PUBLIC UTILITIES COMMITTEE
JUNE 10, 1996 5:30 P.M.

1) Jim Cotter questioned why his sewer bill for his house at 20
Pennsylvania Avenue for the summer months is $14.53 and for
the winter months it is $5.0,? He was questioning why it is
higher in the summer?
Jeanette explained how the billing works. When there is no
winter average the summer average is the average for all of
the users in the City.
General discussion about the city summer average versus the
minimum sewer charge.
Motion by Ron Marshall, seconded by Phil Curry, to charge Jim
Cotter the minimum charge until the house is occupied. Motion
carried with Jim Flisrand voting "No".
2) Jeanette gave the committee information regarding the Carolyn
Jeffrey utility bill..
3) Chuck Dickerson questioned the status of the good will policy.
Jim informed the committee that Bud Johnson received a letter
from the MMIA with the same information we received before.
Discussion on the Public Utilities Committee minutes of April
8, 1995 and the council minutes of April 16, 1996.
More review is recommended by Jim. The committee recommended
that Jim contact MMIA and get as much information as possible
and bring it back to the next committee meeting.
After the committee researches the information Jim receives
they will need to say yes or no to the policy and decide what
budget restraints would apply.
4) Jim Flisrand gave an update on the water and sewer budgets.
The staff has made cuts and will try to cut more. If they
cannot cut anymore then there will have to be a rate increase.

5) The water rate increase was discussed. As soon as they
receive information from Morrison and Marilee on the water
plant project costs we will contact Double Tree to prepare the
rate increase.
The meeting was adjourned at 6:19 p.m.
