PUBLIC UTILITIES COMMITTEE
DECEMBER 9, 1996 5:30 P.M.

1. Hoffman's Nursery: Mr. Hanson had a water leak and would like
his sewer bill reduced. An average bill would be acceptable
to him. Motion by Phil Curry, seconded by Miles Walton, that
Mr. Hanson's sewer bill be adjusted accordingly. Motion
carried.
2. John Rutt's question earlier on being charged unfairly due to
his water bottling system at Water Specialties. Dave Michael
responded by checking with other cities. Recommendation is to
install a separate meter. Dave will work with Mr. Rutt to
resolve this issue.
3. A few commercial businesses had questioned the city regarding
relief on their sewer bill due to lawn sprinkling systems.
The City typically has required meters to separate the
sprinkler system from the domestic use. Motion by Jim
Flisrand, seconded by Dave Michael, to recommend that the City
follows past practices. Motion carried.
4. Good will program. Committee agreed to review the program
during the next meeting.
5. Recent issues have prompted the city to review current
backflow prevention regulations. In doing so it is apparent
the city needs to adopt definite policies requiring protection
to the city water mains. Jim will bring a report to the
committee for review and recommend policy for council to
approve.
6. Cenex Refinery has requested additional tie-ins to the city
water lines to assure emergency backup. City staff has met
with Cenex to review all issues and concerns relating to water
limitations and fire service capabilities. A report will be
prepared for the next public utilities meeting to review and
discuss issues associated with water service outside city
limits, fire service, future water needs, and restricted use
during emergency situations.
