign to be furnished and installed by the sign company. All signs shall be designed for 15 amp. circuits. -15- (d). The sign contractor shall do only such electrical wiring which is an integral part of the sign. (e) All service equipment and time clocks used for electrical signs shall be installed by licensed electrical contractors. (f) On outline lighting and skeleton glass signs, sign contractor shall do electrical wiring on the secondary side of the transformer only. Sec. 5-1108. (a) Installation. Electrical equipment used in connection with display signs shall be installed in accordance with city ordinances regulating electrical installations. (b) Erectors Name. Every electrical. sign projecting over any street or public place shall have name plate or painted on the surface of the sign the name of the sign erector and date of erection. Such name and date shall be of sufficient size and contrast to be readable from a reasonable distance. Failure to provide such name and date shall be grounds for rejection of the sign by the Sign Inspector. CHAPTER SII - TRUPOHABT SIGNS Sec. 3-1201 General. No temporary sign shall exceed one :,hundred square feet (100 sq.ft.) in area. Temporary signs of rigid material shall not emceed twenty four square feet (Hd sq. ft.) of area, or six feet (61) in height, nor shall any such sign be fastened to the ground. Temporary signs may remain in place for a period not exceeding sixty (60) days. Sec. 5-1208. Cloth Signs. (a) Support: Every temporary cloth sign shall..be supported and attached with wire.rope of threes-eights (3/8.".') inch minimum diameter. No strings, fiber ropes or wood slats shall be permitted for support or anchorage purposes. Cloth signs and panels shall be perforixted over at least ten per cent of their area to reduce rind resistance. (b) Projection. Cloth signs may extend over public property.. Such signs when extended over a public street, shall maintain a minisum clearance of twenty feet (201) (c) Clearance. Cloth signs may extend across a public street only by permission of the City Council and shall be subject to all related laws and ordinances. 416- Sec. 8-1203. Other temporary signs, when eight toot (6;) or more above the ground, may project not more than six Inches (611) over public property or beyond the building line. CHAPTER X111 - CONFORMING SIOps Soc. S-1301. All Non-conforming signs shall be made to conform with this Code by March 1, 1962. All non-conforming signs repaired, moved, Improved or converted shall meet the requirements of this Code. Section 2: All Ordinances or parts of Ordinances in conflict herewith are hereby repealed. Section 3: This Ordinance shall become effective thirty (30) days after its passage and approval.
