Meeting called to order by John Hawley Smith, President,
with the following members present:

Minutes of previous meeting approved as sent out. Bills
approved for payment: Engineering Department in the amount
of $200.00 for Administrative Service in November.
Letter from Deputy County Attorney to Roger Anderson read.
Letter advises Anderson to comply with Subdivision Regulations.
Roger Anderson explained that he doesn't feel he should have to
go through all the requirements because he had this mobile home
site before the regulations would apply.
After considerable discussion R. M. Williams moved and Bus
Roberts seconded, that Mr. Anderson be advised that he must meet
Subdivision Regulations or have two trailers moved off by June,
1983.
Floyd F. Morton, 711 7th Avenue, request for home occupation
tabled due to absence of a representative again.
AIRPORT ZONING Mr. MacMartin explained that the planned _regulations
were submitted to FAA and State agencies. No report has been.
received from the State agencies. John MacMartin suggests we plan
to go ahead with plans to hold a public hearing in January, at
which meeting the Airport Authority be invited to attend.
Discussion of an ordinance from Wolf Point regarding setting
up service charges for the purpose of recovering a fair share of
the costs of additional streets, sewer, water and parks. No action
taken.
Next meeting will be December 15th (a change from December 9th).

Mr. MacMartin pointed out that records from the Yellowstone Valley
Electric Coop indicate that the first_meter was set up in June,
1976, the second meter in May,.1977, and the third meter in
October, 1979. All of those dates were after the creation of
the Laurel-Yellowstone City-County Planning Board and after the
adoption of the State and Local Subdivision Regulations.

Dear Mr. Hoefer:
This letter is to inform you of the action the Laurel- Yellowstone City -
County Planning Board has taken in reference to Mr. Roger Anderson and
his trailer park. Mr. Anderson met with the Board at its regular meeting
on November 11, 1982.
A lengthy discussion occurred between me, the Board, and Mr. Anderson.
Mr. Anderson indicated that he thought his trailer court preceeded both
the formation of the Board and the regulations cited by the Board. I
had checked with the Yellowstone Valley Electric Co -op and their records
indicated that the first meter was set up in June 1976, the second in
May 1977 and the third in October 1979; all of these dates are clearly
after both the formation of the Board and the adoption of the applicable
regulations.
The Planning Board then took formal action which gave Mr. Anderson until
June 1, 1983 to either comply with the Subdivision Regulations or have
moved two of the trailers off of the site. Mr. Anderson was informed
that you would be notified of this action; in addition, the Board told
Mr. Anderson that you would be asked to take legal action against him if
compliance on this part did not occur by June 1, 1983.

Dear Mayor and City Council:
This letter is to inform you about a personnel change within Cumin
Associates and the effects that change will have on Laurel's contract.
I have accepted a position, effective January 1, 1983, with Congress-
man Ron Marlenee in Washington, D.C..
Our office policy dictates that the other staff members are familiar
with office projects. Thus, both Cal Cumin and Margaret Gough are
familiar with the planning issues in Laurel. Cal and I will attend the
Thursday night Planning Board meeting to brief the Board about the
change.
The three of us all have prior business commitments on November 16,
1982, your next meeting, although all three of us plan on attending the
December 7th Council meeting. I would like to introduce Cal and Margie
to the Council at that time and answer any questions you may have.
This will also confirm that the level of service to Laurel from Cumin
Associates will not change.
If you have any questions prior to the December 7 meeting, please feel
free to call.
