February 20, 1990
A regular meeting of the City Council of the City of Laurel,
Montana, was held in the Council Chambers and called to order by Mayor
Bob Gauthier at 7:00 p.m., on February 20, 1990.

CITY CLERK & CITY TREASURER'S FINANCIAL STATEMENTS:
The City Clerk and City Treasurer's financial statements for the month
of January were presented.
Motion by Alderwoman Kilpatrick that the City Clerk and City
Treasurer's financial statements for the month of January, 1990, be
approved, seconded by Alderman Collins. Motion carried 8--0.
LAUREL MUSEUM, INC.
Elsie Johnston stated that the museum is closed at this time but they
will open upon special request when there is a donation or when a
group would like to see it. The museum hopes to be able to continue
using the old library building in the future.
Elsie also spoke on behalf of the Laurel ~F~d~-~a-t-ed Women's Club. She
stated that Chevron Company has always worked with women's clubs
across the country. They are offering grants to get information out
through their sources, into the local clubs, regarding the state of
our environment.
Elsie feels that our community needs to become active in this cause to
save our environment and she feels a tree planting program would
be feasible. She explained the positive effects that trees have on
our environment. After checking, she found we could get trees from
the Soil Conservation Energy Department at a reasonable price if we
have such a program.

by Alderman Dickerson. Motion carried 8--0.
Motion by Alderman Dickerson that Ordinance No. 961 (second
reading) be passed and adopted, seconded by Alderman Orr. A roll call
vote was taken and all aldermen voted~ "YES." Motion carried 8--0.

Motion by Alderman Dickerson to approve the Zennie request to use
Riverside Park for a family reunion on June 17th, seconded by Alderman

Discussion followed regarding reserving city parks and obtaining
alcoholic beverage permits.
Motion by Alderman Dickerson to grant permission for a 3-class
Park City Reunion in Thomson Park on Sunday, July 1st, seconded by
Alderman Graham. Motion carried 8--0.
Motion by Alderman Dickerson to enter the Parks Committee minutes
of February 8, 1990, into the record, seconded by Alderman Teeters.

CITY LICENSE APPLICATION:
Stage Line Pizza has applied for a city license. It is to be a pizza
take out and delivery service.
Jim Worthington stated that all the codes have been met, including the
fire codes and he has determined that a grease trap is not necessary
because none of the meat or food will be prepared on site.
L.D. Collins recommended approval of the license. Chuck Rodgers feels
this application should have followed the regular procedure and went
through the License Committee first.
Motion by Alderman Collins to grant Stage
license, seconded by Alderman Graham. Motion
Aldermen Rodgers and Teeters voting, "NO."

COMMENTS FROM THE AUDIENCE:
Edna Schwenneker reported that the spaghetti dinner to help raise
funds for the picnic shelter will be held on April 20, 1990 at 5:00
p.m. at the Graff School cafeteria. This will be advertised on the
school calendar. Prizes have been obtained for the raffle.
In reference to the tree planting program mentioned earlier, Polli
VanNice reported that the state has a centennial tree planting
program. The chairman of this project is Bob Anderson of Helena.
Polli stated they are not doing anything directly on a state level but
they are supporting individual community programs.
It was stated that according to the news, Laurel has been eliminated
as a site for the VA Nursing Home.
Cal Cumin stated there will be a meeting on Tuesday, February 27th at
3:00 p.m. in the commissioner's office regarding the women's prison.
Chet Blaylock has been invited along with anyone else who is
interested.
MAYOR'S COMMENTS:
The Mayor appointed Tracy Hoppel as an attendant on the ambulance.
Motion by Alderman Marshall to confirm the Mayor's appointment of
Tracy Hoppel as an attendant on the ambulance, seconded by Alderman
Teeters. Motion carried 8--0.
The Mayor directed the City Clerk to advertise for the alderman
vacancy in Ward IV.
There being no further business to come before the Council at this
time~ the meeting was adjourned at 8:17 p.m.
