Minutes of previous meeting approved as sent out. Bills
approved for payment: Engineering Department in the amount of
$200 for Administrative Services in February; Laurel Outlook
in the amount of $12.00 for advertising for public hearing
Zuck Zone Change Request.
PUBLIC HEARING. LESLIE H. & JOHN G. ZUCK PB #83-1: A zone
change has been requested on Lots 1 thru 12, Block 5, Nutting
Brothers Subdivision, from RE-20,000 zone to allow RMH Mobile
Home Park. The owner proposes to extend Sunhaven Trailer
Park by an additional 20 lots for rent. The property is
located at Elm Avenue and East 8th Street, Laurel, Montana.
Fee has been paid. Published in the Laurel Outlook 1/26/83 and
2/2/83.

Cal Cumin read letter of protest from Fred Feuerbacher of
623 Date Avenue.
This is only a request for a zone change. Design problems
will be examined and reviewed after the project has progressed
that far.
Mr. Zuck, owner of Sunhaven, states that the two blocks
directly west of subject block, court is full and additional
space is needed. The design specification not known. About
20 additional spaces are proposed.
Charles Dickerson gave a verbal objection. Paper process
of project generally discussed-for benefit of public. Request
for a show of hands. proved 11 anti and l for. Need for more
lots questioned by.Chip Watts. After comments.against, Mr.
Zuck states he is a relatively new owner and wants to improve
and upgrade the existing facility and needs this space. Charles
Dickerson expressed a fear of the type of residents who might occupy
a rundown sloppy court. If the court is upgraded then the neigh-
bors might find it less objectionable.
Cal Cumin recommended approval.
Jim Seaton moved for disapproval, seconded by Ed LaPrath.
4 ayes, 1 nay. Motion carried.
This now goes before the City Council for public hearing
on March 15th.
LAWRENCE DE NAEYER, HOME OCCUPATION: Lawrence De Naeyer, present,
requesting a home occupation designation at 520 Colorado Avenue,
Laurel, for selling solar panels. Jim Seaton asked if a home
business is permitted and has the City recourse in case of
violation. The answer is, YES. This request was previously
turned down due to absence of an advocate. Mr. De Naeyer ex-
plained that solar panels are ordered and installed immediately.
Home is used mainly for phone. Storage of stock is not contem-
plated since business is not large enough. Joe Bradley listed
points of consideration, saw no objections, and moved approval,
Ed LaPrath seconded. Motion carried. After the fact, Cal
Cumin stated he.had misgivings..
JANE FISCHER, HOME OCCUPATION: Jane Fischer, present, requesting
a home occupation designation at 906 7th Avenue, Laurel, for
a computerized bookkeeping service. Cal Cumin said this fits
a classic case of what the home occupation classification is
designed for. Cumin Associates recommends approval. Joe Bradley
moved approval, second from Jim Seaton. Motion passed. Jim
Seaton asked if it wouldn't be well to ask those who apply for
a home occupation to fill out a questionnaire and submit a
sketch if applicable.

PUBLIC HEARING, AMEND CH. 17.96.010 SCHEDULE OF FEES CONTINUED:
Cal Cumin read proposed Ch. 17.96.010 and current schedule
of fees and a current schedule of recommended fees. The
fee schedule is not a part of-the ordinance. Fees are intended
to cover out-of-pocket costs and over a period of time may need
revision by Board. Joe Bradley read a,proposed amendment and
moved for recommendation to Council for approval, seconded
by Ed LaPrath. Approved.
CLARENCE FOOS was allowed to present a proposal and plat to
Cumin Associates for consideration of something he started in
1970. Mr. Cumin said he needs to go back to the beginning.
BUDGET REQUEST FY 83-84: The proposed budget is mainly the
same as that of last year except for a new category involving
about $200.00 for educational/travel expenses. This was
referred back to Cumin Associates for better expression and
delineation.

designation of RMH Mobile Home Park on the following des-
cribed premises:

Subdivision, Yellowstone County, Laurel.
At a meeting of the-Laurel--Yellowstone City-County
Planning Board held on February 10, 1983, and after public
notice and a public hearing having been held, the Board
recommends to the Laurel City Council that the petition
for a zone designation RMH Mobile Home Park in the above
matter be denied.
OFFICIAL NOTICE IS HEREBY GIVEN that the Laurel City
Council, or the City Clerk, shall receive protests or ob-
jections, if any, in writing or in person, up to and including
the next regular Council meeting after the expiration of 15
days from the first publication of this notice, said date
being the 15th day of March, 1983.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Laurel--Yellowstone
City-County Planning Board will hold'a public hearing on
Thursday, March 10, 1983, at 7:00 p.m., in the Council
Chambers of City Hall, Laurel, Montana, for the purpose
of adding Title 14, Airport Zoning, to the Laurel Municipal
Code.
Information concerning this matter can be obtained
at the Office of the City Engineer, City Hall. Anyone
wishing to protest this zoning may appear at this hearing.
Any party may appear with or without counsel.

I would like to apply for a variance for a home occupation.
I would like to start a computerized bookkeeping service,
done from my home in my spare time. There would be no
extra traffic due to the fact that I will be picking up

Dear Planning Board,
I am applying for a home business license. My business is sell-
ing solar. Presently I am going to school full time and my future
plans are to open a business of my own as soon as I finish school.
As you can see I am in a residential district, but we have no
traffic to our home, there is no excess garbage as the boxes are re-
cycled. We don't store any material in our home as the material is
ordered and bought as needed.
I would appreciate you considering this matter at your next
meeting.

It has come to the attention of the City Treasurer that
you have been advertising in the Laurel Outlook as a salesman
of Sunbox Solar Systems out of 520 Colorado in Laurel.
Please be advised that City ordinances do require that
all persons engaged in business obtain a City business license.
There are possible criminal penalties for failure to comply
with the ordinances. Please apply at City Hall for a license
if you intend to continue.
I also note that your advertised address is in a resi-
dential zone where certain businesses are not allowed to exist.
You may also obtain information on this point at the time you
apply for a license.
