COUNCIL CHAMBERS MEMBERS PRESENT: OTHERS PRESENT: Chuck Dickerson Dave Michael Ron Marshall Kristine Kerr Jim Flisrand Miles Walton Jeanette Koch Kristine Kerr was present wanting to know the status of the proposed "Goodwill" program. Discussion was held. The committee recommended that the maximum dollar amount per incident be $500. Claims would only be paid to those the city insurance denied payment to. Method of payment will be a percentage of the approved total bill vs. the actual bill, not to exceed the $500 limit. Motion by Chuck Dickenson, seconded by miles Walton, to establish a good will program for residences of the City of Laurel who have had water leak problems from the city water main or sewer main that has been denied by the city insurance company. The committee also recommends that the claimant may receive 30°; of a valid claim form invoice of goods and service to clean up the damages caused, amount is not to exceed $500 per claim. The above all hinges on whether or not it is approved by the reviewing committee and City Council. Motion carried with Dave Michael voting "NO". Jim will review the policy with Joe Leckie, City Attorney, and set the time period that may be covered, possibly the last 18 months and bring the policy back to the committee for their review. 2) Discussion on the upper reservoir site. The letter from Morrison/Maierle on the proposed site is attached. Discussion by committee for need of upper reservoir to the west of the City and Airport and east. The Committee recommends checking with Bob Rosselot about the possible reservoir site agreement and council approval. Motion by Ron Marshall, seconded by Dave Michael, to deny the proposal to purchase property from Bob Graham on the proposed site 1 for the upper reservoir. Motion carried. 3) Proposed Car Wash at Town Pump. Discussion by the Committee was held. Jim gave the update and read the letter requesting car wash location and the relocation of the sanitary sewer lines. The car wash's proposed location is on top of the sanitary sewer main on South First Avenue. Motion by Ron Marshall, seconded by Miles Walton, to deny the building of the car wash over the sanitary sewer line. Motion carried. 4) Water Plant intake suction line project. 1. Update on total cost (copy attached). 2. Inform the committee that the City staff will give additional proposals on completing the manifold and new lines and valves into the building. This will be some time in the future possibly within the next 5 years when the budget will allow. An Employee-Owned Company March 4, 1996 Jim Flisrand City of Laurel 115 West 1st Laurel, Montana 59044 Re: Zone 2 Reservoir Location MMI #0703.007-040-0211 Dear Jim: ENGINEERS SCIENTISTS SURVEYORS PLANNERS 2020 GRAND AVENUE • BILLINGS, NIT 59102 • 406-656-6000 • FAX: 406-656-3432 On February 29, you requested that we take a look at the impact of moving the Zone 2, 1.0 million gallon water storage reservoir, as proposed in the City's 1994 Water Treatment and Distribution Master Plan. The Zone 2 tank was proposed to be 20 feet high with a bottom elevation of 3520. To move the water tank to a new location which is approximately 20-30 feet lower than the elevation as proposed by HKM in the Water Treatment and Distribution Master Plan (Site 1), the impact will be minimal. By locating the water tank at an adjacent lower elevation (Site 2) the northern boundary of Zone 2, as defined in the HKM Master Plan, will move to the south a distance approximately equal to that of the elevation change from Site 1 to Site 2. In this case, the elevation change is 30 feet therefore, the northern boundary of Zone 2 will move from the 3440 contour to 3410. The area between the 3410 contour and the 3440 contour can no longer be served by the proposed tank if it is located at Site 2. Some of the elevation head that is lost by lowering the elevation of the storage tank can be offset by installing a tank that is 30 feet high in leu of the 20 foot high tank that HKM based their original proposals on. If this is done ten additional feet of elevation head can be gained to help make up for the 30 feet of elevation lost. Installing a 30 foot.tank will make the net elevation change from Site 1 to Site 2 roughly 20 feet. The elevation of the northern boundary of Zone 2 would then be located at the 3420 contour. The approximate location of the 3420 contour has been highlighted on the attached map. Because the topography in the area of the Cove Ditch is relatively steep the additional service area that would be provided by locating the tank at Site 1 is not significant (see attached drawing for land area estimate). The lower valley area will be served just as well with the tank at either location. 1 9 4 5 •. Moving the water tank to Site 2 may increase the horsepower requirement of the booster pumps. Based on the small amount of land area involved and only 15-20 additional feet of elevation head it is anticipated that this increase would be minimal.
