HomeMy WebLinkAboutCity Council Minutes 04.02.1991Minutes 'of the City Council of Laurel April 2, 1991 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Bob Gauthier at 7:02 p.m., on April 2, 1991. COUNCIL MEMBERS PRESENT: Bruce Teeters Donna Kilpatrick L.D. Collins Chuck Rodgers Lonnie Kellogg Bob Graham Ron Marshall COUNCIL MEMBERS ABSENT: Norman Orr INVOCATION: Invocation was given by Reverend Holt. At this time, Vicki Metzger, the new City Treasurer was administered the Oath of Office by City Judge Larry Herman. MINUTES: Motion by Alderman Rodgers to approve the minutes of the regular meeting of March 19, 1991, as presented, seconded by Alderman Collins. Motion carried 7--0. CORRESPONDENCE: Received a letter from Olivia Bridges regarding the property they have for sale. Received a memo from the Montana League of Cities and Towns regarding legislation that would give preference for private garbage operations. Received a Legislative Bulletin, dated March 19, 1991, from the Montana League of Cities and Towns. Received a letter of resignation from Chief of Police, Alan Crowe, effective April 1, 1991. Motion by Alderman Collins to accept Alan Crowe's resignation, effective April 1, 1991, seconded by Alderman Graham. Motion carried ?--9. CLAIMS: Claims for the month of March were reviewed by the Budget/Finance Committee and recommended that they be paid. Motion by Alderwoman Kilpatrick to approve all claims in the amount of $ 204,164.61 for the month of March, seconded by Alderman Collins. Motion carried 7--0. COMMITTEE REPORTS: --Budget/Finance Committee minutes of March 19, 1991 were presented and reviewed. Motion by Alderwoman Kilpatrick to enter Committee minutes of March 19, 1991, into the Alderman Kellogg. Motion by Alderman Marshall to enter the City Council Committee of the Whole minutes of March 19, 1991, into the record, seconded by Alderman Rodgers. Motion carried 7--0. --Fourth of July Committee minutes of March 25, 1991 were presented and reviewed. Motion by Alderwoman Kilpatrick to enter the Fourth of July Committee minutes of March 25, 1991, into the record, seconded by Alderman Graham. Motion carried 7--0. --Parks Committee minutes of March 28, 1991 were presented and reviewed. Motion by Alderwoman Kilpatrick to enter the Parks Committee minutes of March 28. 1991. into the record, mecondmd by A]dmrm~n Page 2 Minutes of the City Council of Laurel Council Meeting of April 2, 1991 Discussion followed regarding the development of a park in the area of 12th Street. The land was designated as park land but it has not had any improvements made to it. There was some question as to whether the land is city or county property and Jim Worthington clarified that the land is owned by the city. Regarding the question of funding for improvements, Don inquired whether park dedication money can be used for this Cal Cumin stated that it can. Hackmann purpose. Jim Worthington stated he was approached by an individual who is interested in buying the park land. The land has been dedicated but the city could still sell it. Jim and Dave Michael will explore the feasibility of this land and bring their findings to the next Parks Committee meeting for discussion at that time. At this time a vote was taken on the motion. Motion carried 7--0. --Street and Alley Committee minutes of March 21, 1991 were presented and reviewed. Motion by Alderman Collins to enter the Street and Alley Committee minutes of March 21, 1991, into the record, seconded by Alderman Marshall. Motion carried 7--0. COMMENTS FROM THE AUDIENCE: Cal Cumin gave a legislative update on planning and economic development issues that concern this area. Ernie Freund, representing the Laurel Rod and Gun Club, requested permission to use South Pond for two trout derbies. The Fish and Game Department will plant and tag trout in the pond and the club will charge so much per person to fish for the tagged trout. The first derby will be open to anyone. If any tagged trout remain after the first weekend, a second derby will be set for the following weekend and will be open to children only, with no fee charged. If there are any tagged trout left after the derbies, anyone catching these fish can bring them to the Rod and Gun Club and receive a cash prize. Alderman Kellogg stated he is in favor of this but requested that the club keep the Parks Committee informed of what is taking place. Motion by Alderman Kellogg to allow the Rod and Gun Club to hold two trout derbies at South Pond, seconded by Alderman Collins. Motion carried 7--0. MAYOR'S COMMENTS: The Mayor appointed Sharon Herman as an ambulance attendant. Motion by Alderman Collins to Sharon Herman as an ambulance Marshall. Motion carried 7--0. accept the Mayor's appointment of attendant, seconded by Alderman The Mayor appointed Mike Atkinson as acting Police Chief. There being no further business to come before the Council at this time, the meeting was adjourned at 7:35 p.m. Donald L.
