March 19, 1991
A regular meeting of the City Council of the City of Laurel,
Montana, was held in the Council Chambers and called to order by Mayor
Bob Gauthier at 7:00 p.m., on March 19, 1991.
COUNCIL MEMBERS PRESENT:
Donna Kilpatrick
L.D. Collins
Chuck Rodgers
COUNCIL MEMBERS ABSENT: None
INVOCATION: Invocation was

Ron Marshall

given by Reverend Hunter.
Motion by Alderman Collins to approve the minutes of the regular
meeting of March 5, 1991, as presented, seconded by Alderman Rodgers.
Motion carried 8--0.
Motion by Alderman Marshall to approve the minutes of the special
council meeting of March 12, 1991, as presented, seconded by Alderman
Orr. Motion carried 8--0.
Bob Gauthier mentioned that this is Peg Kamerzel's last council
meeting.
CORRESPONDENCE:
Received the February minutes and activity report from the Yellowstone
County Air Pollution Control Board.
CITY CLERK & CITY TREASURER'S FINANCIAL STATEMENTS:
The City Clerk and City Treasurer's financial statements for the month
of February were presented.
Motion by Alderwoman Kilpatrick that the City Clerk and City
Treasurer's financial statements for the month of February, 1991, be
approved, seconded by Alderman Orr. Motion carried 8--0.
COMMITTEE REPORTS:
--Budget/Finance Co~ittee minutes of March 5, 1991 were presented
and reviewed.
Motion by Alderwoman Kilpatrick to enter the Budget/Finance
Committee minutes of March 5, 1991, into the record, seconded by
Alderman Orr. Motion carried 8--0.
--City Council Committee of the Whole minutes of March 5, 1991 were
presented.
Motion by Alderman Rodgers to enter the City Council Committee of
the Whole minutes of March 5, 1991, into the record, seconded by
Alderman Collins. Motion carried 8--0.
--City-County Planning Board minutes of March 14, 1991 were presented
and reviewed.
Motion by Alderwoman Kilpatrick to enter the City-County Planning
Board minutes of March 14, 1991, into the record, seconded by Alderman
Collins. Motion carried 8--0.
Lonnie Kellogg stated the committee recommended that the council hold
a public hearing on the Windsor Adult Foster Care, located at 1018
llth Avenue.
Motion by Alderman KelloKg to hold a public hearing on the Adult
Foster Care Home, seconded by Alderwoman Kilpatrick. Motion carried
8--0.

A motion was made in the committee minutes to change the transfer site
hours to be open from 8:00 a.m. to 3:00 p.m., Monday through Saturday.
The change was needed to eliminate the half hour of overtime being
paid since the operator has to stay at the transfer site during lunch.
Motion by Alderman Rodgers to enter the Garbage Committee minutes
of March 18, 1991, into the record, seconded by Alderman Marshall.
Motion carried 8--0.
COMMENTS FROM THE AUDIENCE: None
MAYOR'S COMMENTS:
Bob Gauthier stated he has had a request from the Union for some wage
classification changes so he is appointing a committee to hear the
appeals. The committee will consist of three members from the Union,
three members from the council and one member at large.
The Mayor appointed the following people to the committee:
Chuck Rodgers - Chairman
Bob Graham
L.D. Collins
Ron Marshall - member at
large
The Union members are Les Riddle, John Minch and Brad Krause.
Cal Cumin will make a report on the legislature at the next council
meeting.
Lonnie Kellogg congratulated Peg Kamerzel on her 22 years of service
to the city and she was given a standing ovation.
There will be a Fire Committee meeting Monday, March 25th at 7:00 p.m.
A meeting for the new Classification Appeal Committee will be held on
Monday, March 25th at 5:30 p.m.
A Public Utilities Committee meeting will be held Thursday, March 21st
at 5:00 p.m.
There being no further business to come before the Council at
time, the meeting was adjourned at 7:18 p.m.
