HomeMy WebLinkAboutCity Council Minutes 04.17.1990Minutes of the City Council of Laurel April 17, 1990 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Bob Gauthier at 7:00 p.m., on April 17, 1990. COUNCIL MEMBERS PRESENT: Ron Marshall Donna Kilpatrick Chuck Rodgers L.D. Collins COUNCIL MEMBERS ABSENT: None Lonnie Kellogg Bob Graham Bruce Teeters Norman Orr INVOCATION: Invocation was given by Reverend Reiser. MINUTES: Motion by Alderman Collins to approve the minutes of the meeting of April 3, 1990, as presented, seconded by Alderman Motion carried 8--0. CORRESPONDENCE: regular Graham. Received a report of hours worked by the Laurel Police Reserve officers for the 3rd quarter of fiscal year 1989-90. Received the March minutes and activity report from the Air Control Board. Pollution Received a memo from the Montana League of Cities and Towns regarding the District 11 meeting to be held April 24th at 9:00 a.m. at the Parmly Library, Billings. Received a letter from the Department of Health and Environmental Sciences, Water Quality Bureau, regarding the April 1988 Comprehensive Performance Evaluation (CPE) and subsequent training. CITY CLERK & CITY TREASURER'S FINANCIAL STATEMENTS: The City Clerk and City Treasurer's financial statements for the month of March were presented. Motion by Alderwoman Kilpatrick that the City Clerk and City Treasurer's financial statements for the month of March, 1990, be approved, seconded by Alderman Collins. Motion carried 8--0. MEALS AND LODGING REIMBURSEMENT: ORDINANCE NO. 968 second reading) AMENDING SECTION 2.36.030 OF THE LAUREL MUNICIPAL CODE, MEALS AND LODGING REIMBURSEMENT seconded Public Hearing: No comments. Motion by Alderman Collins to close the public hearing, by Alderman Graham. Motion carried 8--0. Motion by Alderman Marshall. that Ordinance No. 968 (second reading) be passed and adopted, seconded by Alderman Orr. A roil call vote was taken and all aldermen voted, "YES." Motion carried 8--0. AMBULANCE RATES: and RESOLUTION NO. 2436 A RESOLUTION ESTABLISHING RATES FOR SERVICES, EQUIPMENT AND SUPPLIES OF THE LAUREL VOLUNTEER AMBULANCE SERVICE Motion by Alderman Orr that Resolution No. 2436 be passed adopted, seconded by Alderman Collins. Motion carried 8--0. Page2 Minutes of the City Council of Laurel Council Meeting of April 17, 1990 SICK LEAVE GRANT PROGRAM: RESOLUTION NO. 2437 BEING A RESOLUTION APPROVING AND ADOPTING A SICK LEAVE-DIRECT GRANT PROGRAM Motion by Alderman Orr that Resolution No. 2437 be passed and adopted, seconded by Alderman Graham. Motion carried 8--0. COMMITTEE REPORTS: --Ambulance Committee minutes of April 5, 1990 were presented and reviewed. Motion by Alderman Teeters to enter the Ambulance Committee minutes of April 5, 1990, into the record, seconded by Alderman Marshall. Motion carried 8--0. --Board of Ad.justment minutes of April 10, 1990 were presented. Motion by Alderman Orr to enter the Board of Adjustment minutes of April 10, 1990, into the record, seconded by Alderman Graham. Motion carried 8--0. --Budget/Finance Committee minutes of April 3, 1990 were presented and reviewed. Motion by Alderman Teeters to enter the Budget/Finance Committee minutes of April 3, 1990, into the record, seconded by Alderman Orr. Motion carried 8--0. --Budget/Finance Committee minutes of April 11, 1990 were presented and reviewed. Motion by Alderwoman Kilpatrick to enter the Budget/Finance Committee minutes of April 11, 1990, into the record, seconded by Alderman Collins. Motion carried 8--0. --Building Committee minutes of April 10, 1990 were presented and reviewed. Motion by Alderman Kellogg to enter the Building minutes of April 10, 1990, into the record, seconded by Marshall. Motion carried 8--0. Committee Alderman --City Council Committee of the Whole minutes of April 3, 1990 were presented. Motion by Alderman Rodgers to enter the City Council Committee of the Whole minutes of April 3, 1990, into the record, seconded by Alderman Collins. Motion carried 8--0. --City-County Planning Board minutes of April 12, 1990 were presented. Motion by Alderman Collins Board minutes of April 12, 1990, Graham. Motion carried 8--0. to enter the City-County Planning into the record, seconded by Alderman --City License Committee minutes of April 16, 1990 were presented and reviewed. Motion by Alderman Collins to approve a home occupation and city business license for Sassy's Enterprises, seconded by Alderman Orr. Motion carried 8--0. The Treasurer reported and discussion followed regarding a business license for Sioux's Sales. Motion by Alderman Collins to table approval for Sioux's Sales business license until the next meeting, seconded by Alderman Graham. Motion carried 8--0. Motion carried 8--0. Motion by Alderman Graham to grant a city business license to Laurel Ridge (Motel and Apartments), pending a fire inspection and approval by the Fire Marshall, seconded by Alderman Marshall. Motion carried 8--0. Motion by Alderman Collins to grant a city business license to Stop & Go Pizza, pending a fire inspection, seconded by Alderman Marshall. Motion carried 8--0. Motion by Alderman Graham to accept the committee's recommendation to deny Ron Boucher a home occupation and city business license, seconded by Alderman Collins. Motion carried 8--0. Motion by Alderman Collins to enter the City License minutes of April 16, 1990, into the record, seconded by Graham. Motion carried 8--0. Committee Alderman --Fire Committee minutes of April 16, 1990 were presented and reviewed. Motion by Alderman Rodgers to enter the Fire Committee minutes of April 16, 1990, into the record, seconded by Alderman Marshall. Motion carried 8--0. --Parks Committee minutes of April 8, 1990 were presented and reviewed. Motion by Alderwoman Kilpatrick to enter the Parks Committee minutes of April 8, 1990, into the record, seconded by Alderman Collins. Motion carried 8--0. COMMENTS FROM THE AUDIENCE: Milt Wester stated that on Thursday and Friday there will be approximately 100 delegates from eastern Montana coming to Laurel for a Regional Tourism swap meet. He said they will be exchanging tourism brochures and the public is welcome to attend the lectures. Darrell McGillen stated there was as fire on city property by the underpass. Two juveniles were charged with negligent arson in the case. Donna Kilpatrick stated the city cleanup will be this Saturday and she requested permission to close First Street from the alley by City Hall to 2nd Avenue for games. Motion by Alderman Orr to close First Street from the alley by City Hall to 2nd Avenue from 9:30 a.m. to noon on Saturday, April 21st, seconded by Alderman Collins. Motion carried 8--0. There being no further business to come before the Council at this time, the meeting was adjourned at 8:04 p.m. Donald L.
