HomeMy WebLinkAboutCity Council Minutes 06.18.1991Minutes of the City Council of Laurel June 18, 1991 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Bob Gauthier at 7:07 p.m., on June 18, 1991. COUNCIL MEMBERS PRESENT: Norman Orr Donna Kilpatrick Bruce Teeters Chuck Rodgers Lonnie Kellogg Bob Graham Ron Marshall COUNCIL MEMBERS ABSENT: L.D. Collins INVOCATION: Invocation was given by Reverend Cunningham. MINUTES: Motion by Alderman Marshall to approve the minutes of the regular meeting of June 4, 1991, as presented, seconded by Alderman Graham. Motion carried 7--0. CORRESPONDENCE: Received a membership bulletin from the Montana League of Cities and Towns regarding the 1991 Annual Conference in Missoula, September 18th through the 20th. Received a memo from the Montana League of Cities and Towns regarding the Governor's veto of the Community Infrastructure Act. Received the May minutes and activity report from the Yellowstone County Air Pollution Control Board. CITY CLERK & CITY TREASURER'S FINANCIAL STATEMENTS: The City Clerk and City Treasurer's financial statements for the month of May were presented. Motion by Alderwoman Kilpatrick that the City Clerk and City Treasurer's financial statements for the month of May, 1991, be approved, seconded by Alderman Orr. Motion carried 7--0. PUBLIC HEARING - DEMOLITION CHARGES: A public hearing is being held regarding the demolition charges the city is assessing Jim Martin for tearing down the Merchant garages. Joe Bradley stated notice has been sent to Mr. Martin, published in the newspaper and posted on the property. Jim Worthington presented his bill of costs for demolition of the property at the last council meeting. Jim Worthington stated the city demolished the garages and he submitted a bill for $ 1,007.50 to cover the costs. A second notice was sent and signed for by the owner but no verbal comments have been received. The bill has two different kinds of items on it. Actual expenses cover the dumping fees and rental of the roll-off truck and internal expenses cover labor and rent on city equipment used. The hourly rate for equipment rental is taken from a pre-established rate schedule that the maintenance department has. Jim stated he feels these charges fall in line with what it would cost a person to rent this equipment elsewhere. Jim Martin received a proposal from a demolition firm, but the city's proposal was slightly lower. Joe Bradley stated the only people able to speak at the public hearing would be those who submitted written comment to the City Clerk. The City Clerk reported that he did not receive any written comments. Motion by Alderman Marshall to close the public hearing, seconded by Alderman Orr. Motion carried 7--0. Motion by Alderman Graham to confirm the Engineer's report and accept the demolition costs in the amount of $ 1,007.50, seconded by Alderman Orr. Motion carried 7--0. LONG DISTANCE TELEPHONE CARRIERS: Bob Gauthier stated he really doesn't have a lot to report on. He asked AT & T for an option on the watts line and Touch America was going to reevaluate their proposal, but he has not heard back from either company at this time. This item will be put on the agenda for the July 2nd meeting. 1991-92 NON-UNION WAGES: Bob Gauthier stated that last year the non-union wage increase was approved for one year. This year the city budgeted for the same increase as the union employees will be getting, which is 45 cents an hour for about a 4% increase. Bob stated that during the budget hearings, everyone was acceptable to this proposal. This also includes an increase for the swimming pool employees but this can be done separately. There will be no increases for the fire department, ambulance, elected officials or the City Attorney's position. It does include an increase for the Public Works Director, Assistant Public Works Director, City Clerk, Police Chief, office staff and library staff. Motion by Alderman Kellogg to approve a 45 cents an hour increase for the DPW, Assistant DPW, City Clerk, Police Chief, office staff and library staff, seconded by Alderman Graham. Motion carried 7--0. The Mayor stated the only other place budgeted for a wage increase is the swimming pool. The wage for the lifeguards has been raised to minimum wage. Increases were also budgeted for the manager, assistant manager and the three head lifeguards. The proposed wages for the pool personnel will be as follows: New Lifeguards ..................... $ 4.25 Returning Lifeguards ............... 