CITY HALL MEMBERS PRESENT: Peggy Schram Gay Easton Emelie Eaton Jim Flisrand Dave Michael Bill Brennan The development proposal of village Subdivision Park from Kenneth Tolliver was read and discussed. The RV and camper parking was not clearly defined in the proposal. The 6 inches of top soil for seeding over the entire area was not addressed. The exact location and design of Santa Fe Drive was not defined. It was the committee's opinion that Mr. Tolliver needs to attend the next regular meeting of the Park Committee to answer some of the above problems that exist. Jim Flisrand reported on his findings in regards to the repair of the swimming pool. Darrell Thompson from Thompson Pools will come out, at no cost, and assess the pool and then report back to the committee. Mr. Thompson has a planned meeting with city officials on October 29th at 2:00 p.m. to look at the swimming pool. Dave Michael plans to do some inspections of the pool and make a recommendation also. Cal asked that I prepare a rough sketch indicating what we envisioned doing with the park area. I attach a sketch which shows three colored areas. The green area would be contoured to provide a walk-out bank. The bank height appears to approach eight feet, and I would estimate a 50-foot terracing would be required to produce a safety zone for small children which would provide easy walk-out at various water levels. The blue area is where we would propose to allow RV and camper parking in order to improve the appearance of the project. The yellow area would be developed as a play area. The terrain has too much slope to allow us to create a flat playing field, I believe. The goal would be to create a flat surface with a gradual pitch so that kids could play touch football and so forth. Pacific Northwest Investors, Inc. does not presently have funds budgeted for the development of this park. However, PNI has budgeted funds over the next five years for dirt work at Alder Ridge. My concept is to try to kill two birds with one stone. By way of example, PNI has spent about $5,000.00 in 1993 for gravel and soil to elevate lots at Alder Ridge. To the extent that these materials could be taken from the park area in a manner which produces the desired rough grade for the park area, we would be just that much closer to having a useable park. In very rough terms, it costs about $5.00 a yard to move and replace material. This allows for about 1000 yards of material per year. A guesstimate of the quantities to create the walk-out slope at a mobile grade is 6 to 12 thousand yards. Accordingly, my plan is a slow boat to China. However, no job is ever finished unless it is started. Our attitude is to start and hopefully be able to prosecute the work to an ultimate satisfactory conclusion. If this approach had been taken at the outset, the park would now be done. f/e??F {A?