4.50 Head Lifeguards (3) ................ 5.00 Assistant Pool Manager ............. 5.75 Pool Manager ....................... 6.20 Motion by Alderwoman Kilpatrick to approve the increase and hourly wage for swimming pool personnel, seconded by Alderman Marshall. Motion carried 6--1 with Alderman Kellogg voting, "NO." COMMITTEE REPORTS: --Budget/Finance Committee minutes of June 4, 1991 were presented and reviewed. Motion by Alderwoman Kilpatrick to enter the Committee minutes of June 4, 1991, into the record, Alderman Kellogg. Motion carried 7--0. Kilpatrick to enter the Fourth of July 11, 1991, into the record, seconded by Motion by Alderman Graham to amend the Fourth of July minutes to read, "final meeting for this year", seconded by Orr. Motion carried 7--0. Committee Alderman A vote was taken on the motion as amended. Motion carried 7--0. --Parks Committee minutes of June 13, 1991 were presented and reviewed. Motion by Alderman Marshall to allow a request to reserve Firemen's Park on Friday, September 27, 1991 from 9 a.m. to 6 p.m. for the Christmas to Remember sponsored Festival in the Park, seconded by Alderman Graham. Motion carried 7--0. Motion by Alderwoman Kilpatrick to enter the Parks minutes of June 13, 1991, into the record, seconded by Rodgers. Motion carried 7--0. Committee Alderman --Public Utilities Co~ittee minutes of June 10, 1991 were presented and reviewed. Motion by Alderman Marshall to enter the Public Utilities Committee minutes of June 10, 1991, into the record, seconded by Alderman Teeters. Motion carried 7--0. Motion by Alderman Rodgers to adjust the summer sewer consumption for Lyle Jones, seconded by Alderman Marshall. carried 6--1, with Alderman Orr voting, "NO." average Motion Motion by Alderman Marshall to adjust the su~u~er sewer consumption for Kathy Caton, seconded by Alderman Teeters. carried 5--2 with Alderman Orr and Kellogg voting, "NO." average Motion COMMENTS FROM THE AUDIENCE: Darrell McGillen requested permission for the Fire Department to have a 4th of July fireworks show. Motion by Alderman Kellogg to allow the Fire Department to put on a fireworks display on July 4th, seconded by Alderman Graham. Motion carried 7--0. Darrell stated the Fire Department has obtained spectator insurance in the amount of one million dollars and the city is co-insured on the policy. MAYOR'S COMMENTS: POLICE CHIEF In regard to the applications for Police Chief, the Mayo~ stated the committee is only half way through them, but they hope to have something to the council by the next meeting regarding what direction to go. It may be August before the position is filled. APPOINTMENT The Mayor appointed Lonnie Kellogg to the Air Pollution Control to replace L.D. Collins. Motion carried 7--0. the Mayor's appointment of Control Board, Seconded by WEED COMPLAINTS The Mayor stated the city is starting to get a lot of weed complaints again this year. He asked for any ideas or suggestions on how to handle this problem. In regard to spraying, the Mayor stated a person needs to be licensed by the state to do this and at this time, the city does not have anyone on the crew who is licensed. Discussion followed regarding hiring someone else do it for the city. Bob said the city has looked into the possibility of having Chemlawn do just the parks but it would be to to expensive for them to do it on a city wide basis. UPDATE ON MARYLAND LANE PROJECT Jim Worthington stated the contractor on the Maryland Lane project received approval today from the Highway Department to begin paving on the newly reconstructed street. They plan to begin with the intersections and radiuses and then go into the street. The west side of First Avenue will be completed before moving to the east side of First Avenue. Baring unforeseen circumstances, they hope to be done by the end of the month. BURGER KING Jim stated he has received plans for the building of restaurant on South First Avenue.
